Historic ` ) reservation Committee January 8, 1999 Mayor Lynn Mcllhaney College Station City Council Members 1101 TexasAvenue College Station, Texas 77840 Honorable Mayor and Council Members: Your city's Historic Preservation Committee heartily commends the recent action by the Planning and Zoning Commission in denying permission to petitioners seeking to expand a parking lot behind the Rother's /Loupot's shopping area in the Southside neighborhood. Preserving the single - family characteristic of this neighborhood clearly remains a high priority with the Planning and Zoning Commission, the City of College Station, and the Historic Preservation Committee. In a related matter, in 1989 the City rezoned from R -1 to R -6, a very small parcel behind the same shopping area. Subsequently, P &Z recommended that the parcel be • rezoned back to R -1, thus keeping intact the comprehensive R -1 condition for the entire residential Southside neighborhood. To date, however, the R -6 zoning remains in effect and needs changing. As part of our overall responsibility for advising the Mayor and City Council on matters of particular importance in College Station's historic neighborhoods, the Historic Preservation Committee urges the Council of the City of College Station to: 1. Support the Planning and Zoning Commission's decision (December, 1998) to deny permission to petitioners seeking to expand a parking lot behind the Rother's /Loupot's shopping area in the Southside neighborhood; and 2. Support the rezoning (from R -6 to R -1) of the very small parcel behind the same shopping area, thereby reestablishing the complete single - family character of the entire residential area of the Southside neighborhood. *�* T.O. Box 3000 Bryan, Texas 77805 -3000 Letter to the Editor: One of the issues that voters will make a decision on during the May 1 election, is the Munson Avenue issue. In order to make a well informed decision, voters need to be provided with information on all aspects of the issue. One aspect that needs to be considered is the • historical nature of the "Eastgate" Neighborhood, of which Munson Avenue is a part, and the historical aspects of Munson Avenue itself. Eastgate was one of the earliest College Station neighborhoods and there are seven homes on Munson Avenue that have College Station historical plaques. In addition to these homes, there are a number of other homes on the street that have historical significance. Homes are designated as historical by the city's Historic Preservation Committee, based upon age, architectural significance, or the contributions of their residents to the city or to the area's history. The Eastgate area was home to many distinguished early residents, whose contributions to College Station were immeasurable. Actions such as widening Munson Avenue, can have a detrimental effect on the preservation of these homes and the neighborhood itself. The city of College Station and its citizens need to protect historic neighborhoods. Progress and expansion of a city is natural and necessary for the economic health of an area, however, respect for history and the past should not be neglected in this expansion. Cities which have wonderful historic districts, such as New Orleans, Vicksburg, and Williamsburg, made the commitments early in their development to preserve their heritage. College Station, which is relatively youthful as a city, has the opportunity to make the same commitment. The following members of the Historic Preservation - Committee therefore, urge voters to consider the impacts of actions regarding Munson Avenue as it pertains to the preservation of the history of College Station when they cast their ballots. Although the volume of hazardous freight has increased, passenger rail traffic has decreased (vanished). I would like to offer the following observations: 1. During my career in architecture, I have had the opportunity to travel to a great number of cities in both the United States and abroad. As cities grow, the need for public transportation increases. Most of the really great cities have passenger rail systems connecting the central areas of town to the fringe areas. 2. If the train tracks through College Station are removed, at great • expense, it can't be long before we would like to have them back. The city of College Station has historical ties to the train tracks and "lost" Station. We should encourage planners to consider grade separation for the tracks, such as the one at University Drive as an acceptable alternative to track removal. If the freight trains must go, so be it. But, retain the passenger rails. The amount of traffic by rail dividing the A &M Campus is inconsequential compared to the continuous flow of traffic on Welborn Road. Principals 3. That report is too vague and restrictive and is much too anti - student/renter. I expressed my position to Mike Luther ig' a letter to him dated October 29, 1997. I also had an opportunity to express my views at a City Council Workshop meeting on January 22, 1998, when the report was presented to them for consideration. I will deliver copies of my letter and the presentation to the Workshop session to HPC members. I don't have a scanner and propably couldnn't work it if I had one. ft In view of my feelings, I support Sharon Carlson's suggestion (e -mail, 11 -4 -99) to make our presentation to the Council more definitive and more applicable from a city -wide standpoint.
