SUBJECT: WOODLANDS OF COLLEGE STATION (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, January 16, 2006 at 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, February 2, 2006 at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
Two (2) 24"x36" copies of the revised final plat;
Twelve (12) 11"x17' copies of the revised final plat;
Parkland Dedication must be submitted prior to the filing of the final plat;
One (1) Mylar original of the revised final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
sgriffin@cstx.gov
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed your project will not be scheduled for a Planning & Zoning Commission
meeting. Your project may be placed on a future agenda once all the revisions have been made

Since the property includes previously platted property, the title should read `Final Plat and
Replat.'
01. An index sheet of a scale of 500 feet per inch ( larger)is required for plats with multiple
f sheets.
Please use the same scale on sheets 1 and 2.

, - Please remove the language "Preliminary: For Public Agency Review" from the Surveyor's
Certificate and the bottom of the sheets.
6. Please add a signature line for the Planning & Zoning Commission Chairman under the
Planning & Zoning Commission's Certificate.
7. The title block and application state that the plat is comprised of 90.69 acres. When I add
up the lots, the total is 90.638 acres, and the Preliminary Plat shows only 90.62 acres.

q 8. New tax certificates are needed to show that the taxes have been paid on all property.
I only see tax certificates for approximately 82 of the 90 acres.
10 The property owner shown on the plat does not match what is shown on the tax certificates.
' t ' !The maximum block length for non-single family residential subdivisions is 800 feet. A

variance requested and any supporting information.
12. The 40' PUE called out on sheet 2, at the southern end of Lot 3 has an extra 'utility' in the
title.
LIi Please label the easement on the northeast side of the property on sheet 1.
1-4 Public sidewalks are required on Southwest Parkway, Wellborn Road, and Harvey Mitchell
Parkway. Sidewalks are not required on sections roadway that have open ditch drainage.
Please indicate where existing sidewalks or existing roadway ditches are located.
MR Note #7 on the plat states that the hike/bike trail will be dedicated by separate instrument.
Proposed language is not permissible on a final plat. The hike/bike trail should be in either
a public easement or public right-of-way. Why is this not being dedicated with the final plat?
0. The portion of Christine Lane that is adjacent CSISD property and was included with the
preliminary plat is shown in the vicinity map. Is it intended to be included with this plat?
17. Comment from TxDOT: "Access driveways to FM 2818 & FM 2154 must meet TxDOT's
current "Regulations for Access Driveways to State Highways". Regulations are primarily
based on posted speed limits and distances between proposed & adjacent access points.
Where posted speed limits are 50 MPH or greater the required spacing between access
points is 425'; @ 45 MPH the required spacing is 360'. Developer shall coordinate any Site
Access points within TxDOT ROW's with Mr. Karl Nelson, TxDOT Area Engineer, (778-
6233), in connection with the grade separation project (CSJ 2399-01-022) at this
intersection location. Appropriate data will be required for any future work/permits in the
ROW @ this site including drainage, etc."

ENGINEERING
1. As previously noted, an additional meeting regarding the number and length of dead-end
lines is necessary to discuss possible alternatives. Additionally, the Final Plat cannot be
forwarded for Planning and Zoning Commission's consideration until an alignment is agreed
upon and the associated construction plans are revised.
2. Please clarify why the Access Easement stops short of connecting with Wellborn Road.
/ 3. Depict the PUE retained along the bounds of the Christine Lane abandonment.
4. Depict the current FEMA defined floodplain and revise note 2 accordingly.
5. FYI, the associated LOMR data was resubmitted to FEMA. The City ran notice of the
proposed changes to the floodplain in the Bryan/College Station Eagle on December 31,
2005 and January 1, 2006.
V 6. The outermost bounds of the acreage to be platted should be the heaviest of the bold line
types. This should include the 5 ft. ROW dedication along Southwest Pkwy. The
associated "outer plat bounds" bearings and distances should be revised along this ROW
dedication to be consistent.
d 7. The 5 ft. ROW dedication should also extend along the proposed parkland frontage.
v/8. The plat does not appear to close. The "outer plat bounds" distance (2078.89') along
Christine Lane appears incorrect as well.
✓9. To achieve a consistent clockwise call orientation, the bearing of the 38.88' bound near the
high school should be revised to SW.

