College Station City Council Workshop Meeting
February 1, 1974
5:00 P.M.
MEMBERS.PRESENT: Mayor J. B. Hervey; Councilmen Homer Adams,
Fred R. Brison, C. A. Bonnen, J. D. Lindsay;
City Manager North Bardell; Assistant Director
of Public Works Ford; City Planner Bill Koehler;.
City Attorney James H. Dozier.
MEMBERS ABSENT: Councilman Dale.
The meeting was called to order by Mayor J. B. Hervey at 5:05 P.M.,
February 1, 1974 in the Council Room of City Hall.
The possibility of a charter change and the time period necessary
for such action was discussed.
Mayor Hervey indicated that he favored the ward system. He further
stated that he had no plan or presentation for implementing the change
to a ward system.
Councilman Adams indicated that he also favored the ward system.
Councilmen Brison, Bonnen, and Lindsay agreed that since sentiment had
been expressed by citizens for a ward system, the citizens of
College Station should have the opportunity to express themselves
in an election.
City Attorney Dozier interpreted the charter change time requirements.
Councilman Brison suggested a meeting with the student government to
explain the legal requirements and background and to investigate
the needed or desired changes.
Bill Kelley, a student, commented upon the possibility of a referendum
upon the issue in the general election. He volunteered to serve on
such committee if called upon.
Tom Cooper, a student, reported that he was present to make notes
and report back to the student council.
Councilman Adams and Bill Kelley discussed the impact of student
voting.
Councilman Brison indicated that he would prefer to hold a charter
election only on a regular election day.
A motion was made by Councilman Brison, seconded by Councilman
Lindsay that the City Manager and City Attorney proceed.wit*h.
preparations on the ambulance permit ordinance.

A motion was made by Councilman Brison, seconded by Councilman
Bonnen that the Mayor be authorized to enter into the minute
agreement with the Highway Department concerning the installation
of signal control computer equipment.
The meeting was adjourned at 6:05 P.M.
