Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES College Station City Council Special Budget Workshop Meeting Wednesday, August 22, 2001 at 3:00 p.m. City Hall Council Chambers, 1101 Texas Avenue College Station, Texas Mayor McIlhaney called the workshop meeting to order at 3:05 p.m. with Councilmember Hazen absent. COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Protem Mariott, Councilmembers Silvia, Massey, Maloney, Garner STAFF PRESENT: City Manager Brymer, Assistant City Manager Brown, Assistant to the City Manager Brandenburg, City Attorney Cargill, Jr., City Secretary Hooks, Director of Information and Technology Services Piwonka, Human Resources Director O'Connell, Budget and Strategic Planning Manager Kersten, Public Utilities Director Woody, Fire Chief Giordano, Parks Operation Superintendent Bingham, Economic Development Director Foutz, Director of Development Services Callaway, Director of Public Works Smith A~,enda Item No. 1 -- Presentafion~ discussion, and possible action on FY 2001-200~ Proposed Budget. Budget and Strategic Planning Manager Jeff Kersten reviewed the general fund, governmental funds, and debt service fund. Discussion was held on the general fund related to the pay and benefits section of the budget in the amount of $1.4 million and $300,000 for health benefits. Tom Brymer explained the $150,000 proposed for representative art in public places. One significant purchase is the art sculpture created by a local artist for placement at Wolf Pen Creek. Other key service level adjustments related to Police and Fire Equipment, Additional Animal Control Officer, Street Maintenance Service Level Increase, and Thomas Pool Special Budget Meeting 8/22/01 Page 2 Renovation. Council discussed a service level adjustment submitted from the Library for additional personnel to staff new business hours as well as current services. Fire Chief Giordano responded to questions by Councilmembers about the personnel costs for Fire Station No. 5. Mr. Kersten highlighted the project cost and allocation of monies in future budgets. The general fund budget also provided for Fire Station No. 5 operations and maintenance costs in the amount of $229,583 and Veteran's Park operations and maintenance costs in the amount of $219,404. Mr. Kersten discussed the general fund tax rate for these two capital projects is the equivalent of $1.84 cents. An assumption was also mentioned about the potential revenues that may be generated by increases in the parks and development fees. No action was taken. A~,enda Item No. 2 -- Presentation~ discussion and possible action on the interim CIP for FY 2001-2002. The transportation projects proposed in the interim Capital Improvement Plan included: Greens Prairie Road Widening Dartmouth Extension University Drive Widening (Design Only, Cost shared with Bryan) Ban'on Road Overpass Total $4,369,000 $3,600,000 $247,000 $675,000 $8,891,000 Council supported the projects outlined above. No action was taken. Aeenda Item No. 3 - Presentation~ discussion and possible action on FY 2001-2002 ad valorem tax rate options. Mayor Protem Mariott made a motion to direct staffto advertise the debt ad valorem tax rate at 29.31 cents per $100 valuation. Motion seconded by Councilman Silvia, which carried unanimously, 6-0. FOR: Mcllhaney, Mariott, Garner, Massey, Silvia, Maloney AGAINST: None ABSENT: Hazen Mr. Kersten reviewed the tax rate adoption calendar. Special Budget Meeting 8/22/01 Page 3 Agenda Item No. 4 - Executive Session At 5:00 p.m., Mayor McIlhaney announced that the city council would convene into the executive session pursuant to Section 551.074 of the Open Meetings Act to consider the evaluation of public officers. Personnel {Gov't Code Section 551.074} a. Planning and Zoning Commission Aeenda Item No. 5 -- Action on executive session. Councilman Hazen arrived to the meeting. Council concluded the executive session and returned to the workshop meeting at 5:30 p.m. The following motions were made. Councilman Massey made a motion to appoint Kyle Hawthorne and Ron Kaiser to the Planning and Zoning Commission. Motion seconded by Councilman Garner, which carried unanimously, 7-0. Councilman Massey made a motion to appoint Rick Floyd as Chairman of the Planning and Zoning Commission for one year. Motion seconded by Councilman Garner, which carried 6-1. FOR: McIlhaney, Mariott, Garner, Massey, Silvia, Maloney AGAINST: Hazen No other action was taken.
