The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) revised site plans One (1) 11x17 grading and erosion control plan If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Director College Station PARD -Via Email Case file #05-00500203 Home of Texas A&M University STAFF REVIEW COMMENTS NO. 1 Project: COCS VETERANS PARK & ATHLETIC COMPLEX (SP— 05-00500203) PLANNING Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. X2. Please provide phase lines and note which phase each one is (example: Phase I, II, III...etc.) 2 It appears that security lights are being proposed between parking spaces in the parking lot as opposed to in the end islands. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. (Sheet C-7 and Sheet C-28) Please provide off site contours in the area surrounding the retaining wall as to illustrate that the current and proposed drainage along this property line OR V erify that the proposed grading and retaining wall will not change the existing drainage conditions along this property line, as to adversely effect the current drainage for the adjacent property. 2. (Sheet C-8) Has any of the area near or in the flood plain or floodway been improved with any previous phase of Veterans Park? It appears there is a long ponded area that is being discharged into with this phase. How does this ponded area operate? In other words, does it naturally overflow or point discharge? 3. (Sheet C-17) Provide detail of the Sanitary Sewer and Storm Junction Box (A- 96) conflict at Sta. 4+19.57. Please verify DIP sanitary sewer line is centered on junction box so that joint does not fall within the junction box. Also, please grout fill any voids created by the connection. 4. (Sheet C-20 thru 22) Please verify that backflow preventers have been used to isolate irrigation lines where connected to potable water lines. 5. (Sheet C-23 thru C-24) On the DIP sanitary sewer line in addition please use cement stabilized backfill in areas where cover is less than 3.5-ft. 6. (Sheet C-23) Provide detail of the Sanitary Sewer and Storm Junction Box (A- 96) conflict at Sta. 4+19.57. Please verify DIP sanitary sewer line is centered on junction box so that joint does not fall within the junction box. Also, please grout fill any voids created by the connection. 7. (Sheet C-23)At Sta. 17+20, stub-out requires one full pipe joint with a clean-out. 8. (Sheet C-24)At Sta. 5+00, stub-out requires one full pipe joint with a clean-out. 9. (Sheet C-24) Provide profile detail of sanitary sewer/water conflict at Sta. 4+30. 10. (Sheet C-24) Per TCEQ 290, sanitary sewer main shall be embedded in cement stabilized sand for total length of one pipe segment plus 12" beyond the joint on each end. 11. (Sheet C-25) Provide profile detail of water/sanitary sewer conflict at Sta. 0+60. 12. (Sheet C-25)At Sta. 12+00, illustrate the separation distance between the water / sanitary sewer conflict. Also illustrate the use of cement stabilized backfill as described in Comment# 9. 13. (Sheet C-25) At Sta. 13+82.81, each "Cap" 8-in water main termination shall be terminated with a 2-in blow off. 14. (Sheet C-32) Please confirm that the proposed fiber reinforced paving is intended to be used in lieu of traditional rebar reinforcement. 15. (Drainage Report / Sheet C-19) There are several discharge points into the flood plain on this site. Please verify that no erosion is anticipated from the discharge point to the creek, otherwise provide the appropriate erosion control. 16. (Drainage Report) Several of the discharge points currently show minimal need for erosion control however with future phase development velocities and flows will increase. Please account for the erosion control needs for full build out. 17. (Drainage Report) Specifically System "A" Drainage Area Outfall Data and System "B" Drainage Area Outfall Data, please illustrate method of erosion control at each outfall as outfall velocities up to 4.5 ft/sec must be seeded, outfalls up to 6.0 ft/sec must be sodded and outfall velocities above 6.0 ft/sec must use impermeable means of erosion control per the CoCS drainage guidelines. 18. FYI: Prior to beginning construction we must receive a copy of the NOI / TCEQ Storm Water Permit for this site. This NOI / TCEQ Storm Water Permit must also be posted on site. A SWPP (Storm Water Prevention Plan) must also be created and located on site. Please be aware that all paved areas are required to have a 6-inch curb (between current phases and future phases that will be developed in the future). Please note this on the site plan. Reviewed by: Jennifer Reeves Date: December 27, 2005 ENGINEERING 1. Please make note on construction documents as to where seeding, sodding, and energy dissipaters are required. 2. FYI: It had been brought to my attention that the area located between existing Softball Field 2 and the proposed extension of Veterans Parkway has a considerable amount of standing water from rain and irrigation. 3. FYI: After reviewing the construction plans and walking the proposed construction site, one area that concerned me was the area located between proposed Parking Lot D and existing Soccer Field 4. The area consists of a concrete channel with concrete energy dissipaters and has silted in from erosion. I have contacted Ric Ploeger and will keep in touch as far a proposed solution for the issue.
