The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Monday, March 10, 10:00, to be scheduled for the Planning & Zoning Commission meeting scheduled for Thursday, March 20, 2003, 7:00 p.m., at the City Hall Council Chambers, 1101 Texas Avenue: Ten (10) revised site and landscaping plans; One (1) copy of the barricade detail; Easement Dedication Sheet and required documents (required prior to a Building Permit). Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. The proposal for a shared dumpster behind the Quiznos Restaurant is not acceptable because this facility is already at maximum service level. You have the option of using the Northgate compactor on the Promenade or continuing to use the 90-gallon service. If you choose the 90-gallon service, please provide the location of the receptacle and required screening. 2. The maximum height for structures in NG-1 is 50 feet. If the structure exceeds 50 feet, then a front setback of 25 feet is required. The height will be measured to the top of the roofline; please dimension this height. 3. Please locate the irrigation meter. Irrigation is required for all landscaped areas and an irrigation plan must be approved by this department prior to issuance of a C.O. The note on the plan regarding watering plantings by hose will need to be removed. 4. Please indicate if utilities shown on plans are public or private. Also locate all meters on the site plan. Easements are required for all public utilities and meters that are not located within the public right-of-way (this includes fire lines). 5. Please provide a barricade detail for the existing trees on-site during construction. 6. Please indicate the number of bicycle parking spaces that are provided on the west side of the building. Be aware that 20 bicycle parking spaces are required for this proposal. These may be spread out around the site. 7. Landscaping is required along at least 1/3 of all street frontages. On Church Street you may consider adding some trees toward the western property line or adding shrubs or planting beds within the area covered by groundcover. You may also choose to add shrubs or planting beds within the groundcover area along College Main. 8. A PIP (Private Improvements in Public right-of-way) Permit will be required for all plantings and improvements in the right-of-way. This may be avoided if you chose to put the proposed sidewalk at back of curb and the planting beds next to the building. If you would like to keep the plan as currently proposed, you may pick up a PIP permit application from our office. Existing trees can be blocked out in sidewalk. Reviewed by: JENNIFER FLANERY Date: February 17, 2003 ENGINEERING 1. The Speed Table is not allowed. Please remove from the plan, at this time. You may wish to discuss the issue with the City Transportation Engineer, Dale Picha. P.E., Public Works Department. Such issues must be approved by the Traffic Management Team, of which Dale is a member. Their next meeting convenes March 7th NOTE: Any changes made to the plans,that have not been requested by the City of College Station, must be explained in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 2 of 3 2. If the TMT approves the speed table, it will result in all street drainage flowing through the 6"x6" Trench Grate. Calculations will be required to determine sufficient capacity in channel. 3. Curb detail "Construct curb on existing asphalt" is not acceptable. Curb and gutter in ROW must be monolithic. 4. Please provide information on existing Access Easements for public sidewalks or dedicate new easements. 5. Where note states, "Existing parking meters to be removed...", please remove and add note to the effect: Parking meter removal and relocation shall be coordinated with Mr. Jon Mies, Fire Marshall at 979-764-3705." Developer installs first 10'. City installs remainder. 3. Developer pours transformer pad(s) per city specs and design. 4. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city. 5. Developer provides digital AutoCAD 14 version of plat and/or site plan. email to rbolin a,ci.college-station.tx.us 6. Developer provides load data for project. 7. Developer provides temporary blanket easement for construction purposes. 8. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced Pressure Principle Back Flow Device and installed as per City Ordinance 2394. 2. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review: One (1) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached. If there are comments that you are not addressing with the revised construction documents, please attach a letter explaining the details. The sewer connection shown on Sheet C-1 includes a manhole in the middle of Patricia Street. The preferred connection location is approximately 40-ft northeast at an existing manhole. Connecting at the existing manhole will require additional piping on the private side but will preclude the construction of a manhole and be less of an impact upon public infrastructure. 2. Please provide detail of water line and meter connection at west most building corner. 3. Please be advised that Public Access Easements are required. Public Utility Easements may be required, as well. 4. REMOVE NOTE 15 CONCERNING CONTRACTOR TO REMOVE/ REPLACE PARKING METERS. THE CONTERACTOR DOES NOT HAVE THE AUTHORITY TO REMOVE/ REPLACE PARKING METERS. 5. Crosswalk striping in ROW is to be done by the Public Works Department. You may show "proposed" striping or removal, however all striping/ removal is to be done by the City. You may contact Mr. Dale Picha, P.E. for more information.
