Taggart, MDG (fax 693-4243) " FROM: Trey Fletcher, Project Manager SUBJECT: DOVETAIL (PP) - Preliminary Plat Staff reviewed the above-mentioned preliminary plat as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, September 19th, 10:00 a.m., your project will be placed on the next available Planning and Zoning domhnission meeting scheduled for October 6th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Two (2) 24" x 36" copies of the revised preliminary plat; Twelve (12) 11" x 17" copies of the revised preliminary plat; and One (1) copy of the digital file of the preliminary plat on diskette or e-mail to nmanhart@cstx.gov Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. (�^�� ? Z14 Sv t. /1. Application states name-of # +s-" ovetail Subdivision", the title block on the plat shows "The Woodl of College Station'. Please reconcile name of plat. 2. TxDOT's Comments: The Woodlands of College Station (Prelim. Plat) (FM 2818) (FM 2154) -Access driveways to ip, --. FM 2154 & FM 2154 must meet TxDOT's current regulations for Access Driveways to State Highways". Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where posted speed limits are 50 MPH the required spacing between access points is 425'; for 45 MPH the spacing is 360'. Where driveway spacing is insufficient joint access will be required. Access to a tract of land can not be denied unless access rights are purchased. However, because of roadway desiqn constraints access points may be prescribed. Due to an ongoing TxDOT Project (2399-01- 022) @ this intersection the Developer or his representative should contact the TxDOT Bryan Area Office (778-6233) to discuss various potential access points & alternatives. Appropriate data will be required for any future permits @ this site. 3. Sanitation (Solid Waste) is ok with this project. 4. The Schick and Butler tracts contain greenway per the City of College Station Greenways Master Plan, This greenway is classified as a "suburban greenway", the primary function of kt:s • r which is to provide for flood control, recreation and transportation, and to serve economic and aesthetic purposes. We would like to see this area, or the revised floodplain per the � i./7 proposed flood study, be dedicated as either a publicly owned greenway or privately owned greenway. 5. This greenway has a hike and bike trail traversing it per the City of College Station Bikeway and Pedestrian Master Plan. Our comments have included a request for a public corridor (either through a greenway dedication or a bike and pedestrian access easement) to ensure connectivity with our hike and bike trail system. This trail is known as "Bee Creek Trail- Northwest" and is a high priority trail per our Bike and Hike Task Force. Bee Creek Trail- Northwest can run either along the Christine Lane ROW or the greenway, though we would prefer to see it along the greenway. The City does have funds to assist with the development of this trail. We made the applicant aware of this at the time we began meeting on this project. ✓ 6. Lot 4 should be labeled either Parkland dedication or Lot 4, pending the outcome of the Parks Board meeting to address this project on September 13, 2005. 7. Mr. Bob Lander's letter dated August 18, 2005 is not signed. Please provide an original, signed letter. Additionally, provide evidence of ownership or signing authority for both tracts . from the current owner. ✓8. FYI: The relocation of the public sanitary line will require an easement abandonment through City Council. This is not required for the preliminary plat. However, the general process is as follows: NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. 2 of 5 a)ic;reliminary Plat should depict the portion of the easement "proposed to be abandoned", and the proposed portion if applicable b) Submit a blanket easement c) Construction Plans submitted, approved, built, and accepted d) Abandonment forwarded to Council for their consideration, which is conditioned on the Final Plat approval- with the abandonment depicted by metes and bounds per the application e) Final Plat approved and filed- with the abandoned easement depicted and noted f) Blanket easement released Gly/ith regard to the Construction Plans for the Sanitary Sewer: • a) The proposed horizontal alignment should be revised to provide a greater separation from the bank of the creek. It may be advisable to relocate the line to follow the proposed drive in accordance with the tentative site plan - it appears there would be an :If1-1 associated cost saving as this could be accommodated