AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must contact Lisa Lyon at llyon@bcsmpo.org
to obtain Zoom log in information. When requesting access to comment, please include your name,
address and the topic you would like to discuss. Please limit your comments to three minutes.
3) Election of Policy Board Officers
-MPO Bylaws require that a Chair and Vice-Chair be elected every two years in the first quarter
of odd numbered fiscal years. Any voting member is eligible to serve as Chair or Vice-Chair and
there is no limit to the number of consecutive terms a committee member may serve as an officer.
Action Required.
4) Minutes from the October 7, 2020 Policy Board Meeting.

6) Bryan/College Station MPO Bylaws Amendment
- The Brazos County Regional Mobility Authority has requested that a representative of their
organization be included as a member of the Bryan/College Station MPO. The MPO has two types
of members associated with both the Policy Board and the Technical Advisory Committee. The
first is a regular member with full voting rights (usually referred to as a Voting Member). The
second is an Ex-Officio Non-Voting Member. This type of member is encouraged to participate in
meetings of both the Policy Board and Technical Advisory Committee by having a representative
of the organization attend both meetings. The Technical Advisory Committee (TAC) recommended

the Brazos County Regional Mobility Authority be added to both the Policy Board and Technical
Advisory Committee as Ex-Officio Non-Voting members. In addition, the TAC requested that a
description of non-voting member duties be added. Action Requested. (See attachment.)
7) FY 2020 Bryan/College Station MPO Annual Performance and Expenditure Report (APER)
- Each year, the MPO is required to prepare and submit an Annual Performance and Expenditure
Report (APER) for review and approval by TxDOT and FHWA. The report looks at how funds
were spent by task and identifies how MPOs can better budget their funds based on actual work
performed. In FY 2020 we overspent in Data Development, primarily because staff worked closely
with TxDOT Transportation Planning and Programming in being the first MPO in the state to
develop and test a new traffic model that would be created for each MPO in the state. The TAC
recommended that the Policy Board adopt the APER and direct the Executive Director to submit
the report to TxDOT and FHWA for approval. Action Required. (See attachment.)
8) Brazos Transit District Safety Performance Targets
- As specified in the MAP-21 (Moving Ahead for Progress in the 21st Century Act) legislation and
the FAST (Fixing America’s Surface Transportation) Act both the Federal Highway
Administration (FHWA) and Federal Transit Administration (FTA) have been charged with
improving transportation safety and reliability. The MPO has already adopted specific targets for
highway infrastructure and safety as well as a transit asset management plan for inclusion in our
Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP). Now,
FTA has required that transit providers develop Safety Performance Targets and that MPOs adopt
safety performance targets for public transit providers in their service area. Brazos Transit
District established their Safety Performance Targets and the MPO is now required to set their
targets. As we did with most of our highway-related targets and TxDOT’s targets, the TAC is
recommending that we adopt the targets as established by Brazos Transit District. Action

9) Presentation on the William J. Bryan Multi-modal Corridor Design Project
-Mr. Brandon Boatcallie, PE, Corporate Vice President of Binkley & Barfield and Ms. Clare
Hempel, PLA, an Associate at Design Workshop, Inc., will lead an overview on how the William
J. Bryan (FM 158) project incorporated citizen input and multi-modal elements as part of using
the corridor to create a “gateway” into Downtown Bryan.
