AGENDA ITEM NO. 4: Presentation, discussion, and possible action to consider Alternative Compliance to the Unified Development Ordinance Section 7.10 Non-Residential Architectural Standards for the Frost Bank located at 4425 State Highway 6. Case #NRA2019-000042 (L. Gray) Senior Planner Gray presented the item to the Board. She stated that the applicant is requesting an alternative compliance to the UDO Non-Residential Architectural Standards for the Building Mass & Design of the Roofline. The applicant Brian Carlson, McKinney York Architects, presented to the Board. There was general discussion amongst the Board. Board Member Holliday motioned to approve the request. Board Member Cabrera seconded the motion which passed (5-0). AGENDA ITEM NO. 5: Presentation and discussion regarding an update on the 86th Texas Legislative Session. (A. Chafin) Land Development Planning Administrator Chafin presented the update on the 86th Texas Legislative Session. There was general discussion regarding the update. AGENDA ITEM NO. 6: Presentation and discussion regarding the visibility of building facades as it relates to the Unified Development Ordinance Section 7.10 Non-Residential Architectural Standards. (J. Broadnax) Staff Planner Broadnax informed the Board on how staff applies the visibility standards of building facades. There was general discussion regarding the building facades. TR-Via email Design Review Board February 14, 2020 Page 1 of 3 DESIGN REVIEW BOARD Non-Residential Architectural Standards Alternative Compliance for Boat and RV Storage NRA2020-000004 REQUEST: Alternative compliance to the Non-Residential Architectural Standards LOCATION: 7103 Rock Prairie Road ZONING DISTRICT: C-3 Light Commercial and R Rural APPLICANT: Winchester Architects PROJECT MANAGER: Jade Broadnax, Staff Planner jbroadnax@cstx.gov ITEM SUMMARY: Self-storage and recreational vehicle storage facility consisting of 72,340 square feet of 1 and 2-story buildings, located near portions of the developing Midtown Reserve and the future Southeast Community Park. Design Review Board February 14, 2020 Page 3 of 3 DESIGN REVIEW BOARD ROLE AND RESPONSIBILITY As stated in Section 7.10.A of the Unified Development Ordinance, non-residential architectural standards are intended to: 1) Protect and enhance the character and quality of non-residential buildings and associated site elements in the interest of the general welfare of the City; 2) Establish minimum design parameters for the appearance of non-residential buildings, including heightened standards for more visible and prominent areas of the community; 3) Not limit architectural creativity or prescribe a specific architectural style; and 4) Provide a balance between the community’s economic and aesthetic concerns. The Unified Development Ordinance grants the Design Review Board (DRB) the authority to hear and decide proposals for alternative compliance to the Non-Residential Architectural Standards. Specifically, Section 7.10.D states: "The Design Review Board (DRB) may authorize variation to the overall requirements of the Non-Residential Architectural Standards through application from a licensed architect for an alternative compliance approval that would allow innovative or visually interesting design or to address unique circumstances not otherwise permitted through strict adherence to this section. Such requests must show reasonable evidence that the purposes of the requirements as set forth in this section were maintained and the additional design flexibility afforded does not provide a means to permit design of lesser quality." Based on these criteria, the Design Review Board can act upon the proposed request as follows: 1) Approve the request as proposed; 2) Approve the request with conditions; or 3) Deny the request. CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards to achieve this goal. As the intent of the Design Review Board’s alternative compliance process is to offer an approval option that allows architects and the Board the ability to discuss overall visions and individual design decisions, dialog is not limited to non-compliant design elements. The architect for the project has provided a letter regarding the request, which is attached to this report. The applicant states that with the composition and variety of materials and detailing provided, this building meets the design intent of the Non-Residential Architectural Standards outlined in the Unified Development Ordinance. Project Address: 7103 Rock Prairie Road College Station, Brazos County Texas Cutting Edge Addition Lot 1, Block 1 Dear, Jade Broanax This project consists of three self-storage warehouse buildings Building A: 70 feet wide X 350 feet deep, 2 story Building B: 70 feet wide X 350 feet deep, 2 story Building C: 70 feet wide X 421 feet deep According to NRA standards as written Architectural Reliefs are required on the primary façades and façade facing the public-right-of-way, private right-of -way or public right-of-way The