HomeMy WebLinkAbout1960-0305 - Ordinance - 09/26/1960ORDINANCE NO. 305 THE STATE OF TEXAS 0 COUNTY OF BRAZOS 0 On this the 26th day of September, 1960, the City Council of the City of College Station, Texas, convened in regular session in the regular meeting place of said city, with the following Ernest Langford Mayor J. A. Orr Councilman Carl W. Landiss Councilman Joe H. Sorrels Councilman D. A. Anderson Councilman A. P. Boyett Councilman Wm. A. Smith Councilman N. M. McGinnis City Secretary being present and passed the following ordinance: AN ORDINANCE APPROVING AND ADOPTING PLANS AND SPECIFICATIONS FOR IMPROVEMENT OF CERTAIN PORTIONS OF FRANCIS DRIVE, MOSS AVENUE, • FOSTER AVENUE, CHURCH AVENUE AND THOMAS STREET IN THE CITY OF COLLEGE STATION, TEXAS, AND DIRECTING ADVERTISEMENT OF BIDS FOR SUCH IMPROVEMENTS, AND DECLARING AN EMERGENCY. WHEREAS, the governing body of the City of College Station, by ordinance passed on the 25th day of July, 1960, ordered and provided for the improvement of certain portions of Francis Drive, Moss Avenue, Foster Avenue, Church Avenue and Thomas Street in said City and defined and designated in said ordinance as the District to include the streets commencing at the intersection of Munson Avenue and Francis Drive thence in a Northeasterly direction along Francis Drive to the end of the city limits, and commencing at the intersection of State Highway No. 6 and Moss Avenue thence in a Northeasterly direction along Moss Avenue until same intersects Foster Avenue, and commencing at the inter- section of Gilchrist Avenue and Foster Avenue, thence in a South- easterly direction along Foster Avenue until same intersects Moss Avenue, and commencing at the intersection of Moss Avenue and Foster Avenue thence in an Easterly direction along Foster Avenue until same intersects Kyle Avenue, and commencing at the inter- section of Tauber Street and Church Avenue thence in a North- easterly direction along Church Avenue until same intersects Nagle Street, and commencing at the intersection of Dexter Drive and Thomas Street thence in an Easterly direction along Thomas Street until same intersects alley on the East boundary of South- east College Park Addition; and 00703 BOORUM & PEASE " BOORUM & PEASE Ordinance No. 305 Page 2 WHEREAS, the City Engineer has prepared and filed with the Governing body of the city plans and specifications for such improve- ments and same have been examined and in all respects approved; and WHEREAS, the present condition of said street5endangers health and safety, and it is necessary that the improvements thereof be proceeded with while the weather will permit and such improvement will be delayed pending the passing and taking effect of this ordinance and such facts constitute and create an emergency; THEREFORE, BE IT ORDAINED BY THE CITY OF COLLEGE STATION: 1. That said plans and specifications prepared by the City Engineer and now on file with the City be and the same are hereby adopted and approved. 2. That the City Manager be and he is hereby directed to advertise for sealed competitive bids for the making and construction of such improvements, such advertisement to be made by causing notice to be published in a newspaper published in and of general circulation in the City of College Station, Texas, such publications to be made at least two times, and the first publication to be made at least fourteen days before the date stated therein for the receipt of bids. Such publication shall be made in such papers and circulation as the City Manager may deem desirable, but publication in such newspaper in the City of College Station shall be sufficient whether or not any other notice or advertisement be given or made. 3. The condition of said streets endangers health and safety and it is necessary that the improvements thereof be proceeded with while the weather will permit and such improvement is being delayed pending the passing and taking effect of this ordinance, and such facts constitute and create an emergency and an urgent necessity requiring that the rules and charter provisions be suspended, and this ordinance is passed and shall take effect as an emergency measure.
