CITY COUNCIL APPRECIATION DINNER - The annual appreciation dinner for council-appointed boards and committees will be held in August. Immediate- past and current members will be notified by the council office prior to the engagement. 2. COLLEGE STATION YOUTH THEATER: HELLO DOLLY Rehearsals are well underway for College Station's second summer youth theater production. The musical production of Hello Dolly will be performed Thursday and Friday, July 10-11, at 7:30 p.m., Saturday, July 12, at 2:00 p.m. and 7:30 p.m., and Sunday, July 13, at 2:00 p.m. Tickets are on sale now for $3.00 and can be purchased at Central Park. Gates will open one hour before each performance. 3. HOLIDAZZLE EXPO - Holiday on the Brazos will be presenting an expo that will include hourly decorating seminars, holiday decoration exhibitors, children's entertainment and a Holidazzle Luncheon. This first ever holiday expo will be held on August 12, from 10:00 a.m. - 8:00 p.m. at the College Station Hilton. Admission is free! 4. HALLARAN POOL DEDICATION CEREMONY SET - The official dedication of the marker renaming Southwood Pool in honor of Cindy tiallaran is scheduled for Thursday, July 31st at 6 p.m. There will be a brief ceremony at the pool and friends, family, Board and Council members, and employees are encouraged to participate. 5. LICK CREEK PARK ADVISORY COMMITTEE - The committee, appointed by the Parks and Recreation Board, had its first meeting on June 13, and consists of 14 members, including one Parks and Recreation Board liaison and two Parks and Recreation staff members. The committee members have a wide variety of backgrounds, areas of interest and levels of expertise in specific fields. The committee is tasked with the development of a master plan for Lick Creek Park. The park has numerous natural and cultural features, and with a sound plan, will guide the development and management of the site. The goal is to complete this project prior to the end of the fall. .6. URBAN FISHING is alive and well in College Station. - The annual Kid Fish was be held on Saturday, May 17th, from 9 a.m. - noon at Central Park. This event is sponsored by numerous public and private agencies, businesses and organizations. It serves as a fund-raiser for the, Parks & Wildlife Foundation of Texas to promote and support more urban fishing. The June event, Kid's Fishing Derby, was a good event with about 100 young anglers attending. We will be re-stocking Cy Miller pond and Central ponds during the month of July. About 1000 lbs. of channel catfish will go to Cy Miller, and about 200 lbs. will be put into Central's ponds. Anglers can be seen at ponds throughout College Station catching their limits. Home ol Texas AGM Univ(2.';rsity. Parks Operations along with Special Facilities is currently in the process of writing a grant application to renovate Brothers Pond. If we are successful, we will be completely renovating that pond to the same level are the other ponds in our system. 7. Wayne Smith Park Re-bid The bids were opened on Thursday, June 19. Unfortunately, only two bids were received, and the lowest bid was significantly above the amount budgeted for the project. After lengthy review by the Parks and Recreation staff and the architect, a decision was made to re-bid the project. A number of items will be changed for the re-bid that will allow better pricing, but not significantly alter the scope of the project. The major difference in the project will involve changing specified materials and clarifying issues that created confusion regarding "or equal" pricing. The next bid opening is set for July 24, will possible council award of the project on August 12. Completion is expected by May 1, 1998. 8. The 1997 ASA State Championships for Girl's Fast Pitch - Division A for 12 & Under, 14 & Under, 16 & Under and 18 & Under, will be held in College Station/Bryan on Friday, July 11 - Sunday, July 13. The estimated number of teams is 80. We are using the 2 girl's softball fields at Bee Creek, and converting 8 adult softball fields, four at Central Park and 4 at BRAG. 9. On Friday June 27, the resident American alligator in the Wolf Pen Creek lake was captured and removed. Ross Albrecht, Forestry Superintendent, received help from Texas Parks and Wildlife Game Wardens and two professors from TAMIL Dr. James Dickson, who has a state permit to trap alligators, and Dr. Tim Scott were both very instrumental in the chase. A variety of unsuccessful daylight and nighttime attempts were made on June 25 and 26. The 5-foot alligator was finally netted beneath the backstage area at 10:30 p.m. on the 27th. Alan Lee, the Brazos County Game Warden was called to the park, and he relocated the alligator to an undisclosed site. Several sightings of an alligator have occurred at the park since it was completed. No sightings were reported last year. Dr. Dickson and Scott do not believe that all the sightings were the same alligator. Past alligator(s) probably moved on or were washed out of the lake during high water conditions. Both believe that the most recent alligator probably worked its way upstream to the WPC lake from the Navasota River. The five-foot size of this alligator posed no threat to humans or dogs in the area. The alligator was also very wary of the approach of anyone or anything. Alan Scott stated that it was probably good timing that the alligator was captured now before someone started feeding it and it lost its fear of man. This could have lead to a more dangerous situation. 