A. Anderson Mayor 0. M. Holt Councilman A. P. Boyett Councilman Robert R. Rhodes Councilman Homer B. Adams Councilman A. L. Rosprim Councilman Don Dillon City Attorney Charles F. Richardson City Secretary being present and passed the following ordinance: AN ORDINANCE APPROVING AND ADOPTING PLANS AND SPEāœ“IVICATIONS FOR IMPROVE- MENT OF CERTAIN PORTIONS OF MILNER DRIVE, GILCHRIST AVENUE, FOSTER AVENUE, LINCOLN AVENUE, PARK PLACE STREET, BOYEl'T STREET' AND SUNDRY OTHER STREET'S AND PLACES IN THE CITY OF COLLEGE STATION, TEXAS, AND DIRECTING ADVERTISEMENT OF BIDS FOR SUCH IMPROVEMENTS, AND DECLARING AN EMERGENCY. WHEREAS, the governing body of the City of College Station, by ordinance passed on the 25th day of April, 1966, ordered and provided for the improve- ment of certain portions of Milner Drive, Gilchrist Avenue, Foster Avenue, Lincoln Avenue, Park Place Street, Boyett Street and sundry other streets and places in said City and defined and designated in said ordinance as the District to include the streets commencing at the intersection of Milner Drive and Walton Drive thence in a southeasterly direction along Milner Drive until same intersects Puryear Drive, and commencing at the intersection of Gil- christ Avenue and James Parkway thence in a northeasterly direction along Gilchrist Avenue until same intersects Walton Drive, and commencing at the intersection of Foster Avenue and Walton Drive thence in a northwesterly direction along Foster Avenue until same intersects Lincoln Avenue, and commencing at the intersection of Lincoln Avenue and State Highway No. 6 thence in a northeasterly direction along Lincoln Avenue until same inter- sects Foster Avenue, and commencing at the intersection of Park Place Street and Hereford Street thence in a northeasterly direction along Park Place Street until same intersects South Dexter Drive, and commencing at the inter- section of Boyett Street and FM Highway 60 thence in a northwesterly direction along Boyett Street until same intersects the north city limits; and WHEREAS, the City Engineer has prepared and filed with the governing body of the city plans and specifications for such improvements and same have been examined and in all respects approved; and 01096 BOORUM & PEASE LOORUM & PEASE WHEREAS, the present condition of said streets endangers health and safety, and it is necessary that the improvement thereof be proceeded with while the weather will permit and such improvements will be delayed pending the passing and taking effect of this ordinance and such facts constitute and create an emergency, THEREMRE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION: 10 That said plans and specifications prepared by the City Engineer and now on file with the City be and the same are hereby adopted and approved. 2. That the City Manager be and he is hereby directed to advertise for sealed competitive bids for the making and construction of such improvements, such advertisement to be made by causing notice to be published in a newspaper published in and of general circulation in the City of College Station, Texas, such publication to be made at least two times, and the first publication to be made at least fourteen days before the date stated therein for the receipt of bids. Such publication shall be made in such papers and circulation as the City Manager may deem desirable, but publication in such newspaper in the City of College Station shall be sufficient whether or not any other notice or ad- vertisement be given or made. 3. The condition of said streets endangers health and safety and it is necessary that the improvements thereof be proceeded with while the weather will permit and such improvement is being delayed pending the passing and taking effect of this ordinance, and such facts constitute and create an emergency and an urgent necessity requiring that the rules and charter provisions be suspended, and this ordinance is passed and shall take effect as an emergency measure.
