Caf6 Eccell —request for approval for the potential future expansion of purling lot located on Wellborn Road, behind Cafe Eccell just north of the current parking lot. (00-190) The NRS Review Subcommittee held a meeting on Wednesday, October 117 2000 to review the above-mentioned item. Molly opened the discussion by introducing Veronica Morgan who is here on behalf of Costa Dallis. Mr. Dallis wants to expand the existing parking lot to make up for parking spaces that are going to be removed once the Church Street improvements are done. The feasibility of this project and to what extent will depend on the estimated cost. Veronica wanted the Board to consider the larger ticket items, so they can determine what their improvements will be. Molly reminded the Board that this is a conceptual plan and that the final plan will come back to the Board at a later date. Veronica mentioned the two different layouts for the parking lot expansion. To clarify Veronica stated that Cafe Eccell wanted to develop the existing grass area at Wellborn and Louise streets into a parking lot. The first proposal is to expand by 47 spaces. Commissioner Harris question why so many. Veronica stated that the additional spaces could be rented for the residents in the Northgate area. The second proposal is an expansion of 20-25 spaces. NRS Member Senning asked if they wanted to know the requirements for lighting, irrigation and sidewalks. Veronica said yes. Natalie mentioned that these items are at the NRS Board's discretion. Natalie also mentioned that sidewalks for Louise are not on the Sidewalk Master Plan but the NRS does have the discretion to require them. Veronica stated there would be a sidewalk on Louise Street if the parking expansion goes all the way out to Louise. NRS Member Abbott suggested an optional Home of Texas A&M Unlverslty NEEMeehrg Cafe Eccelt October24, 2000 Page 2 oft sidewalk but a sidewalk would give future customers an easier access to the restaurant Commissioner Harris stated that sidewalks are needed on Louise for the people who don't have anywhere to park near the restaurant Molly mentioned that irrigation is not required in NG -1 for landscaping. NRB Member Abbot clarifies that this meeting is to discuss the requirements so that they can finalize their plans. NRB Member Benning said that anyone who puts parking in should put in underground irrigation. Mr. Dallis questions if they cut down the number parking spaces will they still have to put in irrigation. NRB Member Benning said no. The screening from the parking lot to the single-family units should be a board fence. There is a wooden fence between the existing parking and housing to the rear of the lot. Natalie said that there has to be screening between a commercial and residential development. NRB member Anz abstained from commenting on this item since she is involved directly with Cafe Eccell.