ENGINEERING
Public Waterline Construction Plans
1. FYI, TxDOT approved the waterline bore plans at FM2818.
2. A TxDOT permit for the proposed waterline connection at Wellborn Road is
necessary before the waterline plans and associated Development Permit
can be issued.
3. Call out the gate valves in Plan and Profile. Additionally, provide a valve in
the vicinity of Sta. 50+00.
4. Provide air relief valves at Sta's 9+75 and 29+10.
5. Provide a bend at Sta. 52+30.
6. The carrier line and encasement at the FM2818 bore do not match the
associated approved TxDOT permit.
7. An additional meeting regarding the number and length of dead-end lines is
necessary to discuss possible alternatives.
8. Fire Hydrants must be supplied by a minimum of a 6-inch waterline. The
fireline beyond the hydrant may be reduced if appropriate to 4 or 3-inch to
the building.
9. FYI, if the backflow assembly is inside the proposed building, the associated
PUE should extend to the proposed slab edge. If the backflow assembly is
outside the building, the PUE should extend the "beginning" external
backflow assembly vault edge. All backflow assemblies must meet the
University of Southern California "List of Approved Backflow Prevention
Assemblies".
10. Revise the Fire Flow Analysis to reflect or clarify:
a. fire flow demands are dictated by the Fire Code based on building size,
construction type, and sprinkling,
b. the proposed 12-inch line at FM 2818,
c. 20 fire hydrants,
d. provide the layouts depicting junctions and pipes, and
e. location of pipe sizes 0.5-feet and 0.67-feet.
f. FYI, should the layout change (per note No. 7) revise the analysis
accordingly.
11. Provide double 45 bends in lieu of 90 bends at Sta's such as: 16+40*,
29+96, 43+15, 46+97, 71+46, 76+53, 78+61, as well as the firelines.
12. Provide an associated Engineer's Estimate.
Public Sanitary Relocation Construction Plans
13. FYI, the associated Development Permit is approved and ready for pick-up.
14. FYI, the relocation of the public sanitary line will require an easement
abandonment through City Council. This is not required for the preliminary
plat. However, the general process is as follows:
a. Preliminary Plat should depict the portion of the easement"proposed to
be abandoned'; and the proposed portion if applicable
b. Submit a blanket easement
c. Construction Plans submitted, approved, built, and accepted
d. Abandonment forwarded to Council for their consideration, which is
conditioned on the Final Plat approval- with the abandonment depicted
by metes and bounds per the application
e. Final Plat approved and filed— with the abandoned easement depicted
and noted
f. Blanket easement released
15. Provide 5 additional sets of plans —this will return one set to you.
16. Provide an associated Engineer's Estimate.
FEMA Letter of Map Revision
17. Provide the re-submittal items requested the FEMA letter dated October 11,
2005. Additionally, the City is also, working on relevant items listed in the
letter.
18. Provide a check in the amount of $251.62 for the newspaper advertising
cost associated with the FEMA floodplain modification public notice.

