Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
$200 processing fee for the next round of three (3) staff reviews; and,
Six (6) complete sets of construction documents (not building plans) for the
proposed development with the revised site and landscaping plans attached.

PLANNING
1. There have been changes made to the plan that were not asked for by the City and have
not been specifically called to our attention. Please note that any changes not specifically
requested by the City should be bubbled or called out in some other way.
2. In response to your comments regarding fire lanes: proposing a fire lane off-site may
require additional off-site work, which will require permission from the adjacent property
owner. Do you have any information on the existing pavement in the areas you are showing
to be fire lane?
3. The response sheet from Windrose states that no asphalt paving is proposed, however it is
still shown on the STM site plan. Please coordinate the two plans. If it is proposed, please
provide a detail.
4. All end islands must be a minimum of 180 square feet. (Repeat Comment) Several of the
islands that you have not dimensioned do not meet this minimum requirement. Several of
your end islands are now reduced in size to below the minimum. Also, you have reduced
the drive aisle width (please note 23' is required...on your first submittal you had 22'-11.5",
you now have 22'-3"). Your parking is also now encroaching into the 15' parking setback.
Have you made any other changes to the plan that staff has not asked for?
5. It is our understanding that Windrose is now working with the Chase Bank company to
include some minor site changes. Please submit those changes with the next submittal. As
a reminder, any changes not specifically requested by the City should be bubbled or called
out in some other way.
Please call me to discuss these comments and to let me know of any other changes made to
the plan that I am not aware of.

ENGINEERING
The follow comments are a result from changes to the site plan since our last review.
1. The sanitary sewer service which serves the proposed 5,931 SF retail building must at
least be at a 1% slope.
2. The irrigation meter will require a backflow preventer, please depict. However the
domestic water line feeding the proposed retail building will not require a backflow
preventer.
3. You may consider locating the proposed bank's water meters back towards the retail
building as to straighten the domestic line feeding the building.
4. Please provide plan and profile detail for the two fire hydrant lines.
5. Further review of the private utilities: meter sizing, line sizing, etc, will be done by the
CoCS building department.
6. To process the easement dedication you need to fill out an easement dedication
application and meet all of its requirements. These applications may be downloaded
from our web site under development applications. I will hold on to the metes and
bounds, and exhibit as they are a part of the application.
7. Due to the extension of public infrastructure with the fire hydrants, an additional $600 for
inspections will be required before the development permit will be issued.

PLANNING
1. Please provide the following additional information in the title block of ALL sheets: address,
legal description, owner name, developer name, and total site area.
2. The vicinity map on several of the sheets is incorrect.
3. All plans need to match. For instance, only one plan is showing the alternative curb
placement for the required bicycle facilities.
4. Total site area on application and landscape plan do not match. Please clarify.
5. Please provide the ownership and current zoning of this tract and all adjacent tracts on the
site plan.
6. Please show property lines only as they currently exist. This property is not currently
divided. Also, the ROW for the Texas Avenue widening project has been acquired; please
reflect this as the current property line.
7. Please provide ALL setbacks on the site plan.
8. Please provide an existing survey so that staff can determine what modifications are
proposed to the surrounding parking areas and insure general parking and landscaping
compliance.
9. Please provide required and provided parking synopsis on the site plan.
10. Parking space in southwest corner of property is only 14 feet in length, and must be a
minimum of 18'.
11.ALL parking spaces must be at least 18' in length (if a 2' overhang is provided). The spaces
shown facing Texas Avenue do not meet this requirement.
12. Please show locations of all fire lanes on site and the fire lanes that they connect to off site.
13. If the property is not located within a floodplain, please provide a note stating this with the
confirming FEMA/FIRM map number.
14. Anything 'existing' on site must meet current standards or will need to be replaced since this
is a complete redevelopment of the site. This includes pavement.
15. Please provide a pavement detail.
16. All curbing is required to be monolithic.
17. For every 15 interior parking spaces you are required to provide a 180 square foot interior
island somewhere within the interior parking area. If the end islands (in the interior of the
site) exceed their required square footage, the additional square footage can be applied to
the interior island requirement. If you wish for the additional square footage of your end
islands to count toward your interior island requirement, please provide the square footage
of these end islands.
18. Please show location of fire hydrant on the site plan.
19. The dumpster enclosure needs to have a 12ft. opening (inside width) in order to house a
FEL container. The dumpster needs a 12' clear opening for service.
20. Please provide information on how the dumpster enclosure will be treated or screened. Will
it be painted? Are there gates?
21. Is note 126 shown in the right place on the site plan? Will that whole area be 'asphalt
impregnated expansion joint material?"
22. Please remove any key notes that do not have a corresponding location on the plan.
23. Please label transformer and other mechanical equipment.
24. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or

grade. Such screening shall be coordinated with the building architecture and scale to

25. FYI: Any proposed pedestrian access to TxDOT right-of-way shall be coordinated with
current Texas Avenue widening project. Appropriate data will be required for any future
permits @ this site.