10. Lincoln Center Camp Out - Lincoln Center will be taking a group of kids camping at Pedernales State Park near Johnson City on July 27-29. These youth, many of which never had a opportunity to go camping, are looking forward to the adventure. This program was started last summer with assistance from a Texas Parks and Wildlife Department grant. Specifically,the Board has been asked to review the ordinance that was recently passed by the City of Bryan related to this issue and provide a recommendation to the City Council. JUN 26 '97 08:14 FR SCOTT WHITE HEALTH 489 846 6962 TO 7643737 P.03 ORDNANCE NO. _1_0_1d_ AN ORDINANCE AMENDING CHAPTER 19 "PARKS AND RECREATION", ARTICLE II "PARK REGULATIONS" DIVISION 4 "RESTRICTIONS IN PARKS" BY REPEALING SECTION 19-72 AND ADOPTING A NEW SECTION 19-12 PERTAINING TO ALCOHOLIC BEVERAGES AND PUBLIC INTOXICATION IN CITY PARKS; REPEALING ALL ORDINANCES, OR PARTS OF ORDINANCES, IN CONFLICT HEREWITH;PROBING SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; FINDING AND DETERNIDTING THAT TIM MEETINGS AT WHICH THE ORDINANCE PASSED ARE OPEN TO THE PUBLIC AS REQUIRED LAW;PROVIDING FOR CODIFICATION, PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; AND PROBING FOR AN EFFECTIVE DATE. BET IT ORDAINED BY THE CITY COUNCIL, THE CITY OF BRYAN, TEXAS: 1. That Chapter 19, "Parks and Recreation", Article II "Park Regulations" Division 4 "Restrictions in Parks" of the Bryan City Codes hereby amended by repealing Section 19-72 and adopting a new Section 19-72 o read as follows: Alcoholic Beverages and Public Intoxication in City Parks. a. It shall be unlawful for any person to bring into, possess or consume any alcoholic or malt beverages on or in any public park, or loiter in an intoxicated condition in such park located within the City limits. b. Upon application to the City Manager, or higher duly authorized representative, any person may obtain a use permit to bring in, possess and consume alcoholic or malt beverages on or in the areas described in Subsection a of this Section. All use permit fees, deposits or bonds shall be set by resolution of the City Council and are on file in the City Secretary's office. c. A person who violates any Section of this Ordinance is guilty of a misdemeanor, and upon conviction is punishable by a fine, not exceeding five hundred dollars ($500) per occurrence in accordance with Section I-14 of the Bryan City Code. 2. That all Ordinances, or pis of rdi.nane , in conflict with the provision of this Ordinance are hereby repealed to the extend of such conflict. . The Code of the City of Bryan, Texas, as amended, shall remain in full force and effect, save and except as . ended by this Ordinance. 4- Should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional o invalid for any purpose by court of competent jurisdiction, the remainder of this Ordinance shall not be effective thereby, and to this end,the provisions of this Ordinance are declared to be severable, . • It is hereby found and determined that the meetings at which this Ordinance was passed were open to the public, as required by Section 551.001 et seq., Texas Government Code, and that advance public notice of time, place and purpose ofsai meetings was given. . it is the intention of the City Council that this Ordinance shall become a part of the Code of the city of Bryan, Texas, and it may be renumbered and codified therein accordingly. 7. SALE OF ALCOHOLIC BEVERAGES NEAR CHURCHES SCHOOLS AND HOSPITALS (I) Definitkms The following definitions shall apply in the interpretation and the enforcement of this section: Church: A building used principally for religious worship and in which persons assemble and congregate to worship at least once each week and which is owned ( by such congregation or persons or leased by such congregation for a period of more than one year. Public Hospital: A hospital to which the public at large is admitted for medical treatment. Public School: A school which has one or more of the grades Idndergarten through twelfth grade, and which is owned and conducted by the state or a political subdi- vision or agency thereof. (2) Sales of Alcoholic Bevera•es Prohibited No person shall sell or engage in the business of selling an alcoholic beverage where the place of business of such person is within three hundred (300) feet of any church, public school or public hospital, the measurements to be along the property lines of the street fronts and from front door to front door, and then direct line across street intersections where they occur. (3) Exceptions • This ordinance shall not apply to a place of business which is legally authorized to sell alcoholic beverages prior to the effective date of this ordinance; however, should such a place of business discontinue the sale of alcoholic beverages, then the provisions of this ordinance shall apply thereafter. (Ordinance No.1430 of June 23,1983) (4) C* Secret to Cert ••lication Any person intending