ENGINEERING
1. In general, these comments are not complete and the associated Site Plan
documents were not fully reviewed due to floodway encroachment, easements
needed to be added and removed, additional detail on water lines including
hydrants, meters, and fire flow, as well as additional grading information
needed for the retaining walls, need for all sanitary to be made private, etc.
2. Similarly, all proposed sanitary, except the existing public line to be relocated,
should be private where easements as well as plan and profile is not required
and is constructed to Building Code specifications such as clean outs are
allowed. You may consider breaking out the looped portion of the waterline
not necessary for the plat to expedite filing.
3. Break out the construction plan sheets separate from the site plan sheets.
Construction Plans should just include public water, relocated public sanitary,
and the associated erosion control. The remainder would be site plan
documents including driveways, bridge, private sanitary, retaining walls,
erosion control, etc.
4. TxDot permits are required for all work in the state ROW such as the water line
tie ins and the driveway aprons. The water bore for 2818 must be resubmitted
to submit to TxDot.
5. FYI, all proposed construction/site plan will be analyzed with the floodplain as
regulated at the time by FEMA.
6. Sheet C6 —Verify the alignment of proposed drive with opposite existing drive.
Provide typical commercial drive apron radius and drive widths (on all sheets).
7. Sheet C7 / C40 — A LOMR will be required for the proposed drive should the
current LOMR submittal be accepted. Prove additional structural details for the
headwall culvert extension at Sta. 10+48.
8. Sheet C8 — To avoid the floodway encroachment, the floodway would need to
be spanned (as in note #5) such that the clear span is atleast 165 ft and the
bottom bridge deck is above 281.8 ft with no piers. Otherwise, the submitted
LOMR must be approved to take advantage of the reduced floodway and
elevation. Similarly, the requirement of this 2nd access in relation to the Site
Plan is under the perview of the Fire Marshall and the Fire Code in regard to
the number and size of units and whether or not the units are sprinkled.
9. Provide gate valves every 800 ft and at all but one leg of each tee and cross.
Fire lines, hydrants, and meters for the Site Plan should be designed and
valves appropriately located as to isolate fire lines and keep adjacent hydrants
"live". Additional PUEs will need to be extended within 5 ft of buildings for fire
lines. Example of gate valve locations may be as follows: Sta's 1+00, 8+00,
16+00, 19+20(2), 21+30(2), 24+65(2), 30+00(2), 35+80(2), 44+00, and 52+00.
Additionally, 1" and 2" services may be tapped without and inline gate valve in
the main, however 3" or larger services or public lines shall be provided with
tee and an inline gate valve on the main.
10. All water lines should be C-909.
11. Creek crossings should be shallowed to minimize adjacent line depth
maintaining a 2 ft cover from creek flowline to encasement. Waterline in
excess of 8 ft in depth requires a 20 ft PUE. (ie — Sta's 6+00, 15+00, and
50+00).
12. Provide air relief valves at Sta's 9+75 and 29+10.
13. C20 — Sta. 52+30 — A bend may be required. 14 inch water line is not
standard. A 12 inch carrier line will have an associated 20 inch encasement
per the Technical Specifications. Note that this requires a mechanical bore in
accord the Technical Specifications.
14. Fire flow demands will be dictated by the Fire Code base on building size and
construction type and whether it is sprinkled and a possible associated Fire
Marshall reduction in the case of sprinkling. Some buildings may require
multiple hydrant coverage. Please revise Fire Analysis.
15. FYI, it was determined that Christine Lane would be abandoned by Council.
16. 1Plat: A public waterline from FM2818 to SW Pkwy must be constructed, or
bonded.
17. Though not required, for a clean plat you may want to relocate or abandon the
existing sanitary sewer line, abandon Christine Lane, and abandon the
electrical easements (these will require the dedication of a temporary blanket
utility easement).
__Id...Site Plan Comments]: Proceeding beyond the current floodway will require the
necessary LOMR approval(s).
19. Regarding the number of units and sprinkling, the Fire Marshall will determine
if a secondary access is required with the initial phase.
20. The necessary TxDOT permits will be required.
21. The plat must be file prior to site plan approval.
22. The necessary aban onments must be approved by Council.
23. Building Permit comment • the plat must be filed and the site plan approved,
Lprior to issuance.
24. Fire protection and paved access(es) must be constructed prior to the issuance
of a full building permit or before any combustibles are brought on site.

PLANNING
1. The County Clerk's certificate is missing language. This has been added but the phrase
"Official Records of Brazos County" shall read as "Deed Records of Brazos County" per the
Subdivision Regulations.
2. Please add a signature line for the Planning & Zoning Commission Chairman under the
Planning & Zoning Commission's Certificate. This has been added, but is not formatted
correctly. The "attest" should be associated with the signature for the City Secretary, and
the signature line for the Chairman should be tabbed to the right side of the block.
3. The 40' PUE called out on sheets 2 and 3, at the southern end of Lot 3 still has an extra
'utility' in the label.
4. Per Electrical comments, developer will provide a 20-foot PUE around the perimeter of the
property, including the Wellborn Road (and Harvey Mitchell) frontage, for the Lot 1 (43.48
acre parcel) and Lot 2 (33.66 acre parcel).

1. The easements for the proposed public water line should be removed at this time, and
temporary blanket easement dedicated. After approval of the construction plans for the
waterline, the specific easements must be dedicated. This dedication should be added
to the Final Plat ahead of filing.
2. Place a 20' PUE around the perimeter of the entire property at this time.
3. Remove the proposed floodplain and depict the current floodplain and floodway per
FEMA - and revise note number 4 accordingly.
4. The plat does not appear to close. Please contact Sven Griffin at (979) 764-3570.
5. The match-line between Lots 2 and 3, and the extension across the Lot 2 "panhandle"
should not be as bold as the outer bound.
6. Please place additional PUE labels for the abandoned Christine Lane PUE as well as
the survey calls for the northernmost associated "chamfer".
7. Resubmit the associated construction plans for the 12" waterline in accordance with
Master Utility Plan. FYI, comments regarding the waterline alignment per the latest Site
Plan are forthcoming.