LANDSCAPING/STREETSCAPING/BUFFER
1. Total site area on application and landscape plan do not match. Please clarify.
2. All proposed landscaping must be located on site. Please do not show any off-site
landscaping, including existing.
3. Is any landscaping being removed or replaced on existing properties (ie: with parking island
modifications)?
4. Proposed landscape should be evenly dispersed. Why is there no landscaping proposed
around the bank building?
5. All landscape counting toward the required points for this site must be located on site.
6. Please remove landscaping shown on this site that is being removed with new construction
(ie: in parking areas).
7. Please use different symbols for different species. Dwarf species cannot be used for
required screening.
8. The 'African Iris' is not considered to be a shrub.
9. The way you have determined the number of streetscape trees that are required is correct.
However, the way that you have calculated the additional streetscape point requirement is
incorrect. To calculate the streetscape points required, you only need to add an additional
300 points for every 50 linear feet of frontage, you do not need to add in required points for
street trees.

Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $200 processing fee will need to be submitted for the subsequent set of
three (3) reviews. Please address the comments and submit the following information for
further staff review:
One (1) complete set of construction documents for the proposed development
with the revised site and landscaping plans attached.
One (1) 11x17 grading and erosion control plan
Easement Dedication Sheet and required documents.
If there are comments that you are not addressing with the revised site plan, please attach a
letter explaining the details. If you have any questions or need additional information, please

PLANNING
1. Is all off-site fire lane "proposed?" Is none of it existing?
2. You are only showing fire lanes at the rear of this site. How do you propose to access the
fire hydrants or the main entrances to the buildings? Depending on how your fire lanes are
reconfigured, you may need to re-work some of your end islands to achieve the required
turning radii. Also, you are showing parking spaces in front of your hydrants. This is not
permitted.
3. Thank you for providing the pavement details. Please specify where each type (light,
medium, heavy) is to be used. All dumpster approaches (not just in front of the dumpster,
but the entire route) and all fire lanes must be a minimum of 6". All other concrete
pavement must be a minimum of 5". #4 bars at 18" o.c. is required at all times. Please
provide additional detail for what you have labeled at "asphalt paving."
4. Thank you for providing the square footages of the parking islands. All end islands must be
a minimum of 180 square feet.
5. Please be sure that all setbacks are shown at the correct distance. The side street setback
(from Holleman) is 15 feet.
6. The parking space in the southwest corner of the property is only 14 feet in length. All
parking spaces in this area must be a minimum of 18 feet in length (repeat comment).
7. Thank you for providing the survey to show how you are affecting the parking off-site.
Please show the dimensions of parking and drive aisles that have been reconfigured. 18
foot spaces may only be used if there is a 2' foot overhang, otherwise 20' parking spaces
are required.
8. Thank you for the information that you have provided regarding interior islands. From the
information I have determined that you are meeting the minimum requirements. However,
please remove this information from the site plan, as it is calculated incorrectly.
9. The rear elevation (Facade D) is not meeting the requirements of 7.9.0 Building Mass and
Design. A second element (for every 60') must be added in accordance with this section.
10. Please provide the inside dimensions of the dumpster (inside the bollards and inside the
gates). The minimum dimensions are 12' x 12' with a 12' clear opening inside the gates.
(repeat comment). This can be shown by way of a note on the plan or a detail of the
enclosure.
11. Please provide information of how the dumpster enclosure will be treated or screened. Will
it be painted? What are the gates made of? (repeat comment). This can be done by way
of a note on the plan or a detail of the enclosure.
12. On sheet C7 Erosion Control Plan, it looks as if you are proposing a construction entrance
from Holleman Drive. This location will not be permitted. Please show this entrance as
connecting interior to the adjacent parking.
13. The transformer is not shown as screened. Please show how it will be screened.
14. Please provide a temporary blanket easement for construction purposes.

ENGINEERING
1. Fire hydrants must be located where the fire truck can pull up and be within 5' of the
hydrant, as well as be in a fire lane. Texas Avenue is not a possibility for truck/hydrant
connection, and there can not be parking spaces between a hydrant and the truck. May
consider leaving existing 6" line with hydrant to serve the proposed Bank site, as well as
extending a similar line for the proposed Texas Pavilion fire hydrant.
2. Meters are still located in the TxDOT ROW and need to be relocated within an easement.