without an additional manhole and a shorter length of line. b) Provide a completed Development Permit application and fee. With regard to the Construction Plans for the Water Line: / Connect to the existing 24 inch on the north side of 2818. This will eliminate the proposed bore under 2818 and should save significant construction costs. b) If the bore is the only option, the specifications should be in accordance with COCS Construction Specification No. 110 (i.e. - note: dry mechanical, encasement sizing, material, casing spacers, end seals, etc.) c) The Utility Master Plan requires a minimum of an 8 inch extended from the 2818 to Southwest Pkwy. This line is required for the property to be platted and must be depicted on the Preliminary Plat. The Utility Master Plan depicts the line location along the ROW of Christine Lane, however, it can be located internally to be accommodate the development - such as adjacent to the existing sanitary line, on the east side or to follow the proposed drive in accordance with the tentative site plan. d) Provide a fire flow analysis of the proposed ultimate development to determine line size. As noted above, an 8 inch is the minimum per the Master Utility Plan, however, the development may necessitate a larger line for adequate fire coverage, fire flows, maximum velocities, etc. e) 14 inch is not a standard waterline size locally. f) If the platting is phased, the temporary dead ends of the proposed waterline will need flushing consideration of blow-offs or fire hydrants in accordance the design guidelines. g) Provide valves in accordance with the design guidelines. h) Five sets of plans and TxDOT permit applications are needed to submit to the state for their review. i) Complete a Development Permit application with the associated floodplain certifications. 11 With regard to the ROW abandonment for Christine Lane: 'ap Refer to Joey Dunn's September 8, 2005 letter addressed to Mr. Bob Landers in reference to access in general as well the proposed ROW abandonment. Please advise City Staff how the owner(s) wish to proceed. Meets and Bounds for these PUEs will need to be provided. ✓e) Remove the note on the Preliminary Plat stating Christine Lane is out of the Butler Tract. e The City's abandonment simply abandons ROW and is silent to how property's origin or to whom the acreage will be transferred. It is up to the owners to properly claim abandoned acreage. ( f)/ Similarly, Exhibit No. 1 in the Abandonment application will need the associated 0 reference to origin of Christine Lane removed. g) Similarly, the abandonment request should nd'be broken into Tract 1 and 2. References should be removed from the application and the Preliminary Plat. /Ii Exhibit No. 2 should be provided at a larger scale and possibly on legal size sheet for lVJ legibility. Provide the signatures for TXU and Cox on Exhibit No. 3. j) Additional discussion is necessary on Verizon's note under their signature on Exhibit No. 3 with regard to the 4 inch conduit for future development. Signatures or documentation on contacting the adjacent property owners is required for kr Exhibit No. 5. NIA ✓12. The floodstudy for the requested Letter of Map Revision has been reviewed and forwarded to FEMA for their review. General Note No. 2 should be updated. Additionally, the LOMR is not required for platting. However, Final Plat cannot be approved with the revised floodplain depicted until FEMA has approved the LOMR. Overhead lines relocation estimate is $108,000.00 to be relocated within a proposed easement along abandoned Christi Ln. ROW. 10. In addition to the preliminary plat, the following processes are on hold pending response to Items 7 and 11 coupled with correspondence faxed by Chris Kling on September 20, 2005: • Abandonment of Christine Lane ROW • Construction plans for associated water/ sewer lines • Flood study for LOMR for this tract However, the LOMR application has been forwarded to FEMA for review as of August 26th. The required right-of-way width for Minor Arterial (Southwest Parkway) is 90 feet. An additional five feet must be shown as a right-of-way dedication along the north property line / south right-of-way line. 2. The private access and park access easement referenced in General Note #6 is shown to be off-set from the opposite driveway by 23 feet. This must be either in alignment with the opposite driveway, off-set by 15 feet or less, or off-set by at least 125 feet. 3. Regarding General Note #7, show 40' bike and pedestrian access easement along the southside of the creek on Lot 2.
