2) Public Comments regarding items not on the agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.

5) Category Two Funding Formula Minority Report
-The Texas Association of MPO's (TEMPO) has been meeting for several months to
develop a recommendation to the Texas Transportation Commission on a new funding
formula for distribution of Category Two funds. TEMPO concluded its discussions on
January 6, 2017 by reaching a consensus on a new formula. Under the old formula, the
Bryan/College Station MPO would receive $132,762,500 over a ten-year period. Under
the new formula, the B/CSMPO would receive $108,679,274 over the ten-year period.
TEMPO's agreement with the Commission allows any MPO that disagrees with TEMPO's
recommendation may file a Minority Report stating what objections they have with the new
formula and how the formula should be modified. At the February Policy Board meeting,
staff was directed to work with the Technical Advisory Committee to draft a minority
report. Staff has looked at both the revisedfunding split and the formula to determine what
factors best address the primary purpose of Cat 2 funds, which is to construct projects that

alleviate congestion/enhance mobility. Working with the TAC, the Minority Report drafted
by staff and approved by the TAC focuses on the factors that best address three main areas
that Category Two funds are intended to address: 1) Congestion; 2) Safety; and 3)
Efficiency. Under the new BICSMPO proposed formula the funds allocated to our MPO
would rise to $121,171,192. Action Required. (See attachment.)
6) Public Engagement Plan
-MPO staff, in association with the Texas A&M Transportation Institute (TTI) have
developed a revised public participation process to guide how MPO documents will be
reviewed by the general public. The engagement plan also adds an annual review process
to determine if the public is actually taking the opportunity to review MPO documents and
how staff should modem the process if they are not making comments. Finally, the plan
incorporates the new website into the process so that the improved functionality allows for
the public to submit electronic comments through our website. The Policy Board will be
asked to direct staff to open the 45 day public comment period so that the document is
available for review and can be brought back to the Policy Board for adoption at their
May 3, 2017 meeting. Action Required. (See attachment.)
7) Ten-year Category Two Project List and Programming
-The TAC and the Active Transportation Advisory Panel (A TAP) have developed a list of
projects for funding using our Category Two allocation(s). The project costs have been
revised from the cost estimates contained in the Metropolitan Transportation Plan (MTP),
and the projects assigned to specific fiscal years for funding. The TAC and ATAP used
the existing priority rankings contained in the MTP (which includes the performance-
based project prioritization methodology) to select the highest priority projects that can
meet the financial -constraint requirements specified under federal law. In the case of State
Highway 6, the project is included both because it is a high priority and to leverage
potential available Category 12 funds which are at the discretion of the Texas
Transportation Commission. Action Required. (See attachment.)
8) Future Transportation Project Update
-Mr. Gary W. Schatz, P.E., PTOE, PTP Transportation Engineering Consultant for the
City of Bryan will present the progress to date on the city's Downtown Railroad Quiet
Zone project.