three building as located on the site plan the marrow side (primary façade) faces the public-right-of -way and are directly visible from the street. The sides of the building are less visible based on the angle of the street, depth of the building and spacing between the buildings. We are asking for an alternate review for the following reasons, these areas are noted on the NRA submittal sheets. The buildings are very narrow and deep with minimal space between. The front of the building will be landscaped to meet the landscape requirements. Due to these 2 factors there will be little visual facade exposure. Other than the front façade the majority of the project facades and surfaces are overhead storage unit roll up doors. Our intent is to heavily detail the front exposures where we can utilize the required reliefs as well as additional material selection. This would also be similar on the 1ST third of the sides. This area of the façade will be most visible from the street. Since the remaining sides consist of mainly doors there is very little surface area to work with. The new pitch is required to clear the top of the elevator shaft. 2.Some minor material changes. The is to allow for practical construction methods based on the construction type the owner has chosen. 3.There will be no horizontal façade articulation on the building sides. These areas would exceed the 1:2 slope ratio facing the residential property. If the overall eave height is lowered to account for this the 2ND story would become un-usable. The horizontal façade articulation will remain on the building frontage with is the primary façade and is most visible from the street. SUMMARY: The applicant is requesting the Board waive the requirement of a 6- foot masonry wall for a boat and RV storage facility. The applicant believes that the exterior masonry walls of the proposed storage buildings would meet the intent of providing a visual barrier between the development and adjacent residential property, given that masonry materials can no longer required as per state statute. Design Review Board February 14, 2020 BACKGROUND: The applicant is presently site planning a boat and RV storage facility on a 4.6-acre property. The combined buildings’ area would be 72,430-square feet. The surrounding property is zoned R-Rural and is a combination of undeveloped land and large lot single-family residential uses. The applicant is requesting the Board waive the buffer requirement of a 6-foot masonry wall for a boat and RV storage facility, and the required buffer plantings will remain. The applicant believes that the exterior masonry walls of the proposed storage buildings would meet the intent of providing a visual barrier between the development and adjacent residential property, given that masonry materials are no longer required. REGULATION: The ordinance requires a landscape buffer to provide a visual barrier between different zoning districts and to help mitigate any negative impacts of adjacent land uses on developed or developing properties. A buffer should visibly separate one use from another and shield or block noise, glares, or other nuisances. This development is required to have a 6-foot tall masonry wall and 15-foot landscape buffer with plantings on the west boundary per UDO Sec. 7.7.F 'Minimum Buffer Standards'. A buffer is not required adjacent to agricultural uses, and does not apply to the north or east sides. BOARD AUTHORITY: UDO Section 7.7.4.H “Appeals” of the UDO states that, "The DRB may authorize on appeal alternative buffer standards for a specific property or a waiver to the Buffer Requirements of this Section when such standards or variance will not be contrary to the public interest where, owing to unique and special conditions not normally found in like areas, a strict enforcement of the provisions of the ordinance by the Administrator would result in unnecessary hardship, and so that the spirit of this Section shall be observed and substantial justice done." STAFF RECOMMENDATION: Staff recommends denial of this request. The purpose of requiring a masonry wall at this commercial storage facility is to provide a visual barrier between the commercial development and adjacent non-commercial property. The wall would visibly separate one use from another and shield or block noise, glares, or other nuisances. The existing uses are older large lot single family and agricultural uses, and the Future Land Use Map designates this area as Estate. Staff anticipates single-family development to remain in this area, and if the waiver is granted no requirement can be made to ensure proper maintenance of a shared fence or wall. The applicant has proposed a buffer wall be removed, creating a direct view of the commercial development from adjacent properties. This does not meet the spirit of the buffer section and could be injurious to the interest of adjacent landowners. Additionally, no unique or special conditions were found to be associated with the subject property.
