A. Anderson Mayor A. L. Rosprim Councilman A. P. Boyett Councilman Bill J. Cooley Councilman Homer B. Adams Councilman Robert R. Rhodes Councilman Dr. O. M. Holt Mayor pro tem Ran Boswell City Manager Don Dillon City Attorney Charles F. Richardson City Secretary being present and passed the following ordinance: AN ORDINANCE APPROVING AND ADOPTING PLANS AND SPECIFICATIONS FOR IMPROVEMENT OF CERTAIN PORTIONS OF WINDING ROAD, LANGFORD STREET, FIRST STREET, PARK PLACE, LIVE OAK STREET, SPRUCE STREET, KERRY STREET, AND SUNDRY OTHER STREETS AND PLACES IN THE CITY OF COLLEGE STATION, TEXAS, AND DIRECTING ADVERTISEMENT OF BIDS FOR SUCH IM- PROVEMENTS, AND DECLARING AN EMERGENCY. WHEREAS, the governing body of the City of College Station, by ordinances passed on the 27th day of February, and the 27th day of March, 1967, ordered and provided for the improvement of certain portions of Winding Road, Langford Street, First Street, Park Place, Live Oak Street, Spruce Street, Kerry Street, and sundry other streets and places in said City and defined and designated in said ordinance as the District to include the streets commencing at the intersection of Winding Road and Caudill Street thence in a northeasterly direction along Winding Road until same intersects Langford Street, and commencing at the intersection of Winding Road and South Dexter Drive thence in a southeasterly direction along Winding Road until same intersects County Road, and commencing at the intersection of Langford Street and Winding Road thence in a northwesterly direction along Langford Street until same intersects Orr Street and commencing at the intersection of First Street and Patricia Street thence in a northwesterly direction along First Street until same intersects the city limits, and commencing at the intersection of Park Place and Lee Avenue thence in a southwesterly direction along Park Place until same intersects South Dexter Drive, and commencing at the intersection of Live Oak Street and Highway No. 6 thence in a northeasterly direction along Live Oak Street until same intersects Turner Street, and commencing at the intersection of Spruce Street and First Street thence in a northeasterly direction along Spruce Street until same intersects Boyett Street, and commencing at the intersection of Park Place Street and alley between Timber Street and Lee Avenue thence in a southwesterly direction along Park Place Street until same intersects Lee Avenue,and commencing at the intersection of Kerry Street and Fairview Avenue thence in a northeasterly direction along Kerry Street until same intersects West Dexter Drive; and 01235 Ordinance No. 517 April 24, 1967 Page 2 WHEREAS, the City Engineer has prepared and filed with the governing body of the city plans and specifications for such improvements and same have been examined and in all respects approved; and WHEREAS, that present condition of said streets endangers health and safety, and it is necessary that the improvement thereof be proceeded with while the weather will permit and such improvements will be delayed pending the passing and taking effect of this ordinance and such facts constitute and create an emergency; THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION: 1. That said plans and specifications prepared by the City Engineer and now on file with the City be and the same are hereby adopted and approved. 2. That the City Manager be and he is hereby directed to advertise for sealed competitive bids for the making and construction of such improvements, such advertisement to be made by causing notice to be published in a newspaper published in and of general circulation in the City of College Station, Texas, such publication to be made at least two times, and the first publication to be made at least fourteen days before the date stated therein for the receipt of bids. Such publication shall be made in such papers and circulation as the City Manager may deem desirable, but publication in such newspaper in the City of College Station shall be sufficient whether or not any other notice or advertisment be given or made. 3. The condition of said street endangers health and safety and it is necessary that the improvements thereof be proceeded with while the weather will permit and such improvement is being delayed pending the passing and taking effect of this ordinance, and such facts constitute and create an emergency and an urgent necessity requiring that the rules and charter provisions be suspended, and this ordinance is passed and shall take effect as an emergency measure.
