Please keep in mind that staff's responsibility is to provide the Planning & Zoning Commission with all pertinent facts of a development case, but that staff is not acting as an advocate for the applicants. Therefore, it is in the applicant's best interest to send a representative to the Planning & Zoning Commission meeting to speak on behalf of the proposal. This item is scheduled for the Thursday, May 1, 2003 Planning & Zoning Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. At this time, the Chairman will open the floor to citizens wishing to address the Commission on planning and zoning issues not already scheduled on tonight's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. (A recording is made of the meeting; please give your name and address for the record.) 2. Public Comment for the Record. At this time, the Chairman will open the floor to citizens wishing to address the Commission on consent and regular agenda items that are not scheduled for a public hearing. This does not include items where hearings have been previously held. All matters listed under Item 3, Consent Agenda, are considered to be routine by the Planning and Zoning Commission and will be enacted by one motion. These items include preliminary and final plats, where staff has found compliance with all minimum subdivision regulations. All items approved by Consent are approved with any and all staff recommendations. There will not be separate discussion of these items. If any Commissioner desires to discuss an item on the Consent Agenda it will be moved to the Reg -alar Agenda for further consideration. 4. Consent Asenda. 4.1 Consideration, discussion, and possible action on the Minutes from the March 6, 2003 Joint Workshop Meeting with the Planning and Zoning Commission and Parks and Recreation Advisory Board. The minutes were approved at the Parks and Recreation Advisory Board Meeting on April 8, 2003. Regular Agenda, 5. Public hearing, discussion, and possible action on a rezoning for Lots 1-6, Block 1 of the Graham Corner Plaza Subdivision consisting of 10.73 acres located at the intersection of Graham Road and State Highway 6 South, from C-2 Commercial -Industrial to C-1 General Commercial. Consideration, discussion, and possible action on a Preliminary Plat for Rock Prairie Plaza, an 8 acre tract consisting of 1 lot located on the southeast corner of Rock Prairie Road and State Highway 6 South. Public hearing, discussion, and possible action on a rezoning for the City of College Station Business Center #2 from A -O Agricultural Open to M-1 Planned Industrial located at 4301 State Highway 6 South. STAFF REPORT Project Manager: Spencer Thompson Date: 4/23/03 Email: sthompson@ci.college-station.tx.us Item: Consideration, discussion, and possible action on a Preliminary Plat for Rock Prairie Plaza, an 8 -acre tract consisting of 1 lot located on the southeast corner of Rock Prairie Road and SH 6 South (03-00500087) Applicant: David Scarmardo for Rock Prairie Development LTD. Staff Recommendations: Staff recommends approval of the Preliminary Plat with the condition that the attached Staff Review Comments #2 be addressed. Item Summary: This item is for the consideration of a Preliminary Plat for Rock Prairie Plaza located at Rock Prairie Road and SH 6 South. The subject property is adjacent to Curry Plumbing and the historic Rock Prairie Baptist Church on Old Rock Prairie Road. The property is currently zoned C-1. RPR has recently been upgraded. The full pavement section is not in place, at this time, but is planned to be constructed in the near future. In January, 1998 the property received a Driveway Variance from the PRC to allow two driveway entrances on RPR, two on SH 6 and one on Old RPR. TxDOT has noted that two drives can be constructed to access the feeder road. However, the most northern drive is to be 500 -ft from RPR. This drive will not be allowed to be constructed but not opened until the feeder road changes to "one-way" traffic. In addition, the second drive onto SH 6 must be moved as far south as possible. Please see attached PRC Report. Comprehensive Plan Considerations: Land Use Plan: Shown as Commercial land use. 18 -in water line along SH 6 shown on Comp Plan. Thoroughfare Plan: SH 6 is a Freeway/Expressway. RPR is a Minor Arterial Parkland Dedication: N/A Special Area Plans: This area was included in the Rock Prairie/Greens Prairie Triangle Study. The Study proposed commercial for the site. Sidewalks: To be addressed at Site Plan, if needed. Compliance w/Subdivision Regulations: Plat must show 18 -in waterline to be in compliance. Zoned: C-1 Budgetary & Financial Summary: OP is expected to be requested for construction of the 18" water line. Commission Action Options: The Commission has final authority over the plat.
