Basically, they will allow a driveway about 305 feet west of Anderson. I think the County's wanting it a lot closer to Anderson than that. TxDOT may have a little give and take, but I don't think they will allow anything around 200 feet which is what the County wants. If it was my call, from a safety point of view, I don't think that we should allow anything that close either. Ken Ken Fogle, P.E. They will try to get Mike Ball and Kenny Mallard to this meeting, but I told Rick about our determination (with Mark Smith's help) that the existing detention facility would be adequate to serve their site expansion as well. There is still the question of whether TxDOT will allow the mid-block right-in-right-out curb cut, which Rick is still investigating with TxDOT. I also told him that technically we cannot require non-health &safety related codes to apply to this project, being a jurisdiction of the state, but that we want to give them the opportunity to meet those standards in the name of community spirit. Rick told me that they fully intend to meet those standards, whether they are required or not. Those of you attending the PAC might want to remind Kenny Mallard or Mike Ball of this, if they attend. I have visited with Molly an JP and we cannot think of anything else other than landscaping or architectural either unless for some reason the County's proposed site plan would not work with the 10-foot parking setback that is required in the NRA. Let's begin making a list of"non-health and safety" city requirements that may not apply to the County/CSISD, but are encouraged. I can think of landscaping and architectural standards so far. Mike Ball came around to say at the end that if the County can get away with not having to alter the design of the existing drainage facility, and can accomodate its expansion within the triagular lot, then perhaps the School Board might consider subdividing the area excluding the creek altogether, as Kenny Mallord says the County desires. Patterson Architects (Fred Patterson and Rick Ravey)will be working up a site plan of the project over the next 2 weeks to figure out just how much land the County will need to do their expansion, while not having to take in any portion of the floodplain/detention area. I offered to facilitate a followup meeting in two weeks, and Mike Ball will call me if they wish to have the meeting with us. It may be just between the County and CSISD to determine property conveyance terms, not sure yet, but we'll see. The question still lingers as to how much the city can regulate these entities of the State. I heard from my staff after the meeting that they are a little concerned with giving the impression that all city codes and ordinances apply, only to have it questioned later and determined that none of it should apply. I think that was the issue regarding our landscaping requirements for the new elementary school on Greens Prairie, and my staff were told later that the school should not have been required to do the landscaping. That may have been the case before I came, but from what I understood from the meeting that you, Tom and I had with Harvey and Roxanne a couple of months back, any codes relative to health and safety issues should still apply to schools and in this case the County. And in my opinion, drainage and access are health/safety issues. It may be that we can't require other standards on this project, like landscaping and the non-residential architectural standards, but I plan to proceed ahead and see how difficult it is for them to meet our standards. With the expansion,they would like to expand the parking lot and add a right-in / right-out driveway onto George Bush Drive. It appears that the spacing would be about 220 feet from Anderson. I believe the posted speed is 40-45 mph,which corresponds to a TxDOT spacing between 305 and 360 feet. Considering purchasing adjacent school district property for possible expansion of the JP office in the future. Would like to talk about zoning, floodplain location, parking requirements, etc. No specific plans right now, but would like to get all of the requirements. Floodplain is one of their main concerns. Access Driveway GENERAL COMMENTS: 1) Speed Limit @ this location is 40 MPH, which requires an access spacing of approximately 305'. 2) According to the Brazos County Appraisal District the entire property from Anderson Street to Holik Street & south to Park Place is owned by CSISD. However, they apparently allow Brazos County to use the property from Anderson Street to Holik that is bounded by George Bush Drive on the north & Wolf Pen Creek on the south. 3) The entire property is cut-off by the creek & there is a median on FM 2347 that extends from Anderson Street to Holik Street. 4) At 40 MPH there is spacing for only one (1) access point between Anderson & Holik Streets. Q Therefore, recommend an access driveway to be located 305' west of Anderson Street that could be used as shared access if any additional site were to be located west of this driveway & east of Holik Street.