1. The easements for the proposed public water line should be removed at this
time, and temporary blanket easement dedicated. After approval of the
construction plans for the waterline, the specific easements must be dedicated.
This dedication should be added to the Final Plat ahead of filing.
2. Place a 20' PUE around the perimeter of the entire property at this time.
3. Remove the proposed floodplain and depict the current floodplain and floodway
per FEMA - and revise note number 4 accordingly.

documents were not fully reviewed due to floodway encroachment, easements
needed to be added and removed, additional detail on water lines including
hydrants, meters, and fire flow, as well as additional grading information
needed for the retaining walls, need for all sanitary to be made private, etc.
2. Similarly, all proposed sanitary, except the existing public line to be relocated,
should be private where easements as well as plan and profile is not required
and is constructed to Building Code specifications such as clean outs are
allowed. You may consider breaking out the looped portion of the waterline not
necessary for the plat to expedite filing.
3. Break out the construction plan sheets separate from the site plan sheets.
Construction Plans should just include public water, relocated public sanitary,
and the associated erosion control. The remainder would be site plan
documents including driveways, bridge, private sanitary, retaining walls, erosion

PLANNING / ENGINEERING
1. Application states name of plat is "Dovetail Subdivision", the title block on the plat shows
"The Woodlands of College Station". Please reconcile name of plat.
2. TxDOT's Comments:
The Woodlands of College Station (Prelim. Plat) (FM 2818) (FM 2154) -Access driveways to
FM 2154 & FM 2154 must meet TxDOT's current regulations for Access Driveways to State
Highways". Regulations are primarily based on posted speed limits and distances between
proposed & adjacent access points. Where posted speed limits are 50 MPH the
required spacing between access points is 425'; for 45 MPH the spacing is 360'. Where
driveway spacing is insufficient joint access will be required. Access to a tract of land can not
be denied unless access rights are purchased. However, because of roadway design
constraints access points may be prescribed. Due to an ongoing TxDOT Project (2399-01-
022) @ this intersection the Developer or his representative should contact the TxDOT Bryan
Area Office (778-6233) to discuss various potential access points & alternatives.
Appropriate data will be required for any future permits @ this site.
3. Sanitation (Solid Waste) is ok with this project.
4. The Schick and Butler tracts contain greenway per the City of College Station Greenways
Master Plan. This greenway is classified as a "suburban greenway", the primary function of
which is to provide for flood control, recreation and transportation, and to serve economic
and aesthetic purposes. We would like to see this area, or the revised floodplain per the
proposed flood study, be dedicated as either a publicly owned greenway or privately owned
greenway.
5. This greenway has a hike and bike trail traversing it per the City of College Station Bikeway
and Pedestrian Master Plan. Our comments have included a request for a public corridor
(either through a greenway dedication or a bike and pedestrian access easement) to ensure
connectivity with our hike and bike trail system. This trail is known as "Bee Creek Trail-
Northwest" and is a high priority trail per our Bike and Hike Task Force. Bee Creek Trail-
Northwest can run either along the Christine Lane ROW or the greenway, though we would
prefer to see it along the greenway. The City does have funds to assist with the
development of this trail. We made the applicant aware of this at the time we began
meeting on this project.
6. Lot 4 should be labeled either Parkland dedication or Lot 4, pending the outcome of the
Parks Board meeting to address this project on September 13, 2005.
7. Mr. Bob Lander's letter dated August 18, 2005 is not signed. Please provide an original,
signed letter. Additionally, provide evidence of ownership or signing authority for both tracts
from the current owner.
8. FYI: The relocation of the public sanitary line will require an easement abandonment
through City Council. This is not required for the preliminary plat. However, the general
process is as follows:

