Friends of the Library used book sale: October 7, 8, 9. • • Aug. 18, 1982 RECOMMENDATIONS OF THE BRYAN PUBLIC LIBRARY BOARD OF TRUSTEES CONCERNING FINESILFEES, OVERDUE CHARGES: ADULT COLLECTION: $.25 per day with a maximum being the replacement cost of the materials (books, paperbacks, phonograph records, cassettes, periodicals and materials from the vertical file) ADULT COLLECTION OF ARTPRINTS & SCULPTURE: $1.00 per day with a maximum being the cost to replace the item. LOST MATERIALS: Charges for lost or irreparably damaged items include the cost of the item plus a $5.00 non-refundable service charge. GRACE PERIOD: A 5-day grace period is recommended for books and paperbacks borrowed from the adult collection. DAMAGED MATERIALS: • Charges are determined by the cataloging department of the library, based on amount of time spent and materials used in repairing the item. FEES: REPLACEMENT BORROWER'S CARD: The initial card for Brazos County residents is free of charge. A $3.00 fee will be charged to replace a lost card. NON-RESIDENT LIBRARY CARDS: Library cards will be issued to out-of-county residents for an annual fee of $24.00, valid for one year from the month of purchase. The Texas Library Systems Act Rules and Regulations permits non-resident charges if a written policy is available to patrons and defines residency requirements and has been locally approved and on file with the Texas State Library. (See attached copy of Rule 2.2 of the Act) . For several years the library has issued borrower's cards to residents of the six counties that touch Brazos County. FAILURE TO RETURN LIBRARY MATERIALS: The Library Board recommends that the City Council pass an ordinance amending Chapter 17, offenses, miscellaneous provisions, of the Bryan City Code of 1975, by adding a section making it an offense to fail to return library materials to the Bryan Public Library. CURRENT FINES AND FEES: Adult collection (books, paperbacks, phonograph records, cassettes, vertical file materials) $.05 day, maximum $1.00. Five day grace -----period-allowed-on-books-and paperbacks.-- Framed art prints and sculpture (adult collection) : $.25 day, maximum $5.00. Lost materials: Original cost to library is charged. Replacement borrower's card: $1,00 For many years there have been no assessments for overdue materials borrowed from the children's and Bookmobile's collections. The Board recommends that this policy remain in effect. The Bookmobile has a very low number of overdue materials. In researching the reasoning for not charging a fine in childrens, I understand that it is felt children must depend on transportation and therefore are not directly responsible if they cannot return to the library. ITEM 1. The minutes of the July meeting and the booklist were approved. ITEM 2. A discussion of the schedule of the Bookmobile was held. ITEM 3. Mrs. Peters announced that a project the League of Women Voters is conducting is a survey of library facilities in Brazos County. ITEM 4. The Board took under consideration the current fees and fines charged by the library. Recommendations were endorsed to be sent to the city manager for presentation to the city council.
