Staff reviewed the above - mentioned project as requested. Please address the attached
comments and submit the following for further staff review and approval of the
documents:

Project: DP- Fairfield at Luther (00 -27)
ENGINEERING
1. The erosion control sheet EC -0 is acceptable. Please submit the actual construction
set(s) to be stamped. This should includeEC -0, Sheet 3/39 (EC details), and any
other grading sheet(s) you wish to include.
2. This project will need three development permits: 1) apartment site, 2) street
construction, and 3) lift station. Each will need an erosion control plan. Sheet EC -0
9/39 is the approved erosion control plan for the apartment site Building Permit.
Each permit can be separated into "Clearing and Grading" and "Full" Development
Permit. A Clearing and Grading Permit will be issued for the apartment phase when
the construction plan sets have been stamped approved.
3. There is still one issue yet to be addressed. The culvert, which is downstream of
this site and crosses FM 2818, contained 2' -3' of silt the last time it was checked.
Since this project is depending on drainage through this culvert, please contact
TXDOT to correct this problem. TXDOT contact information is Neal Munn or Ronnie
Waller at 979 - 778 -8054.

ENGINEERING
These comments are from my review of your latest submittal. Please apply these
comments to your redesign where applicable.
1. Sheet 6 of 17. There are notes on several sheets for a "STD Curb Inlet ". I did not
see a "standard" inlet detail. Please ensure the applicable detail has the same
wording/ name as the drawing note.
2. After speaking with several staff members it has been concluded that the sidewalk
between this project and Melrose will not be required with the construction Luther
Street. Please ignore any redline comments concerning this.
3. Please show any curb inlets on street plans such as Sheets 7 and 8.
4. Sheet 9. Please ensure that the information for Line B at Line A on the profile view
agrees with the plan view.
5. Please include manholes on storm sewers where applicable (300 ft max).
6. Storm sewers under street pavement must be embedded with cement stabilized
sand. Include note and/ or detail.
7. All storm sewers accepting runoff from Luther Street will become City infrastructure.

PLANNING
1. On the dumpster detail on page 37, please show an 8 ft. screening wall.
2. Please provide Knox Box information in the notes on page. A note similar
to the following is acceptable:
Location of Knox Box to be approved by Fire Marshal before installation.
Order and purchase of Knox Box should be coordinated though the Fire
Marshal.
3. Please provide water demands and sewer loadings for the Leasing
Office /Clubhouse on page 8. Is the information provided the averages or
maximums?
4. NOTE: The tract was zoned to PDD -H on February 10, 2000 (see page 1
note #2).

Project:: FAIRFIELD AT LUTHER (PP) (0-40)
General
1. Include title block information as per submittal checklist (subdivider
information, name of subdivision, preparation date, etc.). Is the name
of the Subdivision to be "Fairfield at Luther"?
2. Select lot and block number of subdivision (i.e . Lot 1, Block 1).
3. Indicate the zoning of surrounding properties t o the northwest (TAMU-
C-U) and southwest across FM 2818 (R-1 ).
4. The preliminary plat should not show trees or existing buildings to be
removed. The plat should show easements (l ight), elevations (light)
and utilities (dark) and outline of subdivision ( dark).
5. Locate and show gas pipelines along souther n boundary as indicated
on plans. Note content of pipeline.
6. Developer needs to provide a 10' easement a ll around the property,
except for the south side of the property that n eeds a 20' easement.
Developer needs to provide easements to cov er primary electric lines
and equipment that will be going on this prope rty.
7. On-site septic systems must be abandoned b efore water lines are
installed.
Streets
8. The City will not be party to ensuring street im provement payments
due the developer from another developer as noted on page 7 of 7 of
the impact study. Any private agreement is so lely between the two
parties.
9. Please note on plans that the Luther Street cr oss section is to match
existing improvements.
Drainage
10. Will the drainage easement be excavated or landscaped in any way?
The developer must determine 404 permitting requirements, if any.
11. Further demonstrate that the 60" storm water culvert is adequate to
handle flows in excess of 300 cfs with headwa ter elevation at 297.91.
12. Show on plans the storm sewer extension alo ng Luther and the
expected downstream flow route. Will a storm drain from Luther
discharge through this site? If so, indicate ap proximate location for
private drainage easement.

13. Continue 16" waterline to 2818, install fire hydrant at corner of 2818
and Luther and cap line for future extension. Fire hydrants on the
northwest side can be supplied from this line by means of lateral feeds.

Gorzycki/ 2818 corner. This will eliminate

Sewer (as discussed with Danny Miller 2/29/00)
16. The 8" sewer at Melrose is inadequate to carry sewer flows from this
development in addition to the already expect ed flows from the
Melrose complex.
Options:
a) The required lift station will be constructed on private
property and access the existing se wer (15") along 2818 to
the east through an easement on th e adjacent property. If
this option is selected, the constructed sewer will be
considered private and sewer billing from the City will be to
the property owners or agent and no t to individual
occupants.
b) The lift station is to be built as per C ity Master Plan
requirements. If this option is select ed, the constructed
sewer will be public and sewer billin g from the City will be to
the individual users. The City will p articipate in the
construction costs.

PLANNING
1. Since you are final platting off the Preliminary Plat, the Preliminary Plat needs to be
updated. The Mylar I have reviewed shows very few of the PUE's for waterlines and
drainage. It also shows the easement for the forcemain onto Gorzycki. So, please
submit an updated Preliminary. In addition, the construction plans show a 20'
easement on the east side/ 10' front, whereas the preplat shows the 20' on the front/
10' east. City staff from electrical stated the 20' on front was the correct one (?).
2. Please submit an updated Final Plat. Using the updated Preliminary, remove
elevation lines, zoning refs, building lines, and utility lines and it should be good.
The final plat be will formally reviewed when it is submitted

ELECTRICAL
1. Developer installs conduit, transformer pads & j-boxes /pull boxes per city specs
and design. (provide 30 ft. of rigid conduit per riser pole)
2. Developer provides temporary blanket easement for constru ction purposes and
necessary meet & bound descriptive easement upon compl etion of project.
3. Need electric load information as soon as possible so that w e may order
transformers for project. (current delivery time is 20 to 26 w eeks)
4. Need digital (AutoCAD version) site plan, E-mail to tmichals Ca~ci.college-station.tx.us.
5. As soon as we receive the digital site plan we will do the ele ctric layout and provide it
back to developer for installation.

Issue: Final Plat
General Comments: The following comments have a direct impact on the final platting of this
property.
Layout of the water line directly impacts easement location and thus must be
approved in order to place easements on the Final Plat.
Sewer issues for this project have not been resolved to date. City of College Station
staff will recommend denial of the final plat if this issue is not finalized. The
developer has the option to withdraw plat consideration before the Planning and
Zoning Commission meets.
Specific Comments:
Tee off water line branches with domestic services and meters before fire hydrants.
It is our understanding that these buildings will include a fire sprinkler system. Fire
sprinkler piping must come off the water main and be included in an easement up to
the building or backflow preventer whichever comes first. They need not be
metered. Example:

Water line drawings need some attention to clear up discrepancies; see drawings for
