Schmidt, P.E., O'Malley Engineers, Via fax (979) 836-7936 FROM: Bridgette George, Assistant Development Manager SUBJECT: COCS VETERANS PARK (SP) - Site Plan Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for the plans to be stamped approved: Three (3) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached; and, Six (6) copies of the revised site and landscaping plans. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Please include the park's address on the site plan. 2. Please show the fire lane locations on the site plan. Reviewed by: Molly Hitchcock Date: August 28, 2001 ENGINEERING 1. Concerning the 6" sewer line. I spoke with Mr. Lance Sims, Building Official. It is his determination that the 6" sewer line may be constructed as a distribution line and meet TNRCC regulations rather than as a "building sewer" and meet Building Code. 2. 1 spoke with Mr. Bob Mosley, P.E., City Engineer. It is his determination that all utilities constructed under the roadway must meet City Standards. He noted that all contractors use stabilized sand anyway, verses taking the time (and money) to compact the soil to the standard as shown in the Design Manual. Therefore you need not change your plans. 3. No other comments. The following page contains staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for additional staff review: Two (2) copies of the revised site, landscape and civil plans. Additional sets of plans will be needed once approved by staff. The drainage study submitted on July 26th has been approved and I am forwarding a copy to O'Malley Engineers. Please include the address (3101 Harvey Road) and the legal description (Veteran's Park and Athletic Complex Lot 1 Block 1) on Sheet C-2. 2. The residential land to the south is zoned R-1. Please show this on sheet C-2. 3. Please call out the ROW width for HWY 30 (120-150 ft.). 4. Please call out distances to opposite and adjacent driveways. 5. Please scale a typical head -in and angled parking space. 6. In Parking Lot A, the last Phase 1 parking space is dissected. To prevent a person from trying to park in the small space and still provide adequate room for backing maneuvers for the last whole space, please curb along the edge of the last parking space and then create a 4 -ft. turnaround between the space and the parking island. Please create turnarounds in Lot C also. 7. The parking spaces in Lot B must consistently be 9 ft. wide (except for the handicapped spaces). 8. One-way circulation aisles with angled parking are required to be a minimum of 20 ft. wide. 9. All paved areas must be curbed. In areas where the paving will be expanded (such as parking lots), knock down curbs may be used. 10. Please verify that the screening fence around the dumpster will be 8 ft. tall. 11. Please designate fire lanes. 12. Streetscaping requires 67 canopy trees (or the streetscaping equivalent of non -canopy trees) be in the first 50 ft. of the property. It seems 6 more trees need to be included in the streetscape area. Engineering 1. Please address comments and return "redline" drawings to Development Services. 2. Please provide an Erosion Control Plan for the Development Permit. You may include erosion measures and notes on the Grading Plan. 3. Please provide tree protection and detail. 4. Please ensure compliance of 6" sewer line with 1994 Standard Building Code. Manholes are not necessary. Clean -outs to be every 80'. You do not need to show each clean-out. You may just include note. 5. Please show "structural fill" where utilities traverse under street crossings. 6. There is a long run of waterline after the first tee and valve (over 1000'). Please include a valve somewhere in between. Possibly by the parking road. Also, where a tee branches a line, there must be 2 valves (a cross must have 3). 7. Please provide construction details for all infrastructure, i.e. manhole, fire hydrant, thrust block, etc. However, it is permitted to reference the specific Sheet and Detail number of the City Detail drawings in lieu of including them. 8. Please show slope of water line, especially where pipe is curved and not using fittings. Please show curvature meets specs. 9. The new, recommended handicap ramps show a slope all the way across the sidewalk and a landing in-between that is on grade with the parking lot.
