HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Lindsay Boyer Date: March 24, 2005 Email: Iboyer@cstx.gov Item: Presentation, discussion and possible action on a Preliminary Plat for the F&B Road Addition consisting of 3 lots on approximately 14.6 acres generally located approximately 500 feet southwest of the intersection of F&B Road and Harvey Mitchell Parkway (FM 2818). Applicant: Ramon Garcia, Agent for Owner, F&B 2818, LLC. Staff Recommendations: Staff recommends approval of the Preliminary Plat as submitted. Item Summary: This item is for consideration of a Preliminary Plat in preparation for commercial development on Lot 2. Lot 1 is in use as a single family residence as part of a life estate held by F&B 2818, LLC. Lot 1 is anticipated to be incorporated as a second phase of the commercial development upon termination of the estate. The subject property has frontage on F&B Road. The applicant proposes to take joint access through the existing driveway on Lot 1, which will be widened onto Lot 2 to meet minimum driveway width for commercial development. This driveway location meets minimum separation requirements for a major collector. The driveway location was selected by the applicant to minimize impact to the residence. The applicant also proposes to extend the private access easement through Lot 2 to provide connection to Lot 3. The proposed plat also includes a 5-foot R.O.W. dedication required for future widening of F&B Road to a major collector standard. This plat is in compliance with the Subdivision Regulations. Comprehensive Plan Considerations: The property is zoned C-1, General Commercial. The F&B Road Small Area Plan was adopted in 2003 and designates the property as Retail Regional on the Land Use Plan. F&B Road is considered a major collector on the City's Thoroughfare Plan. Item Background: Approximately 7.8 acres along the northern portion of the subject property were annexed in 1970 and zoned R-1. In 1999, 7.2 acres were rezoned to C-1. The remaining 6.8 acres were annexed in November, 2004 and zoned A-O. In December, 2004, the entire property was rezoned from a mix of R- 1, C-1, and A-O to C-1. The property has not been previously platted, and there is currently no other development occurring in the vicinity. Budgetary & Financial Summary: N/A Related Advisory Board Recommendations: N/A Commission Action Options: The Commission has final authority over the final plat. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water: There is an 18" water line stubbed out on the west side of FM 2818. The line would need to be extended by the developer. Sewer: No city sanitary sewer is available in the area. The developer intends to accommodate this with onsite septic systems. Streets: F&B Road is designated as a Major Collector on Thoroughfare Plan. Prior to October 2003, the road was not classified. The condition of the road varies. Portions of the road in the City are in poorer condition than that in the County. County portions were improved to their present condition 2-3 years ago. Off-site Easements: None are known to be necessary at this time. Drainage: An unnamed channel flows from north to south across the middle of the parcels. The channel has been altered to create a series of ponds. Flood Plain: According to Panel 143C (July 2, 1992) portions of the parcels are shown as Flood Zone A and no base flood elevations have been determined. Oversize request: None requested at this time.
