Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES College Station City Council Special Budget Workshop Meeting Thursday, August 28, 2001 at 3:00 p.m. City Hall Council Chambers COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Pro Tem Mariott, Councilmembers Massey, Silvia, Hazen, Garner, Maloney STAFF PRESENT: City Manager Brymer, Assistant City Manager Brown, Assistant to the City Manager Brandenburg, City Attorney Cargill, Jr., City Secretary Hooks, Public Utilities Director Woody, Director of Fiscal Services Cryan, Budget and Strategic Planning Manager Kersten, Public Works Director Smith, OTIS Director Piwonka Mayor Mcllhaney called the meeting to order at 3:08 p.m. All councilmembers present. Agenda Item No. I - Discussion and possible action on FY 2001-2002 Annual Budget. Budget and Strategic Planning Manager Jeff Kersten explained key budget items in the following funds: Electric Fund, Water Fund, Wastewater Fund, Sanitation Fund, Drainage Utility Fund, Parking Enterprise Fund, and BVSWMA Fund. Council directed staff to designate a future workshop meeting to cover topics related to underground utilities, infill policy, landscaping and streetscape policies. No action was taken. Agenda Item No. 2 - Presentation~ discussion~ and possible action on the wastewater rate study results. Fiscal Services Director Charles Cryan made a presentation on the results of the wastewater rate review and cost of service study. He stated that the proposed rates would achieve the following: Council Budget Meeting 8/28/01 Page 2 · Increase use of volume based charges (increases maximum residential volume from 8,000 gal per month to 9,000 gal) · Increases revenues from residential and commercial customers more than multifamily · Approximately 1/2 of residential customers will receive increases greater than 7% · Achieve 7% overall increase in revenues In summary, the following items were highlighted: · Revenues increase by 7% · Approximately 1/2 of all residential customers will have increases greater than 7% · We will need approximately a 7% revenue increase again next year · Proposed rates do not address all cost of service issues at one time · Council policy guidance is to continue toward cost of service -- probably over the next 5 years No action was taken. Agenda Item No. 3 -- Presentation, discussion~ and possible action to call a public hearin~ for September 13~ 2001 on ad valorem tax rate of $0.4777 per $100 valuation for FY 2001- 2002. Mayor Pro Tem Mariott made a motion to designate September 13 for a public hearing on the ad valorem tax rate of $0.4777 per $100 valuation for FY 2001-2002. Motion seconded by Councilman Silvia, which carried unanimously, 7-0. Universal Computer Services, Inc. possible expansion Mayor Mcllhaney announced that the City Council would convene into executive session pursuant to Sections 551.071 and 551.086 of the Open Meetings Act, to seek the advice of the city attorney and to consider economic development negotiations. Agenda Item No. 5 -- Final action on executive session. Council returned to the workshop meeting at 7:35 p.m. No action was taken from executive session.
