We will be submitting this plan to the City for approval late next week, and one item on the application requires proof that the Greenways Manager has reviewed and approved the plan. (2)The proposal for changing the Concept Plan from single family to C-3 or A-P from (PDD)Concept Plan that was approved by Council; This will require Council action again. (FYI)Staff would not be supporting this C-3 or A-P proposal, being that the Comprehensive Plan reflects this area to be developed as Single Family Medium Density and due to concentration of the commercial property just to the east. Box 9960 College Station, TX 77842 (c(}.P q,[ RE: Castlerock Subdivision College Station, Texas Dear Ms. Reeves: Attached is copy of a Draft Revised Concept Plan and Draft Revised Preliminary Plat for the Castlerock Subdivision. The purpose of this submittal is to get feedback from the staff on changing the land use from residential to non-residential on approximately 3 acres at the west end of the development. This area is bounded on the south by SH40, on the west and north by a COE restricted area which will not be developed. The Developer proposes a landscape buffer and concrete wall on the east boundary of this area where it adjoins the residential development. The proposed land uses for this area would be limited to the A-P and C-3 zoning district uses. The Developer would like vehicular connectivity between the proposed non-residential and residential sections of Castlerock so the residents can access the business with going on SH 40. However, we would like to discourage "cut through" traffic to SH 40 through the non-residential area. We think this can best be accomplished by not having any public streets in the non-residential area and designing the driveways in such a manner as to discourage traffic entering site unless it is their destination. Please let me know the applications we will need to submit to proceed with these proposed changes to this development. Also, attached is a copy of the approved Preliminary Plat. While the above issue is being processed, we would like to proceed with Phase 1 of the subdivision by breaking it into Phase 1 A and Phase 1B as highlighted on the Plat. Phase lA would have 30 lots so the second fire access would not be needed until Phase 1B. Would a revised Preliminary Plat need to be submitted for P&Z approval for Phases 1 A and 1B or can we go ahead with a Final Plat of Phase I A without submitting a revised Preliminary Plat. 4.
