Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for stamping:
Six (6) complete sets of construction documents for the proposed development
with the revised site and landscaping plans attached
Two (2) revised site
One (1) landscaping plan
One (1) 11x17 grading and erosion control plan
Easement Dedication Sheet and required documents.

1. It appears that Line "3" (8" Fire Line) is not in a dedicated public utility easement. The
easement dedicated by plat was not in this location. This PUE is required and will need to be
dedicated by separate instrument. Submit easement dedication documents. You may want to
dedicate a blanket easement initially in order to get the project started. Otherwise, the PUE will
need to be dedicated prior to Site Plan approval.
2. Please provide detail of structural backfill. The detail referenced in W4-03, does not
currently exist. We also allow cement stabilized backfill per City Specifications.

Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review
comments detailing items that need to be addressed. The next submittal will be the third and final review
by staff for this round of reviews. If all items have not been addressed on the next submittal, another$200
processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the

PLANNING
1. (FYI) Per site plan review #1 all paved areas are required to be curbed. Was not clear on
the site plan that the pavement between Phase I & Ill was proposed to be curbed.
2. Please be aware that the property owner Frank Mihalopoulos singed a parking agreement
with Wings & More restaurant for 28 parking spaces (currently temporary) to meet the
required parking. Please note this on the site plan.
3. As previously stated all end islands are required to be 180- square feet. It appears that the
end islands located on both ends of the proposed 9-parking spaces adjacent to the Home
Depot drive isle are not meeting this area requirement. Please adjust.

ENGINEERING
1. Additional PUEs are shown on the Site Plan that were not included for dedication with the
Replat. These PUEs are required and will need to be dedicated by separate instrument.
Submit easement dedication documents. You may want to dedicate a blanket easement

prior to Site Plan approval.
2. Water main shall meet AWWA C-909 standards.
3. Show conflict with sanitary sewer main, Line 2 and Line 3 (Sheet C9).
4. Encasement/separation requirements for water and sewer shall be to TCEQ requirements
of 9 feet. (Revise note 10, Sheet C9)
5. Provide a fire hydrant or flushing valve near Sta 225 until future fire hydrant is installed.
6. Water demand provided sizes the meters at 1'/z ", not 2".
7. Public infrastructure under pavement requires structural backfill. Please indicate on plans
and provide detail.
8. What is the resulting velocity in the existing 36" storm pipe?
9. Submit Development Permit Application and fees. Application can be found online at
www.cstx.qov/docs/development permit.doc
10. Submit water design report showing that you have adequate fire protection.

PLANNING
/. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above
grade. Such screening shall be coordinated with the building architecture and scale to
maintain a unified appearance.
✓2. Per site plan check list, please provide the current zoning classification for the subject
property as well as the abutting parcels.
A. Per the site plan check list, each phase must be able to stand alone to meet Ordinance
requirements. This includes end-islands that are at the end of every parking row. It appears
to be at least three different locations where the end-islands are being shown on or half way
on future phases. The end-islands will need to be adjusted to fit in phase one or include the
future phases in with this approval process.
Temporary striping will not be allowed for an end-island requirement. All islands are
required to be at least 180 square feet surrounded by a 6-inch curb with enhanced paving
or established ground cover.
4. Please provide a parking legend on the site plan showing total building square footage,
required parking and provided parking.
76. The (8) eight proposed parking spaces along the main drive isle on the west side will not be
allowed. This is considered a health and safety issue when looking at the over all traffic
/ circulation on the site. Please remove.
V'7. Please provide phase lines on the site plan. If they are being shown they are very hard to
delineate. Phase lines are required to be shown (20) twenty feet beyond the proposed
constructed area.
18. With 301 parking spaces provided, this will require 21 interior islands. It appears that the
interior-islands are deficient. Please be aware that concept 2 or 3 (1800 square feet of
landscaped island, Section 7.7.H.2.b.and c.) is in addition to Section 7.2 Parking
requirements.
h✓9. All paved areas are required to be curbed. A temporary knock off curb will be required to be
installed adjacent to all future phases prior to issuance of a Certificate of Occupancy.
A0. All dumpster pads are required to be 12x12 with a minimum opening of 12 feet (please keep
this in mind with bollard placement). Please provide a detail of the dumpster pad and the
.�( screening.
v' 11. Section 7.9.B Required Screening: All mechanical equipment shall be screened from view
-yam or isolated so that not to be seen from any right-of -way or residential district within 150
feet of the perimeter boundary of the subject lot or tract, measured from a (5') feet above
grade. Such screening shall be coordinated with the building architecture, materials, colors
and scale to maintain a unified appearance. Acceptable methods of screening are:
encasement, parapet walls, partition screens, brick/stone/masonry walls or fences. This
development is abutting an R-4 Multi-Family Residential Zoning District. The proposed
dumpster, compactor and any other mechanical equipment that is not being shown on the
site plan will be required to meet these screening requirements.

