Call meeting to order. 2. Executive Session will be held in the Adn~inistrative Conference Room. Consultation with Attorney f Gov't Code Section 55 1.071 ); possible action. The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Presentation, possible action and discussion regarding the renewal of the Inter-local Agreement establishing the Community Emergency Operations Center which will be staffed by a collaborative effort between Brazos County, the cities of College Station and Bryan and Texas A&M University for a cost to the City of College Station of $60,592.89 for the lease agreement for the first year, this proposal is in support of the lease ending April 17,201 8. May 24, 2012 Workshop Agenda Item No. 5 Regional Partner Report: Research Valley Partnership To: David Neeley, City Manager From: Frank Simpson, Deputy City Manager Agenda Caption: Presentation, and discussion on a report from the Research Valley Partnership regarding the activities of the organization. Recommendation(s): Receive presentation from the RVP. Summary: During the May 14 Workshop, staff provided City Council an update regarding its Strategic Plan planning process. As part of the Diverse Growing Economy initiative, several of the City’s regional partners are scheduled to make presentations before City Council regarding their ongoing work efforts. Todd McDaniel will brief City Council regarding the Research Valley Partnership. Budget & Financial Summary: N/A Attachments: N/A 5 May 24, 2012 Workshop Agenda Item No. 6 Arts Council of Brazos Valley Presentation To: David Neeley, City Manager From: Jeff Kersten, Executive Director Business Services Agenda Caption: Presentation, and discussion on a report from the Arts Council of Brazos Valley regarding the activities of the organization. Recommendation(s): Staff recommends the City Council receive the report. Summary: The City Council has a expressed a desire to hear periodic reports from the Contract Partner Agencies funded by the City. Chris Dyer, Executive Director of the Arts Council of Brazos Valley will provide a report on the activities of the Arts Council of Brazos Valley for the current fiscal year. Budget & Financial Summary: The City provides $300,550 in funding to the Arts Council. $100,550 from the General Fund is for Operations and Maintenance, and $200,000 from the Hotel Tax Fund is for Affiliate Funding. Attachments: N/A 6 May 24, 2012 Workshop Agenda Item No. 7 Community Emergency Operations Center To: David Neeley, City Manager From: Robert Alley, Fire Chief Agenda Caption: Presentation, possible action and discussion regarding the renewal of the Inter-local Agreement establishing the Community Emergency Operations Center which will be staffed by a collaborative effort between Brazos County, the cities of College Station and Bryan and Texas A&M University for a cost to the City of College Station of $60,592.89 for the lease agreement for the first year, this proposal is in support of the lease ending April 17, 2018. Recommendation(s): Staff recommends approval of the resolution on the consent agenda. Summary: The Community Emergency Operations Center has been in operation since April 2008. The CEOC was established after the devastating effects of Hurricanes Katrina and Rita impacted the Texas Coastline and specifically our community in the summer of 2005. The ILA describes the operational, management and other technological aspects of the relationship between the jurisdictions involved. The ILA has established a Policy Advisory Board so that all partners will have an equal voice in the management of the CEOC. Each Jurisdiction currently houses their emergency management staff at this location for better coordination, response and reduction of operational costs. 75% of the staff assistant position employed by the City of College Station is reimbursed equally from the other 3 parties. This ILA is in support of an Office Lease Agreement between the City of Bryan and Astin Redevelopment the Landlord for the Wimberley Building. Budget & Financial Summary: The funding for the City of College Station portion of the Staffing and Operations of the Community Emergency Operations Center is in the FY12 Budget and is in the FY13 Target Budget at this time.
