MINUTES of A REGULAR MEETING BRYAN + COLLEGE STATION PUBLIC LIBRARY SYSTEM ADVISORY I BOARD JULY 20, 2010 On the 20th day of July, 2010,the Bryan College Station Public Library System Advisory Board of the cities of Bryan and College Station,Texas, met in a regular meeting at the Carnegie History Center, 111 S. Main, Bryan,Texas. 1. Mary Fran Troy called the meeting to order at 5:15 p.m.and the following were present: 2. Other attendees were Larry Koeninger, Community Librarian; Laura Mills,Administrative Assistant; and Wendell Gragg,Automation Coordinator. 4. The minutes of the meeting for May 18, 2010 were approved as distributed, 5. The, ont ly stats for May and June 2010 were reviewed. Dr, Koeninger er commented that in economic downturn,it was common for free library service to increase. 6. In old business, Dr. Koeninger reported that the CIP Ringer expansion project has been delayed two years. 7. A. In new business, Dr. Koeninger er stated that the Interlocal Agreement for the Ringer Library is under review.The revised agreement will not likely be ready by October 1, 2010.The formula for calculating the payments from College Station to Bryan will be revised. Also,the title of Community Librarian will be changed to Library System Director. Dr. Koeninger reported the City of Bryan budget is balanced and no furloughs are expected. Two part-time positions at the Carnegie will remain unfilled going into Zoo- x however one full-time librarian position at the Ionnce Library that became vacant in early August will be filled October 1, 2010. C. Wendell Gragg provided handouts to the Board about Unique Management System. The system is a collection recovery program that handles overdue library fines and materials.The program is successful with about a 54%recovery rate of fines and materials. D. It was the consensus of the Board that Larry Ringer makes a report to the Bryan City Council on August 23rd. All Board members are encouraged to attend the council meeting to show support for the library system. B. Karen Lande, Engineer with the City of Bryan showed drafts of the plans to renovate the second floor of the Mounce Library that includes moving the meeting room to the north side of the building. Board members were concerned about the loss of about 300 square feet in the meeting room for the Friends of the Library Book Sale. However,the lobby area could be used to set up tables for the sale. Katherine Edwards made a motion to recommend that Dr. Koeninger to pursue hiring an ADA.assessment specialist for the project; seconded by Helen Kunz,the motion carried. F. The election of the lay representative to the Central Texas Library System was conducted. A motion was made by Elizabeth Pool that Helen Kunz be elected as lay representative;seconded by Charles Smith,the motion carried. Elizabeth Pool was elected as alternate lay representative. 8. Librarians report: See attached report from Dr. Koeninger, M The next meeting is scheduled for September 21, 2010 at the Larry Ringer Library. 10. Interlocal Agreement Major revisions include: Clearing up language about the ownership and responsibility of computers, software and maintaining the network between the libraries. College Station is required to provide up to$40,000 for purchase of books and other materials. The first$40,000 of indirect costs payment to Bryan is no longer restricted to the purchase of books and other materials. Inclusion of a 3 term limit on Library Advisory Board members. Share the cost of the TCILL expenses. Change Community Librarian to Library System Director. '. B. Budget FY2010 Leave 2 part time clerk positions at the Carnegie unfilled. Leave 1 full time YS librarian position at Mounce unfilled. Restrict spending on books and materials to Automatically Yours and requests from the public. Sunday hours are kept intact for all locations. FY2011 Leave 2 part time clerk positions at the Carnegie unfilled. Hire 1 full time YS librarian at Mounce. Share 1 Adult Services librarian with Carnegie to cover the loss of the 2 clerks. Close the Carnegie day during the week. (date to be determined). Library Advisory Board ly 20, 2 1. BCSPLS a.
