Brazos County Commissioner's Courtroom 200 South Texas Avenue, Bryan, Texas 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not On The Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public Comment Cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. Additional time will be allotted if Policy Board members have questions. 3) Minutes from the March 7, 2018 Policy Board meeting. -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Texas Innovation Alliance Team Submissions (See Attachments) • TAZ Population and Employment Reassignment • University Drive Concept Phase II • Regional Bicycle and Pedestrian Master Concept 5) FY 2019 — FY 2022 Transportation Improvement Program -Staff has developed the FY2019-FY2022 TIP for approval. The TIP development process is being accelerated this year because TIP's adopted after May 27, 2018 need to be FAST Act compliant. This requires that every project in the TIP have a description of how the project advances the achievement of performance targets identified in the State Long - Range Transportation Plan and our own Metropolitan Transportation Plan. We have included all of the Category Two projects that were identified and adopted by the MPO, worked with TxDOT on Grouped Projects, and with BTD on the Transit Projects. Action Required. (See attachment.) 3833 SOUTH TEXAS AVENUE, SUITE 290 BRYAN, TEXAS 77802 PHONE (979) 260-5298 FAX (979) 260-5225 WEBSITE: WWW.BCSMPO.ORG 6) Roadway System Performance (PM 3) Target Setting -The Texas Department of Transportation (TxDOT) is required to set statewide targets for roadway system performance in four areas by the end of May. As a first step, TxDOT asked the Texas A&M Transportation Institute (TTI) to develop suggested targets for each MPO. TxDOT has now requested that each MPO review TTI's suggested system performance targets and develop preliminary targets. TxDOT will then compile all MPO preliminary targets, confer with the TxDOT Executive Director, and then submit the targets to the Federal Highway Administration (FHWA) by May 27, 2018. Our MPO will then have 180 days from May 27 to finalize our target which will then be transmitted to FHWA. Although there are four areas in which targets will need to be set, our MPO only needs to review one target (Level of Travel Time Reliability for Non -Interstates) since we do not have an interstate nor is our area population 1, 000, 000 or greater. Action Required. (See attachments.) 7) Presentation on Upcoming 2020 Census and Potential Impact on Brazos County -Mr. Michael Parks, AICP of the Brazos Valley Council of Governments and Mr. Daniel Rudge of the BCSMPO will provide an overview of the 2020 Census, what activities have been undertaken to prepare for the Census and what issues Brazos County may face during the Census process. 8) Executive Session - Pursuant to Chapter 551, Subchapter D, Texas Government Code -As authorized by Texas Government Code Section 551.074, at any time during the meeting of the Bryan/College Station MPO Policy Board, the Board reserves the right to adjourn into Executive Session to discuss personnel matters — to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the MPO Director. 9) Adjourn certify that the attached notice and agenda of items was removed by me from the City Hall bulletin board on thel'�a da of 201 6 at 10.
