HomeMy WebLinkAboutStaff ReportNORTHGATE REVITALIZATION BOARD REVIEW SUBCOMMITTEE STAFF REPORT For TRADITION AT NORTHGATE (SP) (0-66) Prepared by: Molly Hitchcock Date: February 2, 2001 All proposals involving site development or redevelopment in the Northgate District shall require a review subcommittee of the Northgate Revitalization Board (NRB). Zoning District: NG-1 Historic Northgate Location: 301 Church Applicant: The Tradition at Northgate, LTD Item Summary: New Development Item Background: The Northgate Review Board approved the site plan and colors for the Tradition dorm project in April of 2000. Staff was delegated final approval of the landscape plan, but it was later determined that staff did not have the authority to make the aesthetic judgement of the site. The applicant has requested to meet with the NRB again for the consideration of a new landscape plan and signage proposal. The landscape plan can now be evaluated with respect to the working plans for the Second Street Promenade. The Tradition representatives have been working with City staff to provide a seamless pedestrian development on Second Street. The streetscaping proposed is consistent with the plans for the Second Street Promenade with several exceptions: 1. The Tradition at Northgate is calling for a base bid condition of all sidewalks to be broom finished concrete. Stamped, dyed concrete is the standard the City will be using for the Second Street and Church Street projects. 2. The "Concrete Band Upgrade, Ref. Alt. Second Street This Sheet" bands described on sheet LS.1 should be inlaid brick pavers. 3. The tables shown on Second Street will be part of the promenade, but will be paid for and installed by the City. 4. Because of area construction, light standards beyond the Tradition property line will not be able to be installed until the construction of the Second Street project which is anticipated to begin in August. The landscape plan submitted for technical review was not complete. A missing detail sheet that should contain information about the concrete paver inlays has been requested of the applicant, but has not been submitted at this time. It is anticipated that staff will have a full submittal reviewed and ready for discussion by the time of the NRB meeting. Issues/Items for Review: 1.