to sell alcoholic beverages within the city limits of the City of College Station, shall make application to the City Secretary, who shall designate on the Texas Alcoholic Beverage Commission Application whether or not the same is lawful by the ordinances of the City of College Station. If the City Secretary denies the application as not complying with the City ordi- nances, applicant may appeal directly to the City Council. If the City Secretary fails to review the application within ten (10) worldng days, applicant shall have the right to appeal to the City Council for review of the application. In order to be placed on the agenda, applicant must file a written request for Council review within ten (10) days of the decision of the City Secretary, The City Council shall hear and review the application at the next available Council meeting. There is no time limit for the filing of a written request for Council review of an application when the City Secretary has failed to act. (Ordinance No.846ofN 27,1967) B. PAYMENT OF FEE It shall be unlawful for any person to use or enter upon any swimming pool, golf course or other park or recreation facilities for which a fee is charged, without first having paid said fee. Payment of said fee shall entitle the person to use the facilities for the sole purpose for which the facility is intended or designated. (Ordinance No. 1322 of September 24, 1981) C. ANIMALS It shall be unlawful for any person to frighten, annoy, or injure, or attempt to frighten, annoy, or injure any wild or native animal or bird in any park or recreation area. D. DISPOSAL OF LITTER It shall be unlawful for any person to deposit paper, glass, metal, litter, or trash of any description on any lawn, driveway, path, or other place in any park and recreation area except in receptacles provided therefor. ADVERTISING It shall be awful for any person to display any advertising matter by signs or to distribute advertising matter of any character within any parkways, medians, parks, golf courses, swimming pools, or other recreation areas of the City of College Station without permission of the Parks and Recreation Department. SELLING OF MERCHANDISE OR SERVICES Y • It shall be unlawful for any person to sell or offer for sale any goods, wares, services, or merchandise within any parkways, medians, parks, playgrounds, swimming pools, or of 1 . . recreation areas without pennission of the Parks and Recreation Department. PRACTICING GOLF It shall be unlawful for any person to practice golf in any portion of a park or recreation area not designated for that purpose; provided, however, that the practice of golf with knit or plastic balls may be permitted in any open area not specifically designed or designated for some other specialized activity. RESERVED RESTRICTED AREAS AND CURFEW (1) Restricted Areas It shall be unlawful for any person to enter or remain in a park or recreation area which is designated as restricted or is closed for the season. Restricted areas will be designated by posted signs. (Ordinance No. 1434 of July 14,1993) (2) Curfews Except for designated camping areas and exempt events, no person shall enter or remain in any park during the hours the park is closed. Events approved in advance by the Director as exempt from curfew restrictions will be designated by. the Director of Parks and Recreation for the City of College Station. All neighbor- hood City of College Station parks will be closed between the hours of 11:00 p.m. and 5:00 am . daily. All community parks (Central, Bee Creek, Thomas and South- wood) will be closed between the hours of 1:00 am. and 5:00 am. daily. Closing hours will be posted at all parks. (Ordinance No. 1918 of October 10,1991) (3) Anyone violating this section shall be guilty of a misdemeanor and upon conviction shall be fined pursuant to the General Penalty set out in Chapter 1, Section 5, of this Code of Ordinances.' DOGS It shall be unlawful for any owner or person in control of any dog to keep or permit the same in or about any park or recreation area unless such dog is kept under restraint at all times by means of a leash. OTHER ANIMALS It shall be unlawful for any person to tether or pasture, or allow or cause to be tethered or pastured, any cow, horse, mule, fowl, or domestic animal in or upon any park or recreation area. L. WASHING VEHICLES It shall be unlawful for any person to wash a vehicle in any park or recreation area not designated for that purpose. M. KITES AND MODEL AIRPL.ANES It shall be unlawful for any person to fly a Idle or propel or guide a model airplane in any park or recreation area traversed by high voltage transmission lines. 