d) Abandonment forwarded to Council for their consideration, which is conditioned on the Final
Plat approval- with the abandonment depicted by metes and bounds per the application
e) Final Plat approved and filed- with the abandoned easement depicted and noted
f) Blanket easement released
9. With regard to the Construction Plans for the Sanitary Sewer:
a) The proposed horizontal alignment should be revised to provide a greater separation
from the bank of the creek. It may be advisable to relocate the line to follow the
proposed drive in accordance with the tentative site plan — it appears there would be an
associated cost saving as this could be accommodated without an additional manhole
and a shorter length of line.
b) Provide a completed Development Permit application and fee.
10. With regard to the Construction Plans for the Water Line:
a) Connect to the existing 24 inch on the north side of 2818. This will eliminate the
proposed bore under 2818 and should save significant construction costs.
b) If the bore is the only option, the specifications should be in accordance with COCS
Construction Specification No. 110 (i.e. — note: dry mechanical, encasement sizing,
gpmaterial, casing spacers, end seals, etc.)
he Utility Master Plan requires a minimum of an 8 inch extended from the 2818 to
Southwest Pkwy. This line is required for the property to be platted and must be
depicted on the Preliminary Plat. The Utility Master Plan depicts the line location along
the ROW of Christine Lane, however, it can be located internally to be accommodate
the development — such as adjacent to the existing sanitary line, on the east side or to
follow the proposed drive in accordance with the tentative site plan.
10 Provide a fire flow analysis of the proposed ultimate development to determine line size.
As noted above, an 8 inch is the minimum per the Master Utility Plan, however, the
development may necessitate a larger line for adequate fire coverage, fire flows,
maximum velocities, etc.
e) 14 inch is not a standard waterline size locally.
f) If the platting is phased, the temporary dead ends of the proposed waterline will need
flushing consideration of blow-offs or fire hydrants in accordance the design guidelines.
g) Provide valves in accordance with the design guidelines.
h) Five sets of plans and TxDOT permit applications are needed to submit to the state for
their review.
i) Complete a Development Permit application with the associated floodplain certifications.
11. With regard to the ROW abandonment for Christine Lane:
a) Refer to Joey Dunn's September 8, 2005 letter addressed to Mr. Bob Landers in
reference to access in general as well the proposed ROW abandonment. Please advise
City Staff how the owner(s) wish to proceed.

e) Remove the note on the Preliminary Plat stating Christine Lane is out of the Butler Tract.
The City's abandonment simply abandons ROW and is silent to how property's origin or
to whom the acreage will be transferred. It is up to the owners to properly claim
abandoned acreage.
f) Similarly, Exhibit No. 1 in the Abandonment application will need the associated
reference to origin of Christine Lane removed.
g) Similarly, the abandonment request should no be broken into Tract 1 and 2. References
should be removed from the application and the Preliminary Plat.
h) Exhibit No. 2 should be provided at a larger scale and possibly on legal size sheet for
legibility.
i) Provide the signatures for TXU and Cox on Exhibit No. 3.
j) Additional discussion is necessary on Verizon's note under their signature on Exhibit No.
3 with regard to the 4 inch conduit for future development.
k) Signatures or documentation on contacting the adjacent property owners is required for
Exhibit No. 5.
12. Clarify owner and size of the depicted existing waterline north of Christine.
13. Verify and note that the access panhandle to Southwest Pkwy is part of Lot Two.
14. The mentioned Lot 2 access panhandle to Southwest Pkwy must be aligned in relation to
the "opposite left" approved drive to either match centerlines or have a minimum offset of
125 ft.
15. The floodstudy for the requested Letter of Map Revision has been reviewed and forwarded
to FEMA for their review. General Note No. 2 should be updated. Additionally, the LOMR is
not required for platting. However, Final Plat cannot be approved with the revised floodplain
depicted until FEMA has approved the LOMR.

