The following page is a list of staff review comments detailing items that need to be addressed. College Main is shown on the sidewalk master plan, and since there is not one existing, then one will need to be installed. Staff is looking into the possibility that the City has a project in the works that would include installation of a sidewalk along this section of College Main, in the near future (6-12 months). If it is determined that the City does not have such plans, a sidewalk will need to be installed by the church before a C/O will be issued for the building. 3. ok 4. The location of the sewer line in respect to the detention area may need to be addressed. Development engineering will look at that. 6. ok 7. In regards to the sidewalk requirement along College Main -After talking with other City departments staff has determined that there is not a City project planned to install the sidewalk. Therefore, as per the Condtionial Use Permit granted to this project, it is the responsibility of the Church to install the sidewalk. To be stamped approved the site plan needs to show the location of the future sidewalk, in compliance with City standards, as well as, provide construction documents and cost estimates. It is our understanding that GTE plans to move the existing above ground lines along College Main in the near future. It is possible to bond or guaranty the future construction of the sidewalk, so that the remainder of the project may proceed, and the sidewalk can be installed after the GTE lines are moved. Insufficient grading details have been provided for review or construction. 3. See additional comments on grading plan. 4. This site is in violation of City Ordinance. This project cannot proceed with out compliance to City Ordinance. The preliminary parking lot is supposed to function as detention for this site. Detention has not been constructed to date. This office has been in contact with the construction company and received assurance that the site will come into compliance. However, there has been no such effort. It is the ultimate responsibility of this site to assure compliance. We have had several significant rainfall events in the last several weeks. When this site complies with the City drainage Ordinance the project can proceed. Please contact me if you have any questions.
