The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) revised site and landscaping plan. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. The Site Plan including the detention pond cannot be approved until the Final Plat and public infrastructure is accepted. 2. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 3. The detention pond shall be screened per Sec. 7.9.B to achieve a 3-foot high screen. 4. Prior to the issuance of a building permit, provide elevations, color samples, and materials list for non-residential buildings. Indicate placement of materials on facades according to the UDO, Section 7.9. Include a note with the following dimensions: • Total vertical square footage minus openings (for each facade separately) • Total vertical square footage of each building material (for each façade separately) • Total vertical square footage of color(for each façade separately) 5. Demonstrate compliance with Sec. 7.9.0 and 7.9.1 regarding building mass and design. Some of the options may affect the site plan. Façade articulation (wall plane projections or recessions) is required on the first two stories of the front or main building facades with a minimum depth of 4 feet. 6. Lots 1-4 are a Building Plot, thus the additional standards for 150,000 SF or greater set vrit forth in Sec. 7.9.J may apply as well and be integrated into the development. 13. Per Sanitation (Wally Urrutia 764-3841), both enclosures need to be turned 10 to 15 degrees clockwise. Sanitation needs to have a minimum of 45 feet turning radius in front of each enclosure. 14. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Reviewed by: Trey Fletcher Date: 10-11-2005 ENGINEERING 1. Provide a fire flow analysis per the fire code to analyze if additional hydrants are necessary. 2. Provide a drainage report analyzing the detention design. 3. Provide a detailed grading plan and erosion control plan. 4. Provide applications for TxDOT driveways. 5. Clarify if fire lines are proposed to the buildings. If so, additional easements or back flow prevention will be required. Reviewed by: Alan Gibbs Date: 10-07-05 FIRE 1. No comments at this time. Reviewed by: Date: ELECTRICAL 1. Developer installs conduit per city specs and design. 2. Final routing of conduit per city specs. 3. City will furnish drawings for conduit routing and specifications. 4. Developer provides 30' of rigid conduit for riser poles. 5. Developer pours transformer pad(s) per city specs and design. 6. Developer installs pull boxes and junction boxes as per city specs and design.(pull boxes and junction boxes provided by the city). 7. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to sweidoRcstx.gov 8. Developer provides load data for project. 9. Developer provides temporary blanket easement for construction purposes. 10. Developer provides easements for electric infrastructure as installed for electric lines. 11. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All Back Flow devices must be installed and tested upon installation as per City Ordinance 2394. The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. TxDOT comments are still forthcoming, pending clarification to City staff due this week. 2. Add note to indicate that detention on Lot 2 and private drive through development are included in Phase I. 3. Where parking spaces greater than 20' are shown along west side, stripe them to be 20 feet. 4. Future landscaped area will need to have 100% groundcover per note 3 on landscaping plan prior to CO. 5. Prior to the issuance of a building permit, provide elevations, color samples, and materials list for non-residential buildings. FYI, Fire lines to sprinkle buildings must have PUE to within 5 feet of the building if the back flow preventer is within the building. Otherwise, a double check valve is needed to end the PUE further from the building. This will need to be dedicated accordingly on the Final Plat. 2. Please revise the location of the fire hydrants per the discussion with Steve Smith of the Fire Department. 3. With regard to the Fire Flow Analysis, Building "A" requires two hydrants per the discussion with Steve Smith. 4. With regard to the Fire Flow Analysis, provide actual flow results of the closest existing hydrant. These results should be incorporated into a model such as Mike Net or KY Pipe to extrapolate proposed flows, pressures, velocities, etc. 5. Please provide a more detailed grading plan with proposed spot elevations, etc. 6. With regard to the TxDOT permit applications, please provide culvert sizing calculations. 7. With regard to the Drainage Report: a. Elevations do not correlate with the Grading Plan. b. Provide an emergency overflow spillway. c. Page 3 has a minor typo (12"). Dumpster enclosure must be a minimum of 12 feet by 12 feet clear from all bollards or other structures. Since the detail is not to scale, I am unable to determine if the bollard placement meets this requirement. 2. Non-Residential Architectural Review has not been completed because building elevations have not been submitted. If these will be submitted with the building permit,please be aware, that the building permit process may be extended for review of the exterior elevations. 3. Show bicycle parking detail as per the Site Design Standards.
