AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not On The Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained fi^om
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the August 1, 2018 Policy Board meeting.

5) FY 2019 — FY 2022 Transportation Improvement Program Amendment I
- Brazos Transit District is requesting amendments to the FY 2019 — 2022 TIP. The first
set of amendments are being made to meet FTA grant requirements and they include
adjustments and additions to the FY 2019 Grant Budget and then adjustments to the grant
amounts in the remaining years. The second amendment is for alighting project in the
Downtown Bryan parking garage. The Technical Advisory Committee (TAC) has
recommended approval of these amendments. Action Requested. (See Attachment.)
6) Brazos Transit District Transit Asset Management Plan
- Brazos Transit District (BTD) is required under the FAST Act to develop a Transit Asset
Management Plan. The plan details how BTD will work toward the Transit Asset
Management Targets established in January of 2017 and adopted by the MPO Policy

Board in June of 2017. Under the FAST Act requirements, BTD was required to submit
the plan to the MPO Policy Board for the acceptance. The TAC has recommended
acceptance and staff is requesting that the Policy Board accept BTD's Transit Asset
Management Plan. Action Requested. (See Attachment.)
7) Level of Travel Time Reliability Target for Non -Interstates
-Back in April of 2018, the MPO was asked by the Texas Department of Transportation
(TxDOT) to review the travel time reliability for non -interstate roadways in Bryan/College
Station so that our anticipated reliability could be incorporated into the State target.
TxDOT has now set the Level of Travel Time Reliability target for non -interstates and the
MPO is required to either set their own target or accept the state target. The TAC has
recommended the MPO use the state target. Staff is requesting that the MPO Policy Board
establish a level of travel time reliability for non -interstates target. Action Requested. (See
Attachments.)
8) National Highway System Bridge Deck Condition Target
-The TxDOT has shared its National Highway System Bridge Deck Condition target with
the Federal Highway Administration. Under the FASTAct requirements, MPO must adopt
a bridge deck condition target once the state DOT establishes and reports their statewide
target. MPOs may use the state target or develop one of their own. The TAC has
recommended the MPO use the state target. Staff is requesting that the MPO Policy Board
establish a bridge deck condition target. Action Requested. (See attachments.)
9) Self -Driving Trolleys in Downtown Bryan
-Mr. Paul Kaspar, RE, City Engineer for the City of Bryan will present on the Downtown
Shuttle Pilot Program that begins in October.
