The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (please submit additional copies to be stamped for your records) Two (2) revised site plans One (1) landscaping plan One (1) 11x17 grading and erosion control plan Easement Dedication Sheet and required documents (please allow 4 weeks to process). Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Case file #05-00500178 Home of Texas A&M University STAFF REVIEW COMMENTS NO. 1 Project: AUTO ZONE (SP)— 05-00500178 PLANNING 1. Please provide total site area. The pad site is defined on the approved College Station Shopping Center site plan. The pad site as defined by that site plan should match the area that is being approved on this site plan. Also, the entrance to this site from the south entrance is shown as 12' on this plan. The approved plan for the entire center does not match. Please resolve these discrepancies with their architect. Also, all pad sites must be able to stand alone for parking and landscaping, so some additional landscaping will be required for this site on top of what has been approved for the entire center. 2. Please show building set backs. This would only apply along the property line adjacent to the F.M. 2818 service road, which is considered the front setback for C-1, which is 25'. 3. I was unable to locate elevations in the packet that was submitted. I do have color samples and material information, but no elevations to see where each color and material will be located on the building. Please refer to the UDO Section 7.9 for more information about the City's Non-residential Architectural Standards. Building articulation, roofline, and color and materials standards must be in compliance with this ordinance. Colors must be in compliance with the City's approved color palette, with non-palette accent colors up to 5%. 4. This pad site does not include the parking spaces that are being provided along the service road. Only those spaces located within the pad site will count towards required parking. I am counting only 28 of the required spaces within the area delineated by the approved College Station Shopping Center site plan. Unless additional parking can be provided to meet this requirement in the pad site, provide a note that the 2 additional parking spaces are provided by the College Station Shopping Center site which has an excess of 19 spaces. 5. All end islands must be a minimum of 180 s.f. 6. Please provide overall building height. 7. Please provide typical bike rack details, including number of bikes than can be parked, and the type of rack being used. 8. All curbing is required to be 6" raised monolithic curbing. 9. Please provide screening details for solid waste containers. For a double dumpster enclosure, the dumpster pad must be 12' x 24' on the interior and clear with no bollards. A fence or masonry wall must be provided to screen the dumpsters from view. 10. Provide note that all signs are under separate permit. 11. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Reviewed by: Lindsay Boyer Date: October 7, 2005 LAN DSCAPI NG/STRE ETSCAPI NG/BUFFER 1. Landscaping is required for this site at 50 pts/1,000 s.f. of site area, and each site must have a minimum of 800 points. 2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Page 2 of 4 ENGINEERING 1. If you are planning on selling off any of the out-parcel sites, you will need to Replat and extend the public sewer main. Engineering documents are required for the extension of public infrastructure. If all of the property is under one ownership, private easements are not required. 2. The minimum sewer service (private) line size for commercial property is 6". Private sewer will need to meet plumbing code. The minimum line size for public sewer main is also 6". 3. You will need to tap the existing 6" water main instead of the 24" transmission line. 4. Show location of irrigation meter. 5. Please verify proposed water demand. Seems like a lot of flow for an auto parts store. 6. Add note to Utility Plan that all construction to be in accordance with BCS Unified Design Guidelines, Specifications and Details. 7. Submit Development Permit with required fees and supporting documents. 8. Provide water design report for fire protection. Reviewed by: Carol Cotter Date: October 7, 2005 FIRE 1. Based on the current location of the building, there is not adequate fire coverage. The entire building must be covered by a 150-foot arc, no more than 300' from a hydrant as measured along a public street or designated fire lane. In order to keep this building configuration, an additional fire lane must be located along the front and side of the building that at present do not have fire lane along the drive aisle. CSU will furnish drawings for conduit routing. 4. Developer provides 30' rigid conduit for riser poles. 5. Developer pours transformer pad(s) per city specs and design. 6. Developer installs pull boxes and junction boxes as per city specs and design.(pull boxes and junction boxes provided by the city). 7. Developer provides digital AutoCAD 2000 version or later of plat and/or site plan. Email to sweido@cstx.gov 8. Developer provides load data for project. 9. Developer provides temporary blanket easement for construction purposes. 10. Developer provides easements for electric infrastructure as installed for electric lines. 11. Double dumpster enclosures are required to be 12 feet by 24 feet clear with no bollards. Please correct this, and remove bollards from the enclosure. (repeat comment) The following comments were returned with building plan review. They are being added to this review for your records. The site plan can be approved without elevation approval, but all sheets with elevation information should be removed unless corrected to meet the ordinance. If the elevations are not approved at site plan review, compliance with all Non-Residential Architectural standards is required for a building permit. 1. Building does not meet required facade articulation and roofline elevation requirements set out in the UDO, Section 7.9.C. Along the front entry facade, there must be 2 elements every 45-feet (elements are listed in the referenced UDO section). Along other facades visible from the ROW, there must be 2 elements every 60-feet. 2. All facades except for the front elevation exceed the limitations placed on EIFS and concrete products, set out in 7.9.D.2. Further, all buildings are limited to 10% of smooth face concrete. The calculations provided do not indicate how much is smooth face CMU. 3. The orange, white, and red colors are not approved colors on the City of College Station's Color Palette. Approved colors may be submitted, or a variance must be sought through the Design Review Board. The deadline for the December DRB meeting is Monday, Nov. 7 by 10 am. For this variance, please submit a letter stating the variance you are requesting along with 10 folded copies of the proposed building elevations and color samples, as well as all alternative color schemes that the franchise has used. These requirements are set out in UDO Section 7.9.K.7. As another option, the non-approved colors may be reduced to 10% of the facade without DRB approval. Signage is not included on facade calculations. It is permitted under a separate application and should be noted as such on all approved construction and site documents.
