Board Member Coopersmith arrived at 3:07 p.m. AGENDA ITEM NO. 5: Public hearing, presentation, possible action, and discussion regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Article 7, “General Development Standards”, Section 7.2.J, “Bicycle Facilities”, and Section 7.3.J, “Alternative Parking Plans”, related to Bicycle Parking Requirements. Chairman Harvell opened the public hearing. There were no speakers during the public hearing. Chairman Harvell closed the public hearing Senior Planner Alaina Helton presented this item to the board. Ms. Helton presented the changes that were made to the ordinance. The ordinance changes were first brought to the Board on September 5th, 2017. She explained the current UDO requirements and what the Board recommendations were for changes. She also explained the direction she received from the Planning and Zoning Commission and the City Council. The Board held a general discussion regarding the proposed changes to the ordinance. Board Member Johnson asked if there were any of the Boards recommendations that were not in the changes. Ms. Helton explained that there were two recommendations not in the ordinance changes. These recommendations were bicycle parking for churches and additional bicycle parking for mixed use development. Board Member Evans asked for clarification regarding the credit for developers. Ms. Helton explained what the reductions in parking requirements would do. Chairman Harvell asked what brought up changes to this ordinance to the Planning and Zoning Commission. Ms. Helton explained that the changes were brought up during a City Council workshop meeting. Board Member Johnson asked for clarification on mixed use districts. Ms. Helton stated that a mixed use district is a zoning district that a developer can select when rezoning a property to a planned development district. It is a combination of residential and commercial use or commercial and multi-family use. Board Member Evans asked what is different about the bicycle corrals from what the developers are doing now. Ms. Helton stated that the bicycle corrals allow bicycle parking to be located in parking areas as long as there is adequate buffering. It gives the developers more flexibility on where to locate the bicycle parking. Board Member Coopersmith motioned to approve the proposed changes to the ordinance. The motion was seconded by Board Member Johnson and was approved (5-0). Ms. Garza presented the board with new map books and explained the changes that were made. Ms. Garza stated that public comments regarding the Bicycle, Pedestrian & Greenways Master Plan on the city website will close on February 18, 2018. Senior Program Manager Garza gave an update regarding the ordinance amendment to bicycle facilities that went to the Planning and Zoning Commission on February 15, 2018. She stated that the Planning and Zoning Commission voted against the recommendation. This item went to City Council on February 22, 2018. She stated that the City Council approved the ordinance amendment including the Board’s recommendations. Senior Program Manager Garza gave an update regarding the Bicycle, Pedestrian and Greenways Master Plan Update. The meeting adjourned at 4:52 p.m. APPROVED: ATTEST: ____________________________ ____________________________ Linda Harvell, Chairman Robin Macias, Board Secretary Planning & Development Services  1101 Texas Avenue, PO Box 9960  College Station, TX 77840 Office 979.764.3570 / Fax 979.764.3496 MEMORANDUM DATE: April 9, 2018 TO: Members of the Bicycle, Pedestrian, and Greenways Advisory Board FROM: Venessa Garza, AICP Bicycle, Pedestrian, and Greenways Senior Program Manager SUBJECT: Update to the Bicycle, Pedestrian, and Greenways Master Plan Item: Public hearing, presentation, possible action, and discussion regarding a recommendation to the Planning and Zoning Commission on an ordinance amending the College Station Comprehensive Plan by amending the Bicycle, Pedestrian, and Greenways Master Plan. Summary: The Bicycle, Pedestrian and Greenways Master Plan was adopted in 2010 with the intent to provide information and guidance to implement the community’s desire to create a bikable, walkable and environmentally aware city to live in. As a component of the City’s Comprehensive Plan, this planning effort provides goals and strategies and focuses around the need to improve connectivity and accessibility; increase safety; increase bicycling and walking outdoors; and encourage environmental stewardship. Since adoption, the City has grown and changes have occurred that warrant evaluating additional needs of the community. Over the past year, staff has been working to update the Plan. A staff resource team and the Bicycle, Pedestrian, and