Call meeting to order. 2. Executive Session will be held in the Administrative Conference Room. Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. August 8, 2011 City Council Special Item No. 3 Sunset Review Commission To: David Neeley, City Manager From: Sherry Mashburn, City Secretary Agenda Caption: Presentation, possible action, and discussion on recommendations by the Sunset Review Commission, and appointing Councilmembers to boards and commissions. Recommendation: Staff recommends approval of the commission’s recommendations. Summary: The Sunset Review Commission will meet on August 8 at 5:30 to receive new information on a couple of boards and will be presenting their recommendation to the Council at the 7:00 meeting. Also at this meeting, the Council will appoint fellow Councilmembers to various community boards and commissions. Vacancies that need to be filled by Councilmembers are as follows: · Audit Committee: 1 vacancy (Councilmember Mooney was appointed as interim until the Council could further discuss and consider all appointments) · Lick Creek Park Nature Center Advisory Committee: 1 vacancy · Transportation Committee: 1 vacancy, will also serve on Bicycle, Pedestrian & Greenways Advisory Board Also, for your information, here is the list of councilmembers that are currently serving on boards: · Arts Council: Lyles · Audit Committee: Berry, Fields · Brazos Co. Health Dept.: Lyles, Berry · BVCOG: Berry · BVWAC: Fields · CVB: Ruesink · Intergovernmental: Berry, Ruesink, Lyles · MPO: Berry · RVP: Berry, Ruesink · Sister Cities: Ruesink At the July 25 meeting, Mayor Berry recommended that everyone resign from their current board to allow Councilmembers an opportunity to broaden their experience and bring fresh perspectives to the boards. Those boards that require the Mayor’s presence will not be affected. Financial Summary: Although not quantifiable, there is considerable fiscal impact of staff time – preparing and presenting reports, presentations, building use, materials and supplies. Attachments: None 4 August 8, 2011 City Council Special Agenda Item No. 4 Public Hearing Senate Bill 100 To: David Neeley, City Manager From: Sherry Mashburn, City Secretary Agenda Caption: Public Hearing, presentation, possible action, and discussion regarding the impacts of Senate Bill 100 and its effects on future City elections. Summary: The Council heard a presentation and held a Public Hearing on Senate Bill 100 at their July 25, 2011 Regular Meeting. Council consensus was to hold one more Public Hearing to receive additional public comment regarding whether to continue with three-year staggered terms and moving the election date to November, or to hold a charter amendment election to consider four-year staggered terms in May of odd-numbered years, with term limits of tow terms (eight years). If the Council decides to hold a charter amendment election this November, they must call the election at the August 11 Regular Meeting and provide the ballot language to the County Clerk by August 12, 2011.
