SUBJECT: Williams Creek Master Plan - Amended
Staff reviewed the above-mentioned master development plan as requested. The
following page is a list of staff review comments detailing items that need to be
addressed. If all comments have been addressed and the following information
submitted by Monday, April 25, 10:00 a.m., your project will be placed on the next
available Planning and Zoning Commission meeting scheduled for May 5, 2005, 7:00
p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Two (2) 24" x 36" copies of the revised master development plan;
Ten (10) 11" x 17" copies of the revised master development plan;
One (1) Mylar original of the revised master development plan; and
One (1) copy of the digital file of the master development plan on diskette
or e-mail to nmanhart@ cstx.gov
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will be pulled from the scheduled
Planning & Zoning Commission agenda. Your project may be placed on a future agenda
once all the revisions have been made and the appropriate fees paid. If you have any
questions or need additional information, please call Jennifer Reeves or Carol Cotter at

STAFF REVIEW COMMENTS NO. 1
Project: PZPDES - PROJ
PLANNING/ENGINEERING
1. Anderson Creek Ct. cannot be used as a street name, because Anderson already
exists in College Station. Please change the name. (Per Ronnie Horcica College
Station Police Department)
2. Staff will not be supporting the proposed A-OR zone request unless the rezoning is
conditioned on the developer paving Rock Prairie Road.
3. (FYI) In reference to Notes #7 and #11, Section 12-J.1 Drainage Easements: Such
easements shall not be considered a part of the lot area for purposes of minimum lot
size requirements of the zoning ordinance. (AO-R) Rural Residential Subdivision
minimum lot size is 1-acre.
4. The variances you have requested are not applicable at the Master Development
Plan stage. These are dealt with at Preliminary Plat when you show actual lot layout
and provide additional information.
5. This master plan will need to go before the Parks Board for review and approval
prior to the Planning and Zoning Commission consideration. (Greenbelt area/park
linkages/parkland dedication)
6. Due to the creek crossing secondary access to the proposed Williams Creek Estates
may be required to Rock Prairie Road.

ELECTRICAL
1. CSU will provide service to lots that back up to Rock Prairie Road that is with-in
College Station service territory.
2. Developer installs conduit per city specs and design.
3. Developer provides 30' of IMC conduit for riser poles.
4. Developer installs pull boxes, secondary pedestals and transformer pads
as per city specs and design.(pull boxes, sec pedestals and transformer pads
provided by the city).
5. Developer provides digital AutoCAD version 2000 of plat and/or site plan.

6. Developer provides easements for electric infrastructure as installed
electric lines.
7. CSU will provide design plan for conduit installation.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the

Williams Creek— Phase 5
Planning/Engineering:
1. Anderson Creek Court has been changed to Wayne Court.
2. The zoning for the 116 acres was approved by the City Council on July 28, 2005.
3. Note 11 has been changed to state that drainage easements cannot be part of the 1-
acre minimum lot size.
4. Variances will be requested with the Preliminary Plat.
5. The Parks Board approved payment of the fee instead of land dedication at the
May 17 meeting. However, at the request of the Parks Development Staff, the
Parks Board is now considering Parkland Dedication in Phase 4 of the Williams
Creek Subdivision.
6. A secondary access to Rock Prairie Road is now proposed for Williams Creek
Estates and is shown on this plan.
