The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (please submit additional copies to be stamped for your records). Two (2) revised site plans; and One (1) landscaping plan. Easement Dedication Sheet and required documents (please allow 4 weeks to process). Page 2 of 5 STAFF REVIEW COMMENTS NO. 1 Project: HOLLEMAN RETAIL CENTER — 05-00500042 PLANNING 1. Currently there are two site plans, sheet C4 and sheet A-1.0. These site plans show different information. Please provide one site plan that has all of the required information on it. 2. One site plan states that the sidewalk on Holleman is proposed, the other states that it is existing. Please clarify. 3. Are off site improvements to the adjacent parking area proposed with this development. If so, please also show it as it exists, and as it is proposed. The two site plans are different. 4. All work in current TxDOT right-of-way requires a permit. 5. Please clarify what is meant by note number 130 on sheet A-1.0. Also, will the existing sign remain? The two site plans differ. 6. Please provide the following additional information in the title block of the site plan: address, legal description, owner name, date of submittal, and total site area. 7. Please provide the ownership and current zoning of this tract and all adjacent tracts on the site plan. 8. The total site area differs on the application and the landscaping plan. Please clarify. 9. The number of required parking spaces and number provided as stated on the plan are incorrect. For a 16,000 sqft building, 64 spaces are required. You have provided 76. 10. The 'double island' that is required between every 7 parking spaces (for parking closer than 15' to the property line) is required to be 18' x 20'. 11. Please provide all setbacks on the site plan, including the side and rear setback. The side street setback is 15', and not 25' as stated on the plan (side street is Holleman). 12. If the property is not located within a floodplain, please provide a note stating this with the confirming FEMA/FIRM map number. 13. Please provide a curb and pavement detail. 14. For every 15 interior parking spaces you are required to provide a 180 square foot interior island somewhere within the interior parking area. If the end islands (in the interior of the site) exceed their required square footage, the additional square footage can be applied to the interior island requirement. If you wish for the additional square footage of your end islands to count toward your interior island requirement, please provide the square footage of these end islands. With 32 interior parking spaces, you are required 384 square feet of interior islands. 15. One site plan shows a fire hydrant, the other does not. 16. Please show all required fire lanes. 17. Please provide location of Fire Department Connection (FDC). Building must be sprinklered. 18. The dumpster enclosure needs to have a 24ft. opening (inside width) in order to house 2 FEL containers. Each dumpster needs a 12' clear opening for service. 19. Please provide information on how the CMU dumpster enclosure will be treated or screened. Will it be painted? What material are the gates made of? 20. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Please state how this will be accomplished. You can extend the water line from Holleman Drive. 3. The water line to the fire hydrant is a public line and requires engineered construction documents and a PUE. 4. The TxDOT Utility permits need to be submitted through the City of College Station. Four copies of permit and supporting documents required. 5. Water meters are sized based upon average and peak GPM flows. Please provide flow to support 2" meter. 6. Master metering is an option. Please revise plans to reflect. 7. Construction and General Notes (Sheet C2) refer to City of Bryan requirements. Need to conform to City of College Station requirements. 8. You have shown the location of a new sign with this submittal. Since the location of a sign cannot be permitted through site plan review, please either remove the new sign and note 125 that you have shown, or add an additional note that states that signs must be reviewed and permitted separately. 2. Please remove the legend that you have added to the site plan regarding interior parking islands. This table gave me the information that I needed to determine that you are in compliance with the requirements, but needs to be removed since the chart itself is incorrect. Reviewed by: Jennifer Prochazka Date: June 9, 2005 ENGINEERING 1. The fire flow report that you submitted for this project is incorrect. I think you have it crossed with the Texas Pavilion project. You state that the waterline is 18" and will serve a bank and Texas Pavilion. Please rectify report. 2. The International Fire Code requires 3 fire hydrants for 2,750 gpm flow. However, the Fire Marshall has agreed to allow the use of the hydrant across Holleman as the third hydrant. 3. The tie in to the existing water line in Texas Avenue and to the storm inlet in Holleman Drive will require an agreement with the Contractor on the utility project currently under construction. The copy of the agreement will need to be submitted prior to plan approval. 4. Please refer to BCS Unified Design Guidelines. A number of your construction notes on Sheet C2 are in conflict. (Repeat comment) 5. The TxDOT Utility permits need to be submitted through the City of College Station. Four copies of permit and supporting documents required (water line design docs and drainage report). (Repeat comment) 6. Our paving requirement for fire lane (medium duty) is "4 @ 18" OCEW. 7. Please add note that all water and sanitary sewer construction shall be in accordance with BCS Unified Design Guidelines, Specifications, and details. 8. Sheet C5 — Section A-A shows a 6" line, but the tap call is for an 8" line. 9. Sheet C5 - You cannot tap size on size. You will need to cut in a tee. 10. Sheet C5 —Valve requirements are one less than each leg of a tee or cross. You will not be required to install the 8" valve on the existing main at this time, but need to include the cost of a 12" valve in the aforementioned agreement with the contractor that is currently constructing the new 12" water line. 11. The easement you are required to dedicate is on the adjacent property. That property owner is the one who will need to sign the easement. The supporting documents (title report, etc.) need to be for the adjacent property. This easement will need to be dedicated prior to Site Plan approval. 12. Appropriate documentation will need to be provided to show that you have permission for construction of water lines and services on adjacent property prior to Site Plan approval. Sheet C2 states that the sidewalk will be 5' wide. As previously commented, City of College Station requires a 6' sidewalk placed at back of curb on minor arterial streets, Holleman Drive. 15. Please note: Regarding the driveway to be removed on Texas Avenue, the curb will need to be saw cut and the new curb dowelled in. Any damage to the street will have to be repaired according to City standards (no cold mix asphalt). 16. Keep in mind that the hotel cannot be without fire protection. How will the hotel have fire protection while the fire hydrant is being relocated? The relocated fire hydrant may have to be a new one. To extend the proposed new water line from Texas Avenue, you will need to wait for new 12" waterline to be installed which will be about 8 months, otherwise you will need to extend the proposed water line from the existing line on Holleman. 6. Proposed meter vault cannot be located in TxDOT ROW. 7. TxDOT Utility Permit is required for utility connection in TxDOT ROW, including storm sewer. Strom sewer inlet belongs to TxDOT. 8. The fire hydrant is to be tapped into a line that is maintained and operated by the City of College Station. That line is designed to provide adequate flow and pressure,as required by the State. Should the City like the report as a formality, Windrose Land Services can provide such a report once proper readings are taken in the field of the existing line. 2.
