SUBJECT: BAJA GRILL (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested but was unable to perform a
complete review due to an incomplete submittal. The following page is a preliminary list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
One (1) complete set of construction plans
Easement Dedication Sheet and required documents (please allow 4 weeks to
process).
Please note that the Easement Dedication Sheet and the necessary documents are required
prior to the issuance of a building permit. If there are comments that you are not addressing
with the revised site plan, please attach a letter explaining the details. If you have any

(Please be aware that due to the lack of a complete submittal,
the next review may require substantial site alterations.)
PLANNING
1. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above
grade. Such screening shall be coordinated with the building architecture and scale to
maintain a unified appearance.
2. Section 7.2.D. 1&2: End Islands are required to be a minimum area of 180-square feet and
are required to be planted or enhanced paving. It appears that the end island adjacent to
the open patio that is showing a 5-foot sidewalk is not meeting the 180-square feet
requirement, it is being proposed as concrete sidewalk. Sidewalks that are incorporated into
end islands/interior islands are required to be enhanced paving. Please make the
appropriate changes in accordance with the Ordinance. This will also apply to the proposed
bike rack location.
3. It appears that the Open Patio is not included in the parking ratio (all seating areas are
required to be included in the total square footage). Please be aware that at any given time
this area is planned or is being used as outdoor seating, it is required by Ordinance to be
included in the parking ratio. Currently the proposal is not meeting the required parking
without counting the Open Patio. The current proposal is short three spaces. The site plan
cannot be approved with deficient parking. Please identify the two boxed in areas at the rear
of the building. Walk-in coolers, freezers, storage...etc., will need to be included as part of
the total square footage as well. The building will either need to be downsized or the
applicant has the option of a parking variance request to the Zoning Board of Adjustments.
However, I do not recommend requesting a variance because the Board of Adjustments is
charged with the findings of special conditions and hardship tied to this specific lot that is
not self inflicted or of financial interest.
4. Please provide dumpster pad and screening details. (only received sheets C1.1 & C1.5)
5. Please provide curb and pavement details. (only received sheets C1.1 & C1.5)
6. Please be aware that the narrow strip of property between the subject property and the curb
and the car wash will need to be grassed and the curb will need to be painted fire lane.
7. As of 2:45 p.m. Thursday, April 7, there was no Non-Residential Architectural (NRA)
Standards submittal by John Rhoads. Please submit the elevations, color samples and
materials samples for NRA review. Please provide a NRA Legend showing materials,
colors, and percentages of each, showing how you are meeting the NRA standards of
Section 7.9 of the Unified Development Ordinance.
LANDSCAPING/STREETSCAPING/BUFFER
1. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.

1. As previously stated in staff review comments #1 please provide colored elevations, legend
showing percentages of materials being used and how this project is meeting the Non
Residential Architectural Standards. (See Section 7.9N.R.A. and Section 7.9.K.2.
Alternatives colors and or materials on each facade if the applicant shows that:...chain or
franchise has used)
2. Now that we have new and complete information on the parking area, a more accurate
review has been performed. The parking legend calculations on the site plan are incorrect.
Parking requirements are as follows:
• Total building and patio square footage (S.F.) for phases I&ll = 13,247
• Total restaurant S.F. = 5,737
• 25% of total S.F. = 3,312
• Total exceeding 25% = 2,425
• 13,247 divided by 250 = 53 spaces
• 2,425 divided by 65 = 38 spaces
• Total parking required will be 53 + 38 = 91 spaces
• Total spaces provided = 67 (the second parking space as you drive into the design
center is being shown as 7 feet wide at one end this does not meet the requirement
width for a parking space. Phase I was already approved and did not show this parking
space like this. This will bring your parking provided to 66 spaces). It does not appear
that you have the room for it, as the end islands are just meeting the 180 square foot
area requirement. Please adjust the parking legend on the site plan to show the correct
numbers.
• The site as proposed is at least 24 parking spaces short possibly 25 spaces if the room
cannot be found to adjust the one parking space mentioned above. The building will
need to be down sized to meet the Ordinance requirements. As previously mentioned in
Staff Review Comments #1, staff does not recommend requesting a variance for this
site. The Gateway Shopping Center is currently experiencing a tremendous parking
problem with the existing businesses and restaurants and a parking variance would only
add to those problems.
3. Please be aware that plans cannot be stamped approved until the above information (NRA
information submitted and parking meets code) is submitted and in compliance with the City
of College Station's Unified Development Ordinance.

spaces be ten foot deep by twenty two feet wide. The proposed spaces are nine feet deep
and twenty feet wide. This will need to be adjusted.
2. The proposed parallel parking spaces are located off premise. Please show the entire
adjacent drive isle.
3. (FYI): Please be aware that plans cannot be stamped approved until the above information
(NRA information submitted and parking meets code) is submitted and in compliance with
the City of College Station's Unified Development Ordinance.
4. Currently the site is six parking spaces short.
5. As previously mentioned in Staff Review Comments #1 & 2, staff does not recommend
requesting a variance for this site. The Gateway Shopping Center is currently experiencing
a tremendous parking problem with the existing businesses and restaurants and a parking