Greenways Advisory Board were a part of the process to create recommendations based on public input received. Public engagement consisted of a community meeting in February 2017 along with online input using an interactive map and survey. Hundreds of comments received were reviewed and a second round of online comments sought for recommended changes. Staff also met with the Texas Department of Transportation, the City of Bryan and Texas A&M University to review proposed changes to ensure coordination and connectivity across the region. Proposed Amendment Highlights: There are numerous items proposed as part of the Bicycle, Pedestrian, and Greenways Master Plan update. Some highlights are as follows:  Staff contracted with Kimley-Horn Associates to provide guidance on separated bike lanes which are gaining traction nationally for their ability to make biking feel safer and more comfortable as well as increase use by citizens. Different types of separated bike lanes exist as on and off-street spaces used exclusively by bicyclists that may include some type of vertical separation. Staff specifically exploring raised bike lanes and asked citizens through the online survey about their level of comfort, safety and if this type of facility is something they’d try. We received a favorable response rate to all three questions. The City currently has a toolbox of bike facilities that include bike routes, bike lanes and buffered bike lanes. For decades any new facility proposed would typically be a bike lane. Staff is proposing to change from proposed bike lanes to proposed bike facilities to encompass the additional options available. Proposed bike facilities would include bike lanes, buffered bike lanes or separated bike lanes. Depending on a variety of factors including the context and available space within the right-of way, staff would determine which type of bike facility would be most appropriate.  Since adoption of the plan in 2010, the Bio-corridor located near the intersection of Raymond Stotzer (SH 60) and Riverside Parkway (SH 47) and adjacent to the Texas A&M University campus came to fruition. It is an area proposed for a mix of uses such as office, commercial, retail and residential. Through this planning effort, comments were received with a desire to gain access to this area from central College Station by bike. Staff proposes the addition of a multi-use path extending from the diverging diamond at Harvey Mitchell Parkway (FM 2818) and Raymond Stotzer (FM 60) along the frontage road of Raymond Stotzer (FM 60) to Turkey Creek Road as well as bicycle and pedestrian facilities along Turkey Creek Road to F&B Road.  Based on the location of additional College Station Independent School schools and/or school property in southwest College Station and the need to create safe spaces for students to bike and walk to school, staff has proposed additional multi-use paths. One of them follows and creates a loop around Hopes Creek and connects to South Dowling Road and a future school. The other follows Peach Creek South and connects to Greens Prairie Elementary and Royder Road.  Other additions in general included filling gaps in established parts of town where sidewalks were missing, shifting proposed multi-use paths conceptually to the fringes of the floodplain, and removing some facilities where not feasible to implement. Stand-alone projects proposed were also prioritized. (New construction and road widenings are prioritized through the Capital Improvements Program and with private development) Geographic Information Systems (GIS) was used to construct a model per facility type to objectively develop a list of priorities at a high level based on criteria set by the Bicycle, Pedestrian, and Greenways Advisory Board. Criteria include population density; crashes; distance to schools, parks, Texas A&M University, bus stops and other key destinations as well as public requests. This helps set the stage for setting priorities outside of the master plan process and serves as guidance. Maps that depict the overall existing and proposed bicycle and pedestrian facilities as well as priority maps are attached along with a spreadsheet that lists the proposed amendments. Map books with zoomed-in comparisons of each change have been created but are too large to provide as part of the meeting packet so are available for viewing online at cstx.gov/bikepedgreenways. Staff is seeking a recommendation for adoption of the proposed changes from the Bicycle, Pedestrian, and Greenways Advisory Board. This item is scheduled for a public hearing and recommendation from the Planning and Zoning Commission at their April 19, 2018 meeting, followed by City Council’s final action at their May 14, 2018 meeting.