6. Sheet C6 —Verify the alignment of proposed drive with opposite existing drive.
Provide typical commercial drive apron radius and drive widths (on all sheets).
7. Sheet C7 / C40 — A LOMR will be required for the proposed drive should the
current LOMR submittal be accepted. Prove additional structural details for the
headwall culvert extension at Sta. 10+48.
8. Sheet C8 —To avoid the floodway encroachment, the floodway would need to
be spanned (as in note #5) such that the clear span is atleast 165 ft and the
bottom bridge deck is above 281.8 ft with no piers. Otherwise, the submitted
LOMR must be approved to take advantage of the reduced floodway and
elevation. Similarly, the requirement of this 2nd access in relation to the Site
Plan is under the perview of the Fire Marshall and the Fire Code in regard to
the number and size of units and whether or not the units are sprinkled.
9. Provide gate valves every 800 ft and at all but one leg of each tee and cross.
Fire lines, hydrants, and meters for the Site Plan should be designed and
valves appropriately located as to isolate fire lines and keep adjacent hydrants
"live". Additional PUEs will need to be extended within 5 ft of buildings for fire
lines. Example of gate valve locations may be as follows: Sta's 1+00, 8+00,
16+00, 19+20(2), 21+30(2), 24+65(2), 30+00(2), 35+80(2), 44+00, and 52+00.
Additionally, 1" and 2" services may be tapped without and inline gate valve in
the main, however 3" or larger services or public lines shall be provided with
tee and an inline gate valve on the main.
10. All water lines should be C-909.
11. Creek crossings should be shallowed to minimize adjacent line depth
maintaining a 2 ft cover from creek flowline to encasement. Waterline in
excess of 8 ft in depth requires a 20 ft PUE. (ie — Sta's 6+00, 15+00, and
50+00).
12. Provide air relief valves at Sta's 9+75 and 29+10.

13. C20 — Sta. 52+30 — A bend may be required. 14 inch water line is not
standard. A 12 inch carrier line will have an associated 20 inch encasement
per the Technical Specifications. Note that this requires a mechanical bore in
accord the Technical Specifications. •
14. Fire flow demands will be dictated by the Fire Code base on building size and
construction type and whether it is sprinkled and a possible associated Fire
Marshall reduction in the case of sprinkling. Some buildings may require
multiple hydrant coverage. Please revise Fire Analysis.
15. FYI it was determined that Christine Lane would be abandoned by Council.
16. 1Plat1 A public waterline from FM2818 to SW Pkwy must be constructed, or
bonded.
17. Though not required, for a clean plat you may want to relocate or abandon the
existing sanitary sewer line, abandon Christine Lane, and abandon the
electrical easements (these will require the dedication of a temporary blanket
utility easement).
;_l_dSite Plan Comments Proceeding beyond the current floodway will require the
necessary LOMR approval(s).
19. Regarding the number of units and sprinkling, the Fire Marshall will determine
if a secondary access is required with the initial phase.

PLANNING
1. Since the property includes previously platted property, the title should read 'Final Plat and
Replat.'
2. An index sheet of a scale of 500 feet per inch (or larger) is required for plats with multiple
sheets.
3. Please use the same scale on sheets 1 and 2.
4. The County Clerk's certificate is missing language.
5. Please remove the language "Preliminary: For Public Agency Review"from the Surveyor's
Certificate and the bottom of the sheets.
6. Please add a signature line for the Planning & Zoning Commission Chairman under the
Planning &Zoning Commission's Certificate.
7. The title block and application state that the plat is comprised of 90.69 acres. When I add
up the lots, the total is 90.638 acres, and the Preliminary Plat shows only 90.62 acres.
8. New tax certificates are needed to show that the taxes have been paid on all property.
9. I only see tax certificates for approximately 82 of the 90 acres.
10.The property owner shown on the plat does not match what is shown on the tax certificates.
11. The maximum block length for non-single family residential subdivisions is 800 feet. A
variance will be required. Please submit the required variance fee and a letter stating the
variance requested and any supporting information.
12.The 40' PUE called out on sheet 2, at the southern end of Lot 3 has an extra 'utility' in the
title.
13. Please label the easement on the northeast side of the property on sheet 1.
14. Public sidewalks are required on Southwest Parkway, Wellborn Road, and Harvey Mitchell
Parkway. Sidewalks are not required on sections roadway that have open ditch drainage.
Please indicate where existing sidewalks or existing roadway ditches are located.
15. Note#7 on the plat states that the hike/bike trail will be dedicated by separate instrument.
Proposed language is not permissible on a final plat. The hike/bike trail should be in either
a public easement or public right-of-way. Why is this not being dedicated with the final plat?
16.The portion of Christine Lane that is adjacent CSISD property and was included with the
preliminary plat is shown in the vicinity map. Is it intended to be included with this plat?
17. Comment from TxDOT: "Access driveways to FM 2818 & FM 2154 must meet TxDOT's
current"Regulations for Access Driveways to State Highways". Regulations are primarily
based on posted speed limits and distances between proposed & adjacent access points.
Where posted speed limits are 50 MPH or greater the required spacing between access
points is 425'; @ 45 MPH the required spacing is 360'. Developer shall coordinate any Site
Access points within TxDOT ROW's with Mr. Karl Nelson, TxDOT Area Engineer, (778-
6233), in connection with the grade separation project (CSJ 2399-01-022) @ this
intersection location. Appropriate data will be required for any future work/permits in the
ROW @ this site including drainage, etc."

