SUBJECT: ITEMS OF INTEREST
1. Lincoln Center Receives Encyclopedias: The Lincoln Center is pleased to
announce the receipt of a free set of encyclopedias donated by Ms. Cindy
Swords and the National Safety Associates of Memphis Tennessee. We
would like to thank everyone for helping us receive this donation, especially
Nancy Crouch. They are certainly a beautiful edition to our library.
2. Drug-Free Rally: On Saturday, April 22, the Lincoln Recreation Center and
the College Station Boys & Girls Club hosted a Drug-Free Rally. Our special
guests for the rally were the Arlington Boys & Girls Club. They presented
the community with a portion of the "SMART moves" program which
stresses the importance of saying "NO" to alcohol, drugs, and premature
sexual activity. The College Station Jr. High School Cub Cheerleaders
performed for the Lincoln Center Cheerleaders. Approximately 125 youth
and 10 parents participated in the activities throughout the day. Four teams
participated in the "hoop it up" basketball tournament. Donations were
received from local merchants to supply breakfast, lunch, and dinner for all
participants, as well as Target supplying gifts for the activities. The theme
for the rally was "Children today, our hope for tomorrow."
5. Wolf Pen Creek Amphitheater Events: JazzFest was held on April 22, with
approximately 2,000 in attendance, even though it rained off and on
throughout the day. Willie Nelson performed on Sunday, April 23, during a
very cold and gloomy evening. Over 2,100 attended his concert. Jerry Jeff
Walker was moved to another location due to circumstances beyond our
control. Comedian Jeff Foxworthy performed for an audience on 3,600 on
Saturday, April 29. The Brazos Valley Symphony Orchestra POPS concert
was held on Sunday, April 30, with 700 in attendance. The FREE Family
Fridays begin this week.

4. Pathways to Fishing: For the second year, the Aggie Anglers, TexasParks
( & Wildlife, and the College Station Parks and Recreation Department have
cosponsored this very popular fishing event. The program was staged at
Central Park pond to start directly after the annual Easter Egg Hunt. The
timing of the two events and good weather produced a bumper crop of
young anglers that more than doubled last year's fishing event.
Participation reached 450 youngsters this year. Kids, as well as parents,
learned at different stations about the fish and how to cast. Then they were i
turned lose on the pond with poles, bait, hot dogs, and drinks.

Dear Mr. Beachy:
I would like to express my appreciation to you for the very fine
swimming program that you have in place at Adamson Lagoon Pool. This is
the second year my visiting grandchildren, ages 6 and 7, have participated
and we are pleased with every aspect of the program. The price is reasonable
and that allows so many children the opportunity to learn how to swim.
This is a valuable service you render to countless kids who otherwise
might never learn the vital skill of swimming. Of course, our own city's
children are greatly benefited by such a fine program and sometimes when
wonderful things are right under our noses, we fail to appreciate them.
The very dedicated staff, headed by Jennie Hartsfield, has just been
wonderful. These young instructors are so good and patient with the
children and I wonder how they can maintain their coolness working with so
many children hour after hour. I surely do admire and appreciate them.
Mrs. Hartsfield has done an outstanding job with this program and deserves a
pat on the back.
I would be remiss if I did not also tell you that I think our entire park
system is just wonderful. As senior citizens, we do not use the recreational
facilities as the younger ones do, but we love the beauty, the cleanliness and
the availability of so many picnic areas and playgrounds for visiting
grandchildren. I am proud to be a part of a community which does so much
to enhance the quality of life for all its residents. My husband and I have
voted for every bond issue that supports these amenities and will continue to
do so if the present quality is maintained.
Thank you again for your swim program.

Dear Dr. Deslarzes:

