AGENDA ITEM NO. 3: 3. Presentation, possible action, and discussion to consider Alternative Compliance to the Unified Development Ordinance Section 7.10 Non-Residential
Architectural Standards for College Station Hyundai located at 3405 State Highway 6 S. Case# NRA2018-00007 (R. Lazo)
Staff Planner Lazo presented the item to the Board. She stated that the applicant is requesting an alternative compliance to the UDO Non-Residential Architectural Standards.
The applicant presented the plans for the building and discussed the type of material that would be
used for the building.
There was general discussions amongst the Board regarding the look and type of materials that were proposed also the location of the building.
Board Member McKinney motioned to approve the requests as presented. Board Member Durden seconded the motion which passed (4-2) members opposed Miranda and Holliday.
AGENDA ITEM NO. 4: Presentation and discussion regarding the types of metals permitted and not permitted as Non-Residential Architectural building materials on building facades. (R. Lazo)
Staff Planner Lazo presented the different types of corrugated metal to the board for input of interpreting and what ought to be considered corrugated metals prohibited by the UDO what should be considered architecturally finished metal allowed by the UDO.
There was general discussion amongst the board. The board concluded that there ought to be a general prohibition of R- Panel, PBR Panel, and traditional rolling wave corrugated metal. In determining if a metal should be considered corrugated, staff should look to see if fasteners are exposed and if panel widths are greater than 24 inches. Striated metal panels ought to be permitted with 1/8 inch striations or less, and standing seams should have a minimum height of 2
inches.
AGENDA ITEM NO. 5: Possible action and discussion on future agenda items – A Design Review Board Member may inquire about a subject for which notice has not been
given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.
There was general discussions amongst the board regarding flexibility for the applicants when
applying for projects.

DESIGN REVIEW BOARD ROLE AND RESPONSIBILITY
As stated in Section 7.10.A of the Unified Development Ordinance, the intent of the Non-Residential Architectural Standards is to:
1)Protect and enhance the character and quality of non-residential buildings andassociated site elements in the interest of the general welfare of the City; 2)Establish minimum design parameters for the appearance of non-residential buildings,
including heightened standards for more visible and prominent areas of the community; 3)Not limit architectural creativity or prescribe a specific architectural style; and4)Provide a balance between the community’s economic and aesthetic concerns.
The Unified Development Ordinance grants the Design Review Board (DRB) the authority to hear and decide proposals for alternative compliance to the Non-Residential Architectural Standards. Specifically, Section 7.10.D states:
The Design Review Board (DRB) may authorize variation to the overall requirements of the
Non-Residential Architectural Standards through application from a licensed architect for an alternative compliance approval that would allow innovative or visually interesting design or
to address unique circumstances not otherwise permitted through strict adherence to this
section. Such requests must show reasonable evidence that the purposes of the requirements as set forth in this section were maintained and the additional design flexibility
afforded does not provide a means to permit design of lesser quality.
Based on these criteria, the Design Review Board can act upon the proposed request in one of the following ways:
1)Approve the request as proposed2)Approve the request with conditions3)Deny the request
ITEM SUMMARY: Winchester Architects are requesting an alternative compliance approval to the overall requirements of the Non-Residential Architectural Standards by seeking to demonstrate that the required architectural relief elements are more functional and appropriately distributed on facades other than the façades visible from a public right-of-way of the building due to the unique nature of the site and location of the building.
CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards that include building materials
and architectural elements to achieve this goal. While 707 Texas Avenue Building D meets some of the requirements, not all elements are compliant with adopted standards. The reasoning for the non-compliant features as highlighted by the applicant are described in more detail below. As the intent of the Design Review Board’s alternative compliance process is to offer an approval option that allows architects and the Board the ability to discuss overall
visions and individual design decisions, dialog is not limited to non-compliant design elements. The architect for the project has provided a letter regarding the request, which is attached to this report.