ENGINEERING
1. As previously noted, an additional meeting regarding the number and length of dead-end
lines is necessary to discuss possible alternatives. Additionally, the Final Plat cannot be
forwarded for Planning and Zoning Commission's consideration until an alignment is agreed
upon and the associated construction plans are revised.
2. Please clarify why the Access Easement stops short of connecting with Wellborn Road.
3. Depict the PUE retained along the bounds of the Christine Lane abandonment.
4. Depict the current FEMA defined floodplain and revise note 2 accordingly.
5. FYI, the associated LOMR data was resubmitted to FEMA. The City ran notice of the
proposed changes to the floodplain in the Bryan/College Station Eagle on December 31,
2005 and January 1, 2006.
6. The outermost bounds of the acreage to be platted should be the heaviest of the bold line
types. This should include the 5 ft. ROW dedication along Southwest Pkwy. The
associated "outer plat bounds" bearings and distances should be revised along this ROW
dedication to be consistent.
7. The 5 ft. ROW dedication should also extend along the proposed parkland frontage.
8. The plat does not appear to close. The "outer plat bounds" distance (2078.89') along
Christine Lane appears incorrect as well.
9. To achieve a consistent clockwise call orientation, the bearing of the 38.88' bound near the

Public Waterline Construction Plans
1. FYI, TxDOT approved the waterline bore plans at FM2818.
2. A TxDOT permit for the proposed waterline connection at Wellborn Road is
necessary before the waterline plans and associated Development Permit
can be issued.
3. Call out the gate valves in Plan and Profile. Additionally, provide a valve in
the vicinity of Sta. 50+00.
4. Provide air relief valves at Sta's 9+75 and 29+10.
5. Provide a bend at Sta. 52+30.
6. The carrier line and encasement at the FM2818 bore do not match the
associated approved TxDOT permit.
7. An additional meeting regarding the number and length of dead-end lines is
necessary to discuss possible alternatives.
8. Fire Hydrants must be supplied by a minimum of a 6-inch waterline. The
fireline beyond the hydrant may be reduced if appropriate to 4 or 3-inch to
the building.
9. FYI, if the backflow assembly is inside the proposed building, the associated
PUE should extend to the proposed slab edge. If the backflow assembly is
outside the building, the PUE should extend the "beginning" external
backflow assembly vault edge. All backflow assemblies must meet the
University of Southern California "List of Approved Backflow Prevention
Assemblies".
10. Revise the Fire Flow Analysis to reflect or clarify:
a. fire flow demands are dictated by the Fire Code based on building size,
construction type, and sprinkling,
b. the proposed 12-inch line at FM 2818,
c. 20 fire hydrants,
d. provide the layouts depicting junctions and pipes, and
e. location of pipe sizes 0.5-feet and 0.67-feet.
f. FYI, should the layout change (per note No. 7) revise the analysis
accordingly.
11. Provide double 45 bends in lieu of 90 bends at Sta's such as: 16+40*,
29+96, 43+15, 46+97, 71+46, 76+53, 78+61, as well as the firelines.

Public Sanitary Relocation Construction Plans
13. FYI, the associated Development Permit is approved and ready for pick-up.
14. FYI, the relocation of the public sanitary line will require an easement
abandonment through City Council. This is not required for the preliminary
plat. However, the general process is as follows:
a. Preliminary Plat should depict the portion of the easement"proposed to
be abandoned'; and the proposed portion if applicable
b. Submit a blanket easement
c. Construction Plans submitted, approved, built, and accepted
d. Abandonment forwarded to Council for their consideration, which is
conditioned on the Final Plat approval-with the abandonment depicted
by metes and bounds per the application
e. Final Plat approved and filed—with the abandoned easement depicted
and noted
f. Blanket easement released
15. Provide 5 additional sets of plans —this will return one set to you.
16. Provide an associated Engineer's Estimate.
FEMA Letter of Map Revision
17. Provide the re-submittal items requested the FEMA letter dated October 11,
2005. Additionally, the City is also, working on relevant items listed in the
letter.
18. Provide a check in the amount of $251.62 for the newspaper advertising
cost associated with the FEMA floodplain modification public notice.