Mayor Ringer forwarded a copy of your recent letter concerning playground equipment
for disabled children to me and asked if we could provide any information in this regard.
Our Department is familiar with the Grounds for Play company. The Park Planning staff
• has visited sites containing this type equipment in Ft. Worth and Irving and have
(
investigated other types of designs that are accessible for children with disabilities. Our
• experience with the wooden products has shown them to require more maintenance and
have a shorter life expectancy than equipment manufactured from metal products.
We recently installed a GameTime play unit at Oaks Park that was specifically designed to
provide accessibility for disabled children. This particular unit has rubber surfacing under it
rather than pea gravel, which is standard in other parks, to accommodate wheelchairs.
Also, the unit is equipped with a ramp and transfer stations to facilitate use of the
equipment. This is the first play unit that we have specifically designed and installed with
these features. I have not heard any comments from users as to the effectiveness of the
design and would welcome your input. The park is located at the corner of Stallings and
Harvey Road.
We are also in the planning stages of designing two other play units with these type of
features. One will be in Sandstone Park on Sebesta Road and the other one will be in the
new park to be built in the Pebble Creek subdivision adjacent to the new elementary
school. Both should be completed within fifteen months. I would invite your comments
. and input concerning these two projects.and recommend that you contact Mr. Pete
Vanecek, Chief Parks Planner for the Department. He can be reached at 764-3412 and his
office is in Central Park.
Home of Texas A&M University
The Department has a implementation plan related to the Americans With Disabilities Act
that addresses improvements and modifications of park facilities to make them more
accessible for our citizens. This plan includes items such as replacing handles and doors,
lowering fixtures, adding walks and ramps and providing parking spaces for customers
with disabilities. We have requested funds for next fiscal year to provide concrete walks in
Central Park to two fishing piers and to replace the gravel under the playground at Wolf
Pen Creek park with rubber surfacing to make these facilities accessible for wheelchairs. I
anticipate that these type of actions will be a continuing emphasis with the City in the
future as new facilities are developed and existing ones are renovated or replaced.
I have enclosed some information related to our facilities and programs that might be of
use to you. Again, thank you for your letter and please feel free to contact us if we can

Steve, i am enclosing a letter and catalog I received from Dr .
Ken Deslarzes and a copy of my response. As you can see, I
suggest that he may want to discuss the possibility of a
playground for disabled children with the Parks Board.
If the PARD wants to consider developing a playground that would
have special equipment for the disabled I would be glad to
investigate the possibility of getting the Kiwanis Club to help,
either financially and/or by providing volunteer labor .

Thank you for your letter and the catalog of playground
equipment. It certainly contains examples of interesting
playground equipment .
Although I am sure the Parks and Recreation Department is
familiar with the Grounds for Play company, 1 am forwarding the
catalog to them with a copy of your letter . I have asked them to
consider your request of developing a playground that can safely
be used by disabled children. Perhaps you would like to visit
with the their advisory board, particularly if you could get
parents and other individuals involved in raising funds and
perhaps helping construct the playground. Civic organizations
such as Kiwanis , Lions , or Rotary may be other sources of
) financial support and volunteer labor .

attention, and for reminding us to consider the special needs of
the youth of our community . _

Dear Madam/Sir:
My wife and I were fortunate to participate in the recent Mental Health Mental.Retardation
(NIIIMR)Early Childhood Intervention(ECI)conference held in Austin. We gathered
significant information during this conference that we are already applying in our home,
particularly with our disabled son Manni.
During the meeting,I met a representative of an Arlington based company, Grounds for
Play. This company designs inclusive playgrounds complying with 1991 safety standards.
I noted in the enclosed catalog(example on page 9) the TROUGH SLIDE design as an
example of what could be done to our playgrounds to make them inclusive for the disabled
and even more safe for the normally developing. This could be a significant addition to the
already outstanding quality of the city's recreational facilities for kids.
Using the example of the trough slide design, both normally developing and disabled
children would enjoy safer sliding, especially thefirst few times. Indeed, haven't you
noticed some of the younger kids coming down a slide and banging the back of their head
on the lip of the slide, or dropping abruptly onto the ground? I guess that's part of the fun
for some,but for others that may be quite painful, and in some cases harmful.
I would be glad to further discuss this idea with the City Council. If necessary, we could
consider developing fund raising schemes to enhance our playgrounds. Several parents of
disabled and normally developing children share the above ideas. On their behalf, I would
be most grateful for your consideration.

RE: Shenandoah Parkland dedication
Dear Mike,
It is my understanding from Steve Beachy that the Parks Board is interested in obtaining
land in the Shenandoah area as there is no parkland in this particular park zone. The
Homeowner's Association approached the Parks Board in an effort to give the existing
private park facility to the City. Their intention is to turn over maintenance as their
association has no funds to continue maintenance. This would be a gift to the City and
would not satisfy Mr. Froehling's parkland dedication requirements under the subdivision
) regulations for the phases he is developing.
It is also my understanding that the Homeowner's Association has not yet voted and made
a decision as to whether to turn over the private park to the City and the City has not yet
decided whether this would be acceptable (as this was an old oil well location the City
would want to further investigate the acceptability of this area as a city park). Ultimately
the Council will decide this with the Parks Board recommending a course of action. If this
does not work out the Parks Board would then like to pursue the idea of a land dedication
incorporated with the detention area in Phase 5. If this works out this would satisfy Mr.
Froehling's parkland dedication. However, under this scenario there would be no money
to develop this park until some future bond election. Under the Homeowner's gift
scenario combined with monetary dedications from Mr. Froehling, the City could begin to
develop a neighborhood park for Shenandoah.
As to the question of parkland for Phase 1. Parkland dedication will have to be met for all
Phases 1-5. Phase I was originally platted into single family lots while in the ETJ. There
is no parkland dedication in the ETJ. After the area was annexed this phase was replatted
into one large tract. With this current replat into single family lots again the parkland
dedication requirement kicks in as the replat is occurring within the City Limits.
Because there are decisions to be made that are out of Mr. Froehlingis hands at this point

