BRYAN+COLLEGE STATION PUBLIC LIBRARY SYSTEM ADVISORY BOARD
• July 20,2004
On the 20th day of July 2004,the Bryan+College Station Public Library Advisory.Board of the cities of Bryan
and College Station, Texas, met in a regular scheduled meeting at the College Station Library, 1818.Harvey
Mitchell Parkway South, College Station,Texas,and the following members were present:

2. Also present were Mrs. Clara Mounce, Community Librarian; Mrs. Laura Mills, Secretary; and Olivia
Burnside from the City of College Station.
3. Jo Berg called the meeting to order at 5:15.
4. The minutes were approved as distributed.
5. The monthly stats for May and June 2004 were discussed. Mrs. Mounce stated she was thrilled that July
circulation of 43,092 was a record for College Station. There was also an increase in tours at the Carnegie
History Center in May.
6. There was no old business.
• 7. In new business,the library reviewed a draft of the Library Confidentiality Policy. Due to the passage of the
Patriot's Act after 9/11,there were some changes made allowing the FBI to review a library patron's records.
The proposed policy outlines the proper procedure for staff to follow if any agency or local, state or federal
government seeks access to information about library patrons or transactions. A member of the ACLU plans to
attend the next library board meeting at which the proposed policy will be discussed.
8. In the Librarian's report,Mrs.Mounce reported that Larry Ringer wrote a letter to Bryan City Manager Mary
Kaye Moore expressing the Board's concern about the City of Bryan increasing capital funds for library books
for the 04-05 fiscal year. The City Manager replied in a letter that.$17,000 would be added to the library's
budget with some additional funds available if there were salary savings.
The Summer Reading Club is going well at both libraries. However with capacity crowds-and-many patrons ..
turned away at the College Station Library, next year's programming may feature less ticketed events in-the
large meeting room. There has been several staff changesat both libraries..with severalclerk positions open..
The Youth Services librarian at College Station is resigning and relocating out of the area.
There have been several incidences.with.problem-patrons>at.both libraries where the police have been called:
Mrs. Mounce informed the Board that the Rotary Plaza between the Bryan Library and Children's Museum is
still developing. Other subjects mentioned were the sculpture proposed for downtown Bryan and the parking
garage.
Ms. Burnside stated-that wireless access will be installed at College Station with fiber optics providing
cleaner/faster service.
9. Agenda items for September 21, 2004 will be the Library Confidentiality Policy and a wrap up of the
Summer Reading Club.
10.The meeting adjourned at 6:00 p.m.
