HomeMy WebLinkAbout1964-0394 - Ordinance - 04/27/1964ORDINANCE NO. 394 THE STATE OF TEXAS COUNTY OF BRAZOS On this the 27th day of April, 1964, the City Council of the City of College Station, Texas, convened in regular session in the regular meeting place of said city, and a quorum thereof, Ernest Langford Mayor A. L. Rosprim Councilman A. P. Boyett Councilman. J. A. Orr Councilman R. R. Rhodes Councilman 0. M. Holt Councilman T. R. Holleman Councilman John L. Sandstedt City Attorney K. A. Manning City Secretary being present and passed the following ordinance: AN ORDINANCE APPROVING AND ADOPTING PLANS AND SPECIFICATIONS FOR IMPROVEMENT OF CERTAIN PORTIONS OF FRANCIS DRIVE, BOLTON AVENUE, MUNSON AVENUE, PARK PLACE AND CAUDILL STREET AND SUNDRY OTHER STREETS AND PLACES IN THE CITY OF COLLEGE STATION, TEXAS, AND DIRECTING ADVERTISEMENT OF BIDS FOR SUCH IMPROVE- MENTS, AND DECLARING AN EMERGENCY. WHEREAS, the governing body of the City of College Station, by ordinance passed on the 24th day of February, 1964, ordered and provided for the improve- ment of certain portions of Francis Drive, Bolton Avenue, Munson Avenue, Park Place and Caudill Street and sundry other streets and places in said City and defined and designated in said ordinance as the District to include the streets commencing at the intersection of Francis Drive and Highway 6 thence in an easterly direction along Francis Drive until same intersects Munson Avenue, and commencing at the intersection of Bolton Avenue and Milner Drive thence in an easterly direction along Bolton Avenue until same intersects Puryear Drive, and commencing at the intersection of Munson Avenue and Francis Drive thence in a southeasterly direction along Munson Avenue until same intersects Gilchrist Avenue, and commencing at the intersection of Park Place and Hereford Street thence in a westerly direction along Park Place until same intersects Fairview Avenue, and commencing at the intersection of Caudill Street and Winding Road thence in a southeasterly direction along Caudill Street until same intersects the South Knoll; and WHEREAS, the City Engineer has prepared and filed with the Governing body of the city plans and specifications for such improvements and same have been examined and in all respects approved; and WHEREAS, the present condition of said streets endangers health and safety, and it is necessary that the improvement thereof be proceeded with while the weather will permit and such improvements will be delayed pending the passing and taking effect of this ordinance and such facts constitute and create and emergency; 0 9 THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION: 1. That said plans and specifications prepared by the City Engineer and now on file with the City be and the same are hereby adopted and approved. 2. That the City Manager be and he is hereby directed to advertise for sealed competitive bids for the making and construction of such improvements, such advertisement to be made by causing notice to be published in a newspaper published in and of general circulation in the City of College Station, Texas, such publication to be made at least two times, and the first publication to be made at least fourteen days before the date stated therein for the receipt of bids. Such publication shall be made in such papers and circulation as the City Manager may deem desirable, but publication in such newspaper in the City of College Station shall be sufficient whether or not any other notice or ad- vertisement be given or made. 3. The condition of said streets endangers health and safety and it is necessary that the improvements thereof be proceeded with while the weather will permit and such improvement is being delayed pending the passing and taking effect of this ordinance, and such facts constitute and create an emergency and an urgent necessity requiring that the rules and charter provisions be suspended, and this ordinance is passed and shall take effect as an emergency measure.