1-9 Rev.9193 N. FIREARMS AND AIR GUNS It shall be unlawful for any person to carry on or about his person or discharge any gun, pistol, or firearms of any kind, including air guns, within or across any park or recreation area not designated for that purpose. O. WADING SWIMMING FISHING OR BOATING It shall be unlawful for any persons to wade, swim, fish, or boat within any park or recre- ation area not so designed. P. TRAFFIC REGULATIONS (I) Pic cess It shall be unlawful for any person to drive or propel any vehicle in, over, or through any park or recreation area except along and upon park drives, streets, or boulevards or other areas designated for driving purposes. (2) §.p It shall be unlawful for any person to operate a motor vehicle upon any park drive, boulevard, street, or other vehicular thoroughfare at a speed in excess of the posted speed limit. CONDITION OF USE Compliance with rules and regulations of this section is a condition of the use of the public parks and recreation areas of the City, and all police officers shall have the right and power to arrest any person who may violate any of the rules, regulations, orders, or requirements of any ordinance or general law relating to the maintenance of the park and recreation areas of the City of College Station located within or without the corporate limits of said City. This year, we are offering several new categories in the competition to encourage more participation from throughout the residential and commercial sector. To assist merchants and residents in this effort, a" olida zle"expo featuring lighting and decoration vendors will be held at the Hilton Hotel on August 12th from 10am to 8pm.Also,the expo will have workshops and speakers throughout the day,and we invite your members to attend. We are asking local service organizations to serve as judges for one or more of the 29 categories that will be recognized in the competition.This will,require 3 -5 people to spend approximately 3 hours viewing and rating the entries in the particular category that they have been assigned. This judging will take place on Monday, December 1st from 6 - 9pm. Packets will be furnished to the judges listing all entrants in their category along with judging criteria and score sheets. Each group will be required to provide their own transportation and submit their results that same night. We are not asking the clubs for any monetary support. We are asking for several of your members to volunteer a few hours of their time on one night only. June 3, 1997 Dear Holiday Enthusiast: It is with great pride that the Holiday on the Brazos Steering Committee invites you to be a part of our premiere pre-holiday extravaganza: H LI AZZLE EXPO. It is the goal of the Holiday on the Brazos committee to promote holiday events, create new attractions and market them over the month of December. Part of our effort includes encouraging businesses as well as homes in the Brazos Valley to decorate for the holiday season. We are in the process of putting together the Holidazzle Expo as device to provide decorating ideas and supplies for families and businesses in our community. The Expo will take place on Tuesday, August 12 from 10:00 until 8:00 pm at the College Station Hilton, 801 University East. The Expo will be offered free to the public and will include: O Exhibitor booths displaying holiday decorating ideas, e A children's area featuring entertainment and Santa, • A luncheon with a guest speaker from Marshall, Texas' Wonderland of ig , and O Hourly seminars with 'how-to" advice and decorating tips. Enclosed are the guidelines for exhibiting at the Expo. Because this is the premiere of this event there will be no charge for exhibitors, however there will be a $10.00 charge if electrical hookups are needed. Had you not done so, I would have done it myself. I have never, in my 60-plus years in the entertainment business, been associated with anyone so disorganized and undependable. You speak of standards and expectations? Well, you do not live up to the standards, in any way, that I expect from anyone who fills as high a position as you do in our business. I believe you referred to our recent performance of"Gods ell" as being beneath your expectation. You even alluded to the fact that you had complaints from audience members concerning the show. I know, for a fact, that you have stated that "hordes" of people left at intermission or before the end. This last statement, of course, was grossly untrue. I was there, you see, and talked to many guests at intermission and at the end. All of the comments were glowing concerning the performances.ces. to eve , each person, or group, with whom I have spoken complained about the miserable le sound system. This was your responsibility and the performance in that area was certainly not up to our standards. By the way, no one left until the standing ovations were finished. I have now recorded over 40 phone calls and many ersonal encounters, all of them saying the same thing: "Your show was great-but couldn't you have done something about that awful sound?" My only answer to that had to be: "That ._ was not our system nor our people. It was the Parks and Recreation Department of the City of College Station and the crew was Ms. Bow and her people." In closing, it has come to my attention that certain derogatory remarks about - r members of the TROUPE E and the TROUPE in general are circulating around the community and are originating from you and your personnel. The Forestry Division will install the plant material. The project was completed by PARD personnel in May, 1997. 3. THOMAS PARK SIDEWALKS SIDEWALK DESIGN Budget: $53,000 Comments/Status: This is a Development Services project to put sidewalks on both the east and west sides of the south end of Thomas Park.