LANDSCAPING/STREETSCAPING/BUFFER
A 2. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.
/13. Section 7.6 Buffer Requirements (Commercial adjacent to Multi-Family requires 10 (1),
fence with a 10 foot planted buffer) b. If a fence or wall is required per the buffer table, the
following plantings shall be installed in the buffer yard: A minimum of one 1.25-inch caliper
non-canopy tree per 15 linear feet of landscape buffer and a minimum of one 2-inch caliper
canopy tree per 25 linear feet of the landscape buffer. This will require 50 minimum 1.25-
inch non-canopy trees and 30 minimum 2-inch canopy trees.
A note will be required on the approved site and landscape plan that in the event that the
existing wooden fence goes away or is damaged at any time the subject property owner of
the Gateway is the responsible party for maintaining this fence at all times.
15. There are questions about the following plantings (species & point wise):
• 8-Bald Cypress x 300 = 2,400 not 2,100
• 4 out the 10 Chinese Pistache are located in the required buffer, this gives you
1800 points instead of 3000
• 8 Live Oaks x 300 = 2,400 not 2,700
• River Birch is not listed on the College Station acceptable canopy tree list
• Antique Rose, Dwarf Fountain Grass and red Fountain Grass is not listed on
the College Station acceptable shrub list.
The total landscape points required is 17,444 however it appears that only 15,383 has
been accounted for.
(NRA) NON-RESIDENTIAL ARCHITECTURAL STANDARDS/BUILDING
MATERIALS/COLORS
�6. Section 7.9.D.2.a. States: Stucco, EFIS, concrete products as described above, hard board
or any material equivalent in appearance and quality as determined by the (DRB) Design
Review Board shall not cover more than seventy five percent (75%) of overall facade. The
building plans were submitted about two weeks ago showing all elevations (front, rear and
side). It appears from the elevations turned in with the building that the north and east
elevations do not meet this requirement. Please submit all elevation information with the
next submittal.

3. Lots are being re-platted as Lot AR-1 and Lot AR-2. Please reflect on Site Plan.
4. The Paving Plan (C3) included with the construction documents submitted with the Replat
does not match the Paving Plan (C3) submitted with the Site Plan. Verify.
5. Provide detail of retaining wall. Include tie-in to ground.
6. Further review of drainage system will be completed upon submittal of drainage report.
7. (C7) Provide detail for proposed storm line tying into existing line.
8. Provide plan and profile of all public infrastructure.
9. As shown, fire water lines are public and need plan and profile.
10. Show detail of all infrastructure conflicts.
11. (C9) Provide information for water line material.
12. (C9) Provide water and sewer demands.
13. (C9) Provide location of meters (service, irrigation, etc). Meters required to be located
within a PUE.
14. (C11) Pavement detail shows "T" for thickness. What is the thickness you are proposing?
A minimum of 6" is required for fire lanes and sanitation routes. A minimum of 5" is required
for all other areas.
15. Please include a complete set of civil drawings for next round review.
16. Development Permit application will be required to be submitted with all supporting
documentation (drainage, water, and sewer report.

