Bums, Joyce Davis, Jon Denton, Anne Hazen, Dorothy Hernandez, Clifford Linsey, Neal Nutall, Colleen Risinger, Jean Roberts, Dorthea Robinson, Ron Silvia and Joanna Yeager Members Absent: Jack Hernandez and Laura Holmes Visitors Present: David Beirne, Robert Meyer and Yvonne Stevens Staff Present: David Schmitz, Assistant Director, Parks and Recreation Department Peter Lamont, Recreation Superintendent and Marci Rodgers, Senior Services Coordinator I. Call to order Ron Silvia, Chairman, called the meeting to order at 10:02 a.m. H. Welcome guests and visitors • David Beime spoke on behalf of an organization called "Keep College Station Safe" He explained that the organization is looking for volunteers interested in the support of the"Red Light Camera"project. • Yvonne Stevens was awarded a service plaque for her years of service with the Senior Advisory Committee (2006-2009) HI. Approval of minutes from regular meeting on July 27,2009 E.E. Burns made the motion to approve the minutes. Jon Denton seconded the motion. The motion passed unanimously. IV. Presentation, possible action and discussion on Citizen Police Academy with Senior Officer Karla Wiesepape, Special Services Division Officer Wiesepape distributed information on the academy. She explained the outstanding opportunity available for citizens to learn about the College Station Police Department and the jobs of each division within the department. The program is free and meets for 11 weeks on Tuesday evenings. The fall class is full, and one will be offered in the Spring. V. Presentation, possible action and discussion from Senior Center Sub-committee and council budget hearings (8-11-09 meeting notes on file) Anne Hazen, Chairman,reported for the sub-committee. Ms. Hazen reported that the sub- committee met on August 1 ith to discuss goals and objectives. A plan was also developed to coordinate those wishing to speak at the public hearing to be held on August 271h concerning the 2009-2010 proposed budget. It was also reported that Joanna Yeager, Jean Roberts and Anne Hazen attended the Park and Recreation Advisory Board on August 11 th' Ms. Hazen addressed the Board regarding the need for a place for seniors to meet and explained that members from the Senior Advisory Committee would be attending and speaking to the City Council during the upcoming budget meetings. Joanna Yeager, Jean Roberts, Clifford Lindsey and Anne Hazen addressed the Council on August 27th at the public hearing concerning the need for a place for seniors to meet. David Schmitz explained to the committee that currently, space for senior use only was not available in any of the city facilities. He asked if anyone had a suggestion for possible locations to write in on a list that was passed around to the members. Staff will look into the suggestions. The sub-committee and any members of the Senior Advisory Committee were encouraged to visit possible sites before the next regular meeting. VI. Presentation, possible action and discussion on possible state and federal grants with Jon Denton Jon Denton presented a power point presentation with a handout to the committee. He explained that he had worked in the Education Department at Texas A&M before retirin.g and his duties included overseeing grants for the department. He described the information that needed to be researched and collected such as our programs, goals, population figures and program participation figures. He discussed funding opportunities including federal, state and foundations. The committee was very appreciative of his presentation. VII. Presentation, possible action and discussion on Senior Services Coordinator report regarding upcoming programs and events. VIII. Presentation, possible action and discussion on future agenda items: A Committee member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. IX. Next meeting: Monday, September 28, 2009 X. After attending Anne Boykin's Exploring Photo-Doeunamtation History Lunch Lecture Series on Native American foodway traditions Pnblicalions in Texas, I resolved to write the city leadership in College Station to thank them for their innovative thinking and foresight in creating such a unique citizen-oriented program in central Texas. Judging from the near capacity crowd at the lunch lecture series, the word is definitely out in College Station about your Heritage Program offerings. lm my experience (20 years directing community outreach heritage programs in five different states and jurisdictions), the impact of this type of programming can not be overstated, especially when one considers the potential breadth and reach in the community and be- yond. But I am sure the numbers that Ms. Boykin is generating from program lectures, exhibits, archival collections, etc., more than tell the tale. Over time expect the cost/return ratio on this program to consistently vie for the top spot on your budget sheet. Again, from my experience, this is typical for these types of heritage driven commu- nity outreach programs. Yet another reason to celebrate the (cost/ return ratio on this program. Truly, you don't need to convince me or your other admirers across the state and beyond, that this heritage program sets the standard for Texas. We appreciate the reviews that have already been done in the Parks and Recreation Department and in the Planning and Development Services Department. We look forward to seeing the plan come to the City Council in October for approval. lithe new budget requires changes in the plan, we will be happy to meet again to discuss the priorities. I also want to thank you for the help of Mr. Curtis Bingham, Mr. Paul Rucker, and Park Staff, Benches and trash cans were brought to Windwood Park for our annual July 41h Parade and Picnic, so that everyone had a place to sit to eat their food and all of the trash was contained. Mr. Rucker made sure that the benches were freshly cleaned and placed in the shade, which made the event much more pleasant. Thank you for supporting Windwood neighborhood and our use of the park.
