To what receiving system will the swimming pool be drained? 2. A 100-year water surface elevation is need for this development, if it has not already been established. Please present the results of the modeled 100-year storm event for this site. The results of this model will be reviewed and used to ensure that no base floor elevation or sewer access will be inundated during the 100-year storm event. Notes on drainage: As previously explained, the Melrose Apartment Complex has only one (1) constructed detention pond. The constructed pond receives approximately 3/4 of the drainage from the complex. The remaining Melrose area (unconstructed) still remains a part of the drainage area hydraulically connected to your drainage channel. This area was not accounted for in the drainage report. Also, many of the arrows depicting flow on the included drainage map were incorrect. Flow occurs perpendicular to grade lines, not parallel. In addition, the Sigma Alpha Epsilon fraternity house project is providing detention on their site at the headwaters of your drainage channel. You should include this information in your calculations to ensure the accuracy of the model. 3. Waterline lateral profiles do not appear in your construction documents. Please include all utility conflicts on profiles. 4. Sewer line lateral profiles do not appear in your construction documents. Please include all utility conflicts on profiles. 5. Fire flows for this site do not appear in your site plan/ construction documents. 6. Please include a valve or stop in front of the water meter on the inset detail "Typical Water Service Detail". Reviewed by: Spencer Thompson Date: 5/4/00 STAFF REVIEW COMMENTS No. 1 Project: FAIRFIELD @ LUTHER (SP) (0-83) 1. Please replace all "City of Austin" standards with those of College Station. 2. In regards to Comment 12 of the General Construction Notes, adequate fire protection is determined at the time of site plan review. The placement of hydrants in the field needs to be as shown on the site plan. 3. Please indicate the current zoning of the subject property. 4. The electrical lines and transformers need to be shown on the site plan. 5. Complete the room type description (C1) of Building Type VI on the Architectural Plan. 6. A note is needed on the Architectural Plan that states that the square footage of each bedroom in atwo-bedroom apartment is less than 132. This is requested to verify that the apartments qualify for reduced parking requirements. If the bedrooms are greater than 132 ft.2, then the rate is 1.5 parking spaces per bedroom, and the total for two bedroom apartments would be 360. 7. Please dimension parking on the site plan. 8. Between Buildings 13 and 3, and 13 and 11, the number of parking spaces does not match what is stated. Please adjust the numbers stated for these rows. 9. Why is a laydown curb being used by Building 6? 10. Wheelstops are not allowed in 18' parking places. Please remove them from the parking by Building 6, or if the laydown curb is to remain, increase the length of the parking space to 20'. 11. Show curb leave outs. There is particular concern about handicap accessibility to ramps. 12. The driveway throat length meets specifications, but please indicate the distance on the site plan. 13. Please show the swing path and design specifications with colors of the security gates. 14. Why does the sidewalk by the basketball court end? 15. A fence is required between PDD-H and R-1. Please show detail. 16. Please show dumpster site details. Staff Review Comments Page 1 of 2 17. What are the small squares around the buildings? If they are A/C units (or something else that might be considered visually offensive), they will need to be screened from the ROW. 18. There needs to be an easement for the water line to Building 15. 19. Since the building(s) will be sprinkled, fire department connections are required to be shown. 20. Please provide Knox Box information. 21. Please provide fire lane information. 22. In the streetscape point calculations, the frontage dimension listed for Luther St. is greater than what is shown. Additionally, 70 I.f. may be taken out for the driveway and visibility triangles. The City of College Station encourages landscaping beyond what is required, but the minimum requirement calculations need to be accurate. 23. Transformers need to be shown and screened. 24.Only 29 existing canopy trees that will remain are outside of the barricade area are shown. 25. To determine if it is eligible for landscaping points, the scientific name for Wooly Buckthorn is needed. The Chinaberry and Hackberry are marginally acceptable-they may earn 300 points only if in good condition. 26. If Tree # 56-a Wooly Buckthorn-is determined eligible for points, it will be taken into account that it is only 6". 27. For streetscape trees, scientific names need to be listed. 28. According to the Irrigation Notes, there will be landscaping in the TxDOT ROW. Please submit a TxDOT permit for landscaping along Harvey Mitchell Parkway. A PIP application will need to be submitted if irrigation lines will be within the Luther St. ROW. 29. Provide a water and sanitary sewer legend to include water demands (minimum, maximum, and average demands in gallons per minute) and sewer loadings (maximum demand in gallons per day). Please replace the "City of Austin" standards on Sheet 32 with those applicable to College Station. Sheet 3 standards are acceptable. 2. How the complex will be receiving electricity needs to be shown on the site plan. 5. The parking requirement for atwo-bedroom apartment is 1.25 or 1.5 per bedroom, depending on the bedroom's size. The parking information on sheet #8 will need to be adjusted. A note is needed on the Architectural Plan that states whether or not the square footage of each bedroom in atwo-bedroom apartment is less than 132. This is requested to determine if the apartments qualify for the reduced parking requirements. 6. On one row between Buildings 15 and 13, the number of parking spaces does not match what is stated. For the fire lanes, the City of College Station requires that: "All curbs and curb ends shall be painted red with four (4) inch white lettering stating "FIRE LANE - NO PARKING -TOW AWAY ZONE". Wording may not be spaced more than fifteen (15) feet apart." 5. Please provide a water and sanitary sewer legend to include water demands and sewer loadings.