1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

(Site Plan Review for Phase I Only)
PLANNING
1. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above
grade. Such screening shall be coordinated with the building architecture and scale to
maintain a unified appearance.
2. Per site plan check list, please provide the current zoning classification for the subject
property as well as the abutting parcels.
3. Per the site plan check list, each phase must be able to stand alone to meet Ordinance
requirements. This includes end-islands that are at the end of every parking row. It appears
to be at least three different locations where the end-islands are being shown on or half way
on future phases. The end-islands will need to be adjusted to fit in phase one or include the
future phases in with this approval process.
4. Temporary striping will not be allowed for an end-island requirement. All islands are
required to be at least 180 square feet surrounded by a 6-inch curb with enhanced paving
or established ground cover.
5. Please provide a parking legend on the site plan showing total building square footage,
required parking and provided parking.
6. The (8) eight proposed parking spaces along the main drive isle on the west side will not be
allowed. This is considered a health and safety issue when looking at the over all traffic
circulation on the site. Please remove.
7. Please provide phase lines on the site plan. If they are being shown they are very hard to
delineate. Phase lines are required to be shown (20) twenty feet beyond the proposed
constructed area.
8. With 301 parking spaces provided, this will require 21 interior islands. It appears that the
interior-islands are deficient. Please be aware that concept 2 or 3 (1800 square feet of
landscaped island, Section 7.7.H.2.b.and c.) is in addition to Section 7.2 Parking
requirements.
9. All paved areas are required to be curbed. A temporary knock off curb will be required to be
installed adjacent to all future phases prior to issuance of a Certificate of Occupancy.
10. All dumpster pads are required to be 12x12 with a minimum opening of 12 feet (please keep
this in mind with bollard placement). Please provide a detail of the dumpster pad and the
screening.
11. Section 7.9.B Required Screening: All mechanical equipment shall be screened from view
or isolated so that not to be seen from any right-of -way or residential district within 150
feet of the perimeter boundary of the subject lot or tract, measured from a (5') feet above
grade. Such screening shall be coordinated with the building architecture, materials, colors
and scale to maintain a unified appearance. Acceptable methods of screening are:
encasement, parapet walls, partition screens, brick/stone/masonry walls or fences. This
development is abutting an R-4 Multi-Family Residential Zoning District. The proposed
dumpster, compactor and any other mechanical equipment that is not being shown on the
site plan will be required to meet these screening requirements.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out
to the City,will constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
12. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.
13. Section 7.6 Buffer Requirements (Commercial adjacent to Multi-Family requires 10 (1),
fence with a 10 foot planted buffer) b. If a fence or wall is required per the buffer table, the
following plantings shall be installed in the buffer yard: A minimum of one 1.25-inch caliper
non-canopy tree per 15 linear feet of landscape buffer and a minimum of one 2-inch caliper
canopy tree per 25 linear feet of the landscape buffer. This will require 50 minimum 1.25-
inch non-canopy trees and 30 minimum 2-inch canopy trees.
14. A note will be required on the approved site and landscape plan that in the event that the
existing wooden fence goes away or is damaged at any time the subject property owner of
the Gateway is the responsible party for maintaining this fence at all times.
15. There are questions about the following plantings (species & point wise):
• 8-Bald Cypress x 300 = 2,400 not 2,100
• 4 out the 10 Chinese Pistache are located in the required buffer, this gives you
1800 points instead of 3000
• 8 Live Oaks x 300 = 2,400 not 2,700
• River Birch is not listed on the College Station acceptable canopy tree list
• Antique Rose, Dwarf Fountain Grass and red Fountain Grass is not listed on
the College Station acceptable shrub list.
The total landscape points required is 17,444 however it appears that only 15,383 has
been accounted for.
(NRA) NON-RESIDENTIAL ARCHITECTURAL STANDARDS/BUILDING
MATERIALS/COLORS
16. Section 7.9.D.2.a. States: Stucco, EFIS, concrete products as described above, hard board
or any material equivalent in appearance and quality as determined by the (DRB) Design
Review Board shall not cover more than seventy five percent (75%) of overall facade. The
building plans were submitted about two weeks ago showing all elevations (front, rear and
side). It appears from the elevations turned in with the building that the north and east
elevations do not meet this requirement. Please submit all elevation information with the
next submittal.

6. Further review of drainage system will be completed upon submittal of drainage report.
7. (C7) Provide detail for proposed storm line tying into existing line.
8. Provide plan and profile of all public infrastructure.
9. As shown, fire water lines are public and need plan and profile.
10. Show detail of all infrastructure conflicts.
11. (C9) Provide information for water line material.

13. (C9) Provide location of meters (service, irrigation, etc). Meters required to be located
within a PUE.
14. (C11) Pavement detail shows "T" for thickness. What is the thickness you are proposing?
A minimum of 6" is required for fire lanes and sanitation routes. A minimum of 5" is required
for all other areas.
15. Please include a complete set of civil drawings for next round review.