I have learned that the texas parks and
wildlife Dept. has issued guidelines
for PARD Masterplans that are used in
scoreing during the compeditive grant
process. I have requested a copy to
pass on to HOK. This is important
because we will be prepairing a grant
app. for the Lincoln Center Ballfields
and will turn it in for the Jan 1 ,
1996 grant cycle.It would be good to
send a draft of the eventual PARD plan
to the TP&W to get their opinion. I
understand the majority of masterplans
have been rejected by TP&W.

I am sincerely sorry that we caused some residents an inconvenience and
disruption because of the recent concert. We realize that we made a mistake by
allowing the promoters to conduct the concert until 12 p.m. on a week night
and that the volume was excessive. It is certainly not our intent to cause these
types of problems for our residents and we are initiating several steps to reduce
the possibility of this occurring during future events.
Effective immediately we will no longer permit events at the amphitheater to go
beyond 10 p.m. on week nights (Sunday - Thursday). Events on Friday and
Saturday nights will end no later than 11:30 p.m. Also, we will reduce the
maximum allowable sound level within the amphitheater from the current level
and will continue to monitor sound levels outside the amphitheater to
determine if they are excessive. This can be difficult to judge because weather
conditions have a large effect on how far the sound travels as well as the
direction it goes. In addition, we will give the Police Department the starting
and ending times for each concert and the venue manager will periodically call
the police dispatchers to determine if any complaints are being received.
Finally, we plan to investigate any measures that can be implemented at the
amphitheater site to mitigate these sound problems outside the facility.
Once again, I apologize for the problems that we have caused.

I received two calls from residents
last night complaining about noise
generated from the rock concert and
the mayor received at least one call at
home . We take noise level readings at
the ampitheater as well as throughout
the surrounding neighborhoods . The
results are monitored and instructions
given to the sound technicians to
adjust the level accordingly.However,
this still did not resolve the problem
last night . Ending the concert early
could have provoked a large scale
disburbance. We intend to eliminate the
Sunday through Thursday events that go
past 1opm and to reevaluate our current
maximum sound levels . The weather
conditions on any particular night can
drastically effect the distance that
t---\ sound will travel and I think that
never be able to totally
eliminate all complaints .Also, we may
seek assistance from acoustic experts
as to ways to mitigate the sound from
carrying so far.
We are going to be proactive on this
try to resolve the problems as much as
possible. I wanted to let you know that

Mr. Dresser,
As you know, the Raintree Subdivision has a park on Raintree Drive that is
utilized primarily by Raintree residents and is complete with Bar-B-Que
pits, picnic tables, water, electricity, lighting, swings, etc. It is a
great place for get togethers or for quiet solitude. It is for some a
focal point, to others simply a nice ammenity. To the Raintree Neighbor-
hood Association it is something more, it is an opportunity. It is our
desire to dedicate this park in memorium of one of our dearest and longtime
residents, Alice Vincent.
Alice and James Vincent came to Raintree in 1978 when they were one of the
first purchasers of property. Through the years, she watched the subdivision
grow and establish itself as a quality environment while serving tirelessly
on the Board of Directors of the Neighborhood Association. As she walked
the neighborhood on her daily exercise, she always had time to stop and talk
or simply smile and wave if you didn't. Her committment to her neighbors
and friends coupled with her pleasant demeanor are qualities that the Rain-
tree Neighborhood Association recognizes as valuable traits in a person and
ones that we feel are worth making note of.
Alice just recently passed on but her memory remains in Raintree. The
Raintree Neighborhood Association would like to have our park named in
Alice' s memory, for we can think of no more appropriate person to honor nor
can we think of any more valuable qualities to designate to our park.
Therefore, please accept this letter as a petition to the Advisory Board
that the Raintree Park he named, "The Alice Vincent Memorial Park". We
would like to have a placque placed at the entrance that depicts the nature
and purpose of the park, i .e. to be good neighbors to each other, the script
to which we would be pleased to provide.
As a side note, the Raintree Neighborhood Association has founded the
"Alice Vincent Good Neighbor Award" with nominations coming from the neigh-
. borhood and the award being given at the annual meeting held every spring.
