AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must contact Lisa Lyon at llyon@bcsmpo.org to obtain Zoom log in information. When requesting access to comment, please include your name, address and the topic you would like to discuss. Please limit your comments to three minutes. 3) Minutes from the July 6, 2020 Policy Board Meeting. -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Regional Access Management Standards • 2020 Census Update • Activities of the Regional Mobility Authority 5) Resolution on Bryan/College Station MPO National Highway System (NHS) Review - Federal Highway Administration (FHWA) and the Texas Department of Transportation (TxDOT) Transportation Planning and Programming Division have completed their review and analysis of the TAC requests for changes to the NHS. Of the requests TAC made, all but three were accepted. Adding SH 30 between Texas and FM 158, FM 60 from SH 47 to the Brazos River and 29th Street from Texas Avenue to FM 60 were deferred until the next review. To complete the process, a resolution from the MPO Policy Board is required. The TAC reviewed a draft resolution for the Policy Board to consider and has recommended the attached resolution for adoption. Action Required. (See attachments.) 6) FY 2020 – FY 2021 Unified Planning Work Program (UPWP) Amendment Two - When the UPWP was originally considered in August of last year, the Policy Board discussed requesting $5000 for MPO operations from the three jurisdictions and the Texas A&M University System. Prior to adoption, the jurisdictions decided to defer funding for FY 2020 but reconsider for FY 2021 during the normal budget process. Due to the pandemic, MPO staff decided not to request local funding. In addition, rates for staff benefits increased. As a result, all of the FY 2021 funding tables and FY 2020- FY 2021 Combined Funding tables need to be replaced in the Policy Board Agenda Wednesday, September 2, 2020 at 9:00 A.M. Page 2 UPWP. The TAC has recommended the amendment to the Policy Board for their approval. Action Required. (See attachment.) 7) Presentation on 2020 Aggie Football Gameday Transportation: It’s Different -Dr. Tim Lomax, Texas A&M Transportation Institute Research and Regents Fellow will provide a preview of plans being put in place to manage traffic in Bryan/College Station during Texas A&M football games this fall. 8) Adjourn
