Project: CULPEPPER PLAZA (REZ) - 05-00500222
PLANNING
1. Interior island areas clustered in Pod 1 must have the majority of the area of
each planted or treated with enhanced paving.
2. Show columns, or provide note to clarify that the colonnade area is not
represented on the site plan.
3. Update elevations to reflect landscape plan plant selections.
4. Provide table to demonstrate compliance with Section 7.9.D Building
Materials, particularly part 3 where a minimum of 25% of the first two stories
of the front or main building(s) façade shall be brick, stone, marble or
granite or a material fabricated to simulate brick or stone (not split face
concrete masonry)...
5. Provide one additional architectural element every 45 feet on the Kohl's
elevation (pilasters provided). The projection with the sign is only one
architectural element, there needs to be another. The south end of the
building nearest Harvey Road also lacks two architectural'elements every
45 feet. One is provided, being pilasters.
6. Provide note/label to indicate subject site and adjoining parcels are zoned
C-1 General Commercial.
7. In Pod 2, per Sec. 7.2.C.2, the 18-foot parking spaces against the adjoining
property line require 4 feet landscape strip.
8. Elevations of Existing Buildings A & C required for final site plan approval;
add note to indicate that the elevations of these will be similar to Existing
Building A and'satisfy NRA requirements.
9. Provide note or table regarding parking allocations.
10.Provide note, as shown for Dominik Drive, to indicate existing right-of-way
on Harvey Road and Texas Avenue South.
11.Show existing drives off site.
12.Show building footprints for Lot 9, Lots 3&4, Lot 2, Lot 1 and Parcel III.
13.On final site plan provide curb and pavement details.
14.Include note to indicate intent to comply with Pedestrian / Bike Circulation &
Facilities items within Section 7.9
15.Final site plan to show easements, utilities, etc.
16.Final Site plan to provide water and sanitary sewer legend.
17.Show fire lanes
18.Will the building(s) be sprinkled?
19.Label /show the loading dock areas / any retaining walls proposed.
20.Indicated proposed dumpster locations.
21.Per 7.4.M.7.b — the additional Kohl's sign may be installed by separate
permit.
22.11 alterations proposed to the existing freestanding sign are such that a
building permit is required, the sign must conform to Sec. 7.4 Signs.

Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review and
consideration by the Planning & Zoning Commission and City Council:
Ten (10) revised site and landscaping plans.
These materials must be received by Monday, December 19th to remain on schedule
for the January 5th Planning & Zoning Commission meeting. If there are comments that
you are not addressing with the revised site plan, please attach a letter explaining the
details. If you have any questions or need additional information, please call me at

PLANNING
1. One of the parallel parking spaces in Pod 2 does not meet requirements nor appear
to be shown as an interior island, although it is not counted in the sum of parking
spaces.
2. A confusing duplication of the rear building line appears to the right of Tables 1 & 2.
3. The throat depth for the main entry does not meet requirements of 130 feet. The
inbound lane merges to the left allowing for the additional landscaping to the right.
Staff recommends an alternative design to avoid driver confusion and improve
safety where the median would continue and extend to the drive aisle adjacent to
Pod 4. The "lost" landscaping area could be shifted to the median. The outbound
drive aisle could be a minimum width of 12 feet with 45 degree angle parking. Some
alternative should also be considered for the entry to the north to align with the drive
aisle.
4. Landscape Plan: Table reflects 46 crepe myrtles; plan shows 52.
5. Landscape Plan: Table reflects 200 indian hawthorns; plan does not denote any.
6. Landscape Plan: Tree wells are shown on plan. What species of tree(s) are
planned?
7. Is enhanced paving or sod planned for islands without landscaping?
8. Is this project pursuing any of the additional point credits referenced in Sec 7.5C7?
9. Provide documentation of the age of the shopping center.
10.No Facilitation Meeting has been arranged for this application, however, I am happy
to meet with you discuss any questions you may have regarding these comments.

Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review and consideration by the Planning &
Zoning Commission and City Council:
Ten 00) copies of the revised site and landscaping plans
Ten;(10) copies of building elevations for the proposed structures
Two (2) revised copies on 24"x36" paper showing the building elevations for the
proposed structures.
Two (2) revised of a fully dimensioned map (the site plan) on 24"x36" paper
showing:
• Land affected;
• Legal description of area proposed for change
• Present zoning,
• Zoning classification of all abutting land
• All public and private rights-of-way and easements bounding and
intersecting subject land.
These materials must be received by Wednesday, March 22nd at 10 a.m. to remain on schedule
for the Thursday, April 6th Planning &Zoning Commission meeting. If there are comments that
you are not addressing with the revised site plan, please attach a letter explaining the details. If
