She stated that the applicant is requesting a alternative compliance to the UDO Non-Residential Architectural Standards. The applicant presented the plans for Phase 2 of the development for four new storage buildings explaining that they wanted to maintain the general architecture and consistency established in Phase 1. There was general discussion amongst the Board regarding where the buildings would be located and what storage units would be viewable from the road. Board Member Cabrera motioned to approve the request. Board Member Durden seconded the motion which passed (4-0). PROJECT MANAGER: Alyssa Halle-Schramm, Staff Planner aschramm@cstx.gov STAFF RECOMMENDATION: Staff recommends approval of the Waiver Requests Page 3 of 6 DESIGN REVIEW BOARD ROLE AND RESPONSIBILITY As stated in Section 7.10.A of the Unified Development Ordinance, the intent of the Non-Residential Architectural Standards is to: 1)Protect and enhance the character and quality of non-residential buildings andassociated site elements in the interest of the general welfare of the City;2)Establish minimum design parameters for the appearance of non-residential buildings, including heightened standards for more visible and prominent areas of the community;3)Not limit architectural creativity or prescribe a specific architectural style; and4)Provide a balance between the community’s economic and aesthetic concerns. Waiver Requests The Unified Development Ordinance grants the Design Review Board the authority to hear and decide waiver requests for deviations from the Non-Residential Architectural Standards. Specifically, Section 7.10.E states: The Design Review Board (DRB) shall review requests for deviations from the Non- Residential Architectural Standards. The DRB shall approve waivers or appeals found meeting the intent and general purposes of the standards as it is recognized that unique and unforeseen design circumstances exist in application of the standards. Financial hardship may not be considered in the review or determination of a waiver proposal. ITEM SUMMARY – WAIVER TO ROOF AND ROOFLINE DESIGN The applicant is requesting a Waiver to UDO Section 7.10.C.3.e Roof and Roofline Design to allow for a roof articulation on the Side Entry Façade that differs from UDO requirements. The Side Entry Façade faces a public right-of-way and is considered a primary façade. The UDO requires roofline articulation up or down by a minimum of 2’-0” for primary facades so no more than sixty-six percent (66%) of the roofline is on the same elevation. The applicant is proposing a roof articulation of 1’-3” (15” inches), which does not meet the UDO minimum to be counted toward articulation requirements. As calculated under UDO specifications, seventy-three percent (73%) of the current roofline design is considered on the same plane. The roof articulation on the other primary façade, the Front Façade, meets UDO requirements. Side Entry 1)Painted brick 1)Building materials used to meet the minimummaterial requirements may not be painted All Façades: The applicant proposes updating the color of the existing painted brick pilasters from existing beige, tan, and brick red to Sherwin Williams color SW7020 “Black Fox.” The proposed design also extends the existing pilaster height to meet the new roofline. Front & Drive Thru Façades: The applicant proposes substituting Crossover Speakeasy tile, which has the look of wood, for the masonry requirement as a part of Jack in the Box’s corporate branding. The proposed gray metal panel system is also part of the corporate branding. Rear Façade: The applicant proposes to repaint the existing cement plaster/stucco and add new cement plaster/stucco to match on the portion of the walls that will be raised to meet the new roofline. CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards that include roof and roofline design and building materials to achieve this goal. Other than the waiver requests stated above, the proposed design meets UDO requirements for Non-Residential Architectural Standards. Section 7.10.E.2 & 5 states that the Design Review Board may review and grant approval of the following: 2. Alternate materials on each façade if the applicant shows that: a.The applicant is a franchised and/or chain commercial use to be developed as asingle detached building (not integrated into a multi-tenant building); b. The proposed materials are part of its corporate branding; and c. The applicant provides all of the alternative materials schemes the chain orfranchise has used. 5.Alternatives to the design elements available to provide architectural relief. Jack in the Box is a franchised commercial use in a detached building. The proposed roof articulation design and building materials have been selected as part of its corporate branding strategy and the applicant has provided alternative material schemes the franchise has used. College Station, TX JIB17030.1 We would like to submit this Jack in the Box remodel for a Non-Residential Architectural Standards Waiver due to national corporate rollout design. Jack in the Box corporately implemented this design in 2018 to renew, re-establish, and brighten their brand presence in existing markets. Crossville Speakeasy tile was chosen as an external application for its low maintenance, allowance for prompt construction schedules, and its warm wood color accents. Manufacturer tests have shown it has greater strength than traditional masonry. The metal branding panel system was chosen after careful market research. The textured metal panels are inset within an aluminum metal frame. The architectural inset is treated with a high quality Kynar glossy paint finish. The panels are placed together with alternating patterns to create a distinguishable, yet subtle design. Please see the following pages for examples of remodeled stores with the proposed corporate design strategy. The College Station store is to follow the design of the Ft. Worth store with the gray branding panels and drive thru tower.
