Brazos County Commissioner's Courtroom 200 South Texas Avenue, Bryan, Texas 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United ,States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public Comment Cards may be obtained f •om Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Minutes from the December 4, 2019 Policy Board Meeting. -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Brazos County RMA • Brazos County Vision Plan • Freeport to Fort Worth Freight Study • 2020 Census Complete Count Committee 5) Annual MPO Safety Target Setting -Under FAST Act requirements, state DOT'S must set safety targets on an annual basis. The Texas Transportation Commission took action to set safety targets, for 2020. The FAST Act requires MPOs to either adopt/support the state targets or set their own targets within 180 days of the state setting its target. Staff is recommending that the Bryan/College Station MPO mirror the state's Safety Targets. When the TAC examined the safety targets last year and again this year, it was decided that the MPO should support the state target and not try to set their own. The TAC has recommended that the Policy Board adopt/support the State's safety targets. Action Required. (See attachment.) 6) Amendment One to Destinations 2045 -MPO staff and TxDOT Bryan District Staff met after the new Metropolitan Transportation Plan was adopted to ensure that the MPOs Transportation Improvement Program (TIP), the State's eSTIP, TxDOT Connect and the State's Unified Transportation Plan were consistent. As a result of' the meeting, Figure 6.8 Fiscally Constrained Project List (and its mirrored Figure in the Executive Summary) needed to be modified to reflect more recent cost estimates, minor changes in project limits, and revised TxDOT Project Numbers. The TAC reviewed these changes and recommends that the Policy Board approve the changes and adopt the revised Figure 6.8 Fiscally Constrained Project List and Figure ES I Fiscally Constrained Project List. Action Required. (See attachment.) 7) Transportation Improvement Program (TIP) Amendment VII -When the MPO adopted the new Metropolitan Transportation Plan (MTP), some project limits were changed and the amount of funding for some of those projects was revised. To bring the TIP and MTP into conformance, the TIP needs to be amended to reflect the changes made in the MTP. Since this is a major overhaul, Bart Benthul will provide an overview of the changes and answer any questions. All changes to the TIP are shown in yellow. The TAC reviewed the changes and recommended the TIP amendment to the MPO Policy Board for adoption. Action Required. (See attachment) 8) The Annual Listing of Projects (ALOP) 2019 -The Annual Listing of Projects (ALOP) is required by TxDOT and FHWA. It requires the MPO to sped what projects were let using federal funds during the fiscal year. It also requires that any federal funds used on Transit Projects also be shown. This year, the TxDOT Transportation Planning and Programming office did the compilation for the ALOP so that the formatting and relationship to the Unified Transportation Plan (a TxDOT document) was consistent. This delayed delivery of the ALOP until late January of 2020 (instead of November of 2019). The TAC has recommended the 2019 Annual Listing of Projects for Policy Board approval. Action Required. (See attachment.) 9) Transportation Planning for Crossing Union Pacific Railroad in College Station -Mr. Jason Schubert, Transportation Planning Coordinator for the City of College Station, will present an overview of planned thoroughfare and intersection improvements to help accommodate long-term transportation needs along and across Union Pacific Railroad in College Station. 10) Adjourn I certify that the attached notice and agenda of the items was removed by me from the City Hall bulletin board on the oZ�+� day o VOOAW4_.,202Dat am/ m Name/Title
