Chairperson Kee called the meeting to order at 11:00 a.m. AGENDA ITEM NO. 2: Consideration, discussion and possible action to approve meeting minutes. • February 8, 2019 Board member Cabrera motioned to approve the minutes with the request changing the word viewable to visible in Agenda Item #4. Board member McKinney seconded the motion, which passed (7-0). AGENDA ITEM NO. 3: Consideration, discussion and possible action to approve absences from meetings. • William McKinney ~ February 8, 2019 Board member Durden motioned to approve the absences. Board member Cabrera seconded the motion, which passed (6-0-1) with Board member McKinney abstaining. AGENDA ITEM NO. 4: Presentation, possible action, and discussion to consider waivers to UDO Section 7.10.C.3.e “Roof and Roofline Design” and Section 7.10.C.4 “Building Materials” to UDO Section 7.10 Non-Residential Architectural Standards for Jack in the Box located at 1504 Texas Avenue S. (NRA2019-000002) (A. Halle-Schramm). Staff Planner Halle-Schramm presented the item to the Board. She stated that the applicant is requesting waivers to the UDO section 7.10.C.3.e Roof and Roof line design and section 7.10.C.4 Building Materials. The applicant Troy Foster, PM Design Group, Inc. presented to the board. There was general discussion amongst the board. Board Member McKinney motioned to approve the request. Board Member Cabrera seconded the motion which passed (7-0). AGENDA ITEM NO. 5: Possible action and discussion on future agenda items – A Design Review Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. Board Member Durden asked for some clarification with the difference between visible and non-visible facades. Planning Administrator Justin Golbabai said that staff will work on a presentation that details how it determines the difference between visible and non-visible facades and present at an upcoming meeting. TR-Via email Design Review Board December 11, 2019 Page 1 of 6 DESIGN REVIEW BOARD for Frost Bank NRA2019-000042 REQUEST: Alternative compliance to the Non-Residential Architectural Standards LOCATION: 4425 State Highway 6 S ZONING DISTRICT: GC General Commercial APPLICANT: McKinney York Architects PROJECT MANAGER: Laura Gray, Senior Planner lgray@cstx.gov Design Review Board December 11, 2019 Page 2 of 5 DESIGN REVIEW BOARD ROLE AND RESPONSIBILITY As stated in Section 7.10.A of the Unified Development Ordinance, non-residential architectural standards are intended to: 1) Protect and enhance the character and quality of non-residential buildings and associated site elements in the interest of the general welfare of the City; 2) Establish minimum design parameters for the appearance of non-residential buildings, including heightened standards for more visible and prominent areas of the community; 3) Not limit architectural creativity or prescribe a specific architectural style; and 4) Provide a balance between the community’s economic and aesthetic concerns. The Unified Development Ordinance grants the Design Review Board (DRB) the authority to hear and decide proposals for alternative compliance to the Non-Residential Architectural Standards. Specifically, Section 7.10.D states: "The Design Review Board (DRB) may authorize variation to the overall requirements of the Non-Residential Architectural Standards through application from a licensed architect for an alternative compliance approval that would allow innovative or visually interesting design or to address unique circumstances not otherwise permitted through strict adherence to this section. Such requests must show reasonable evidence that the purposes of the requirements as set forth in this section were maintained and the additional design flexibility afforded does not provide a means to permit design of lesser quality." Based on these criteria, the Design Review Board can act upon the proposed request as follows: 1) Approve the request as proposed; 2) Approve the request with conditions; or 3) Deny the request. ITEM SUMMARY: McKinney York Architects are requesting alternative compliance approval to the overall requirements of the Non-Residential Architectural Standards. CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards to achieve this goal. As the intent of the Design Review Board’s alternative compliance process is to offer an approval option that allows architects and the Board the ability to discuss overall visions and individual design decisions, dialog is not limited to non-compliant design elements. The architect for the project has provided a letter regarding the request, which is attached to this report. The applicant states that with the composition and variety of materials and detailing provided, this building meets the design intent of the Non-Residential Architectural Standards outlined in the Unified Development Ordinance. Frost Bank has always believed that the quality and consistency of the spaces in which it provides services enhances the relationships that it builds with its clients, making them more comfortable, confident and feeling well cared for. Frost’s brand is two-fold: the foundation of the bank is built on a 150-year old legacy, and it is always evolving and looking forward to providing new and advanced services. The architecture, in both form and materials, echoes that duality of past and future. Integral to every Frost Bank is the Frost Room, a stone -clad space that is articulated on the exterior and is the living room of the bank- a space with comfortable lounge seating, bookshelves full of Texan writers and subjects, and a library table. The stone walls and large window reinforce the heft and history of the bank as well as its attitude towards making its customers comfortable and secure. The forward-thinking component of the brand is reflected in the more sleek, taut elements of the architecture- the gridded window walls, shade devices, stucco and metal panels, all organized in a balanced composition. The compositional parti is also two-part: a simple, solid volume “core” and a shorter, glassy volume with broad overhangs which slips into the core at one end and houses the “people” spaces in the building. The simplicity of these two forms and their juxtaposition are what give strength to the overall building concept. Each façade provides visual appeal through composition, Architectural Relief Elements (ARE) and Roofline Articulation. The East façade is the entry point of the building and is the “core” end of the building, housing circulation and restrooms. It is anchored at one end with an articulated, carved- out staircase which celebrates internal circulation with a broad expanse of glass. Adjacent to the big stair element is a recessed entry and a long entrance canopy which protects the pedestrian, the doors and the lower windows. Upper windows are protected from the sun with protruding L-shaped shade devices. All these details are Architectural Relief Elements. While the “core” is expressed with a straight parapet, the protruding low canopy of the drive-through provides some Roofline Articulation. The South façade is also anchored at one end by the staircase element of the “core”. The rest of the façade is the lower glassy “people” space which showcases the stone projection of the Frost Room. The window wall has a rhythmic tartan grid, expressed columns and is shaded by a broad roof overhead. All these components of the design contribute to ARE and Roofline Articulation. The North façade is not required to comply with ARE or Roofline Articulation but in fact it does comply with those standards in a similar way to the South façade with the absence of a Frost Room projection. In addition, the mechanical yard is screened from view with a solid wall which also contributes to the overall composition. The West Elevation also has the ARE components of expressed columns at the fenestration, canopies over the doors and wall plane articulation. The low roof of the motor bank, the higher, deeply projecting roof of the glassy box and the tall parapet walls of the “core” all contribute to Roofline Articulation. In composition, variety of materials and detailing, this building meets the design intent of ARE and Roofline Articulation resulting in a serene, disciplined building that manifests the values of Frost Bank. Background: At the February 22, 2019 meeting of the Design Review Board, members requested from Staff a future discussion on the interpretation and implementation of the Non- Residential Architectural requirement regarding the designation of facades as ‘visible’. The request included clarification on what constitutes a ‘visible’ façade. Following this request, Staff met to ensure consistency within the Division and will be discussing the application of the term “visible’ as it relates to the Unified Development Ordinance Section 7.10 Non-Residential Architectural Standards.