Building Mass & Design
Architectural Relief
In order to provide visual interest, the primary façade or façade visible from a public right-of-way must use at least one (1) architectural relief element for every twenty-five (25) horizontal feet of façade length. Façade E (facing Eisenhower Street) is visible from the public right-of-way and therefore requires at least one (1) architectural relief element for every twenty-five (25) horizontal feet of façade length. Façade E was measured as 120 horizontal feet, thus requiring 5 architectural relief elements (0 are provided) per the Non-Residential Architectural (NRA) standards. Façade F was measured at 140 horizontal feet, thus requiring 6 architectural relief elements (4 are provided in the form of an entrance canopy, a rear canopy, and two wall plane projections).
The applicant believes that Facades E and F (facing Eisenhower Street
and Live Oak Street, respectively) effectively serve as the “rear” of the building and are requesting to
redistribute the architectural relief elements to other facades on the building. Façade A was measured as approximately 56 horizontal feet, thus requiring 3 architectural relief elements (2 are provided in the form of door and window canopies). Façade B was measured as approximately 73 horizontal feet, thus requiring 2 architectural relief elements (10 are provided in the form
of canopies, columns, and recessed entrance). Façade C was measured as approximately 56 horizontal feet, thus requiring 3 architectural relief elements (9 are provided in the form of canopies and columns). Façade D
is measured as approximately 57 horizontal feet, thus requiring 3 architectural relief elements (4 are provided in the form of 2 canopies and 2 wall projections). The applicant believes that the proposed alternative design achieves a more appropriate and attractive design based on the site conditions and functions of the building.
Roofline Design
The horizontal line of a flat roof or parapet along primary entrance façades, facades facing a public street classified as a minor arterial or greater on the Thoroughfare Plan, or façades visible from a public street must vary a minimum of two (2) feet up or down where no more
than 66% of the roof line is on the same elevation. The elevation submitted by the applicant does not show the required roofline articulation. The applicant did not specifically address in writing the roofline design of the proposed building, but is not required to when requesting

alternative architectural compliance.
Building Materials
Fired Brick, Natural Stone, Marble, Granite
Facades visible from a public right-of-way must provide a minimum of 10% brick, stone, marble, granite or any concrete product that integrates color and texture/pattern that simulates brick, stone, marble or granite. 707 Texas Avenue Building D has three facades visible from a public right-of-way (Eisenhower Street and Live Oak Street) that do not provide the minimum material requirement as required by this section. Facades D (facing 707 Texas Avenue Building E) and E (Eisenhower Street) contains 0% stone and Façade F (Live Oak Street) contains 2.8% stone. Although stone is not required for Facades A, B, and C, Façade A contains 44.3% stone, Façade B contains 22.5% stone, and Façade C contains 20.7% stone. The applicant states that the building materials required are more functional and
appropriately distributed on facades other than those facing the primary façade or façade visible from a public right-of-way (Eisenhower Street and Live Oak Street) due to the unique nature of the site and location of the building.
Wood or cedar siding, stainless steel, chrome, standing seam metal, premium grade architectural metal, or architecturally finished metal panels (not corrugated metal) shall not cover more than 30 percent of any façade. Façade A contains 44.8% metal panel, Façade E
contains 33.6% metal panel, and Façade F contains 35.5% metal panel.

We are requesting an alternate review for the above-referenced project.
The project is an exterior rehabilitation of an existing building. No additional interior space will be included.
According to the NRA Standards as written, the sides of the building that are functionally the "rear"
require more architectural relief and stone than the sides that are, for practical purposes, the most
visible. The owner would like to use his resources to provide the elements and materials required, but in
a distribution more appropriate for the actual site conditions and functions.
We have calculated the required number of architectural relief items and area of masonry required by
the NRA Standards for each façade. We have also calculated relief items and masonry that we have
provided. The grand total for each demonstrates that, as a whole, the proposed rehabilitation provides
more masonry and relief items than required.
We think that our current design achieves a more appropriate and attractive design than the requirements
dictated by the NRA standards.
Please note that in the 3D images we have included two material options with slightly different material and color
palettes. The masonry (stone or brick) percentages would be the same in both.
