PROC~SS FOR NOTICE OF MEETINGS
The primary objective of an agenda is to provide a guide for the business that is
proposed to be acted on at a given time, date and place. The agenda serves as a
means of informing the public of the official business of the city. The following
process shall be utilized by all departments responsible for conducting citizen
committee meetings, council subcommittee meetings, and other meetings subject
to the Open Meetings Act.
Preparation of the A eg nda
The employee preparing the agenda has the responsibility of its accuracy,
completion, and distribution of the agenda. The agenda must include the
committee name, date, hour, place, and subject of the meeting. It should be
presented in a manner that is concise, accurate, and in a logical order that gives a
clear picture of what business will be considered.
Deadlines are necessary for the efficient preparation of the agenda. It is important
to set a schedule with the chairman and department head for placing an item on the
agenda.
The city is required by ADA legislation to place a disclosure statement on meeting
notices that the city's meeting facilities are accessible by the disabled. An

A critical deadline is the posting of the final agenda with the City Secretary's
ffice at least five days (excluding weekends) prior to the meeting date and time.
The Open Meetings Act requires that notices be posted at least 72 hours before the
scheduled time of the meeting. The notice must be posted at City Hall for the
public to view 24 hours a day.
Following receipt of the agenda via a-mail to the Records Technician in the City
Secretary's office, the Records Technician will process the agenda for posting by
recording the date received by department, date posted and the preparation of
notice of meeting. The department will receive an e-mail or phone call to verify
receipt of agenda prior to posting. In the event the department does not receive
verification from the City Secretary's office, the department is responsible for a
follow-up phone call to the City Secretary's office to determine the location of the
agenda.
Emergency Meetings
An exception to the 72-hour rule can be made in the event of an emergency
meeting. Posting notice at least two hours prior to the emergency meeting is
sufficient. An emergency or an urgent public necessity exists only if immediate
action is required of a govemmental body because of: imminent threat to public
health and safety; or 2) a reasonably unforeseeable situation. The City Attorney's
office should be contacted to determine if an emergency item is allowed